AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, INDIANA APPROPRIATING $830.00 RECEIVED FROM THE
U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S
EMERGENCY SHELTER GRANT PROGRAM.
STATEMENT OF PURPOSE AND INTENT
In order to deliver service to homeless individuals within our community, the City of South
Bend received funds from the U.S. Department of Housing and Urban Development for the delivery
of such services through various sub-grantees. The funds appropriated in this ordinance will aid in
defraying the costs of shelter operation and maintenance and in providing essential services and
assistance in homeless prevention.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana:
Section I. The sum of $830.00 is hereby appropriated and allocated among accounts as
set forth below:

JES 07-1 Center for the Homeless $314.00
JES 07-2 AIDS Ministries/AIDS Assist $ 62.00
JES 07-3 Youth Service Bureau $140.00
JES 07-4 YWCA $314.00
TOTAL $830.00
Section II. No costs will be incurred or funds expended for any of the programs addressed in
this ordinance prior to completion and subsequent certification of the Environmental Review Process
specified in Title Twenty-four (24) part Fifty-eight (58) of the Code of Federal Regulations,
containing the Environmental Review Procedures for the Emergency Shelter Grants Program, and
the receipt of an official release of funds from the U.S. Department of Housing and Urban
Development.
Section III. This ordinance shall be in full force and effect from and after its passage by
the Common Council and approval by the Mayor.

The attached ordinance will appropriate Emergency Shelter Grant entitlement funds received by
the City of South Bend for 2007. These funds were included in information shared with the
Council on September 271h, 2006. The City received $830 more than was expected. This
ordinance will appropriate the unexpected funds.
