(,0(0 9 s 7 q AN ORDINANCE APPROPRIATING $25,000.00, FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE ACQUISITION OF CERTAIN REAL ESTATE, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE YOUNG WOMEN'S CHRISTIAN ASSOCIATION OF ST. JOSEPH COUNTY. STATEMENT OF PURPOSE AND INTENT: The purpose of the Women's Shelter is to provide a secure shelter facility in St. Joseph County for victims of family violence with special emphasis on battered women. The Women's Shelter is a coordinated program providing complaint response, crisis intervention, casework, emergency shelter, advocacy, mental health treatment and social services for families in which violence occurs. Current client demand for services far exceeds services which can be provided because of present physical facility size constraints. In order to address the additional need, funds are required to purchase a larger facility. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $25,000.00 is hereby appropriated for the program year starting July 7, 1979, from the Community Development Block Grant Fund (Program Year 1979). This appropriation is to be administered by the Division of Community Development and the Young Women's Christian Association of St. Joseph County as set forth below: PROGRAM - CD -79 -703 PURPOSE AMOUNT Acquisition of Real Estate for Women's Shelter $25,000.00 SECTION II. Funds provided through this appropriation shall not be expended prior to the release of funds by the United States Department of Housing and Urban Development pursuant to the provisions of 24CFR Part 58. SECTION III. This Ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. HUNT D� SUBJECT: 1979 CDBG APPROPRIATION (ACQUISITION OF REAL ESTATE FOR WOMEN'S SHELTER) DATE: NOVEMBER 13, 1979 The Division of Community Development is presenting for your consideration a bill appropriating $25,000 to be used by the Young Women's Christian Association of St. Joseph County for acquisition of real estate for a "Women's Shelter." The YWCA opened the present "Women's Shelter" in April of 1978. Since its inception, the shelter has assisted two hundred eighty nine (289) women and three hundred three (303) children who have been victims of domestic violence. The project is designed to meet the crisis which occurs within the home as a result of violence and to protect those persons whose health, safety, and /or welfare is endangered with primary emphasis on those cases requiring extensive social and /or mental health services for resolution. The family is the focus for the service impact with services being available to whoever is affected by the violence. The program provides twenty four (24) hour intake and supportive services with one to three staff members present at all times. The current shelter can accommodate ten (10) to twelve (12) women and children at any one time. The average length of stay is generally seven days. The demand for "Women's Shelter" services has proved to far exceed capacity. Statistics show that an average of twenty clients must be turned down per month because of lack of space. Consequently, the Y.W.C.A. Page Two November 13, 1979 now seeks assistance in acquiring a larger physical facility. The new proposed location will be able to accommodate twenty (20) to twenty four (24) clients- almost double the number assisted at present. The Division of Community Development believes the additional need for such "special public" services should be addressed. We therefore propose to provide monies toward acquisition of a larger property. Total acquisition costs are estimated at $35,000.00 with approximately $5,000.00 of additional rehabilitation work required. The Y.W.C.A. will be responsible for the remaining $10,000 of acquisition costs plus rehabilitation costs. We respectfully request your favorable consideration of the attached bill.
