(o (q Q - 7 9 AN ORDINANCE APPROVING MONEYS FOR THE PURPOSE OF DEFRAYING THE CETA ADMINISTRATIVE COST EXPENSES OF THE BUREAU OF EMPLOYMENT AND TRAINING FOR THE FIS- CAL PERIOD BEGINNING OCTOBER 1, 1979, AND ENDING SEPTEMBER 30, 1980, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. STATEMENT OF PURPOSE AND INTENT The City of South Bend Bureau of Employment and Training is the recipient of funds allocated in accord with the Comprehensive Employment and Training Act (CETA). These funds are allocated for the specific purpose of training and employing the unemployed and economically disadvantaged of the community. This ordinance is introduced in order to specify the line item expenditure of funds for the CETA Administrative Cost Pool. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. For the expenses of the Bureau of Employment and Training for the Fiscal Period ending September 30, 1980, the following sums of money are hereby approved and ordered set apart out of the funds hereinafter named, and for the purposes herein - after specified, subject to the laws governing the same. The sums herein approved shall be deemed to include all expenditures authorized to be made in said year, unless otherwise expressly stipulated or provided by law. SECTION II. NEMETH Mayor September 18, 1979 TO: Members of the Common Council SUBJECT: CETA Budgets for Fiscal Year 1980 ELROY J. KELZENBERG Executive Director Bureau of Employment and Training I am submitting for Council review and approval the Annual Budgets for Title IIB, Title IID, Title IV YETP and YCCIP, Title VI and the Administrative Cost Pool. These Budgets reflect most, but not all, of the available CETA Alloca- tions to the City of South Bend. Missing and yet to come are Title IV Summer Youth Employment Program and Title VII Private Sector Initiative Program. Please be advised that these Budgets reflect only "planning" allocation figures. As is usually the case, we will not receive final allocation figures until some time after the fiscal year begins, depending on Congressional Action. Unlike previous years, I am submitting a separate Admini- strative Budget. The new regulations require the grantee to maintain a separate administrative cost pool. Out of this pool must come all administrative costs, both those of the Recipient and those of Subgrantee agencies. Conse- quently, the administrative budget reflects Bureau of Employment and Training Administrative Costs and all administrative costs necessary to maintain subagency pro- grams. None of these subagency budgets are yet finalized. All of them are submitted to the Board of Public Works for final approval. Federal regulations do require the Grantee to provide administrative costs to subgrants in 20 CFR 676.37.
