GAMMON Approved and signed by m it / S 1919— City Clerk ORDINANCE NO.6 G Cog'-7j AN ORDINANCE AMENDING ORDINANCE NO. 6615 -79, COMMONLY KNOWN AS THE CITY OF SOUTH BEND'S SALARY ORDINANCE, WHICH FIXED MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR OF 1980. STATEMENT OF PURPOSE AND INTENT: The Common Council recognizes that the increasing and more complex demands placed on city government require certain changes in operations and jobs.which will promote the more efficient and more effective delivery of public services. The task of continuing to provide basic services in the face of rising cost requires close scrutiny of the manner in which we provide such services and the courage to change whenever that is necessary. This is an important part of the challenge facing the Council and the Mayor in the 19801s. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The City of South Bend's 1980 Salary Ordinance is hereby amended in the following manner: PRESENT ANNUAL POSITION SALARY PROPOSED II. Department of Law City Attorney $15,157.00 $27,730.00 Safety Board Assistant - - - -- $24,000.00 IX. General Classification Mayor's Secretary $12,071.00 - - - -- Manager, Secretarial and Clerical Services - - -- $16,000.00 SECTION II. KOPCZYNSKI general areas and to be prepared for the challenges MARY CHRISTINE ADAMS and opportunities that the 1980s will bring t0 local At Large government, I am asking the City Council to take the RICHARD C. DOMBROWSKI At following actions: (1) Establish the position of a Large FRANK HORVATH Safety Board Assistant; (2) Replace the Mayor's Secretary At Large position with that of a Manager of Sec - retarial and Clerical Services; (3) Change the City Attorney's present position from part -time to full - time. I am asking the City Council to act on these revisions now, rather than in 1980, to facilitate the transition from the present administration to the new administra- tion. Early action on these proposed requests will enable me to begin the search for experienced and competent personnel to fill these positions. It is my hope that the Council will approve the pro- posed amendments to the 1980 Salary Ordinance at the December 3, 1979, Council meeting. Should the Council act favorably on these amendments, I will submit a bill to appropriate the necessary funds for the re- vised positions on December 17, 1979. Final Council action cannot take place on the bill before 1980, since amendment of the 1980 budget cannot occur until 1980. In order to allow full and adquate consideration of my requests, I am submitting the following information: SAFETY BOARD ASSISTANT In the next four years the civilian Board of Public Safety will face major challenges in crime control and fire fighting. It is common knowledge that the South Bend Fire Department will need not only effective managemement but strong on- going direction from the civilian Board of Public Safety. Additionally, the current high crime rate will necessitate high quality leadership by both the Board of Safety and the Police administration. For a number of years the City Council members and mayors have recognized the need for strong "civilian" staff support in the areas of police work and fire fighting. The position of Safety Board Assistant will provide that major civilian staff responsibility in my administration. At the present time, I anticipate that the monies for the position will come from General Reve- nue Sharing funds. The responsibilities of the Safety Board Assistant will include the following: I. Serve as major link on a day -today basis between the Board of Safety, the Mayor, the City Attorney and the police and fire departments. 2. Explore more effective ways of fighting crime, particularly the neighborhood - burglary type of crime. 3. Work with the police department in reducing civilian type work done by sworn police of- ficers. 4. Develop and help to implement stronger and more effective training programs for police officers and fire fighters. 5. Develop and help to implement more comprehen- sive fire prevention programs through the fire department. 6. Work with the police officers in strengthen- ing and changing the merit plan.of promotions. 7. And so on. (2) MANAGER, SECRETARIAL AND CLERICAL SERVICES I am asking that the 1980 Salary Ordinance be amended to delete the Mayor's Secretary position and to add the Manager of Secretarial and Clerical Services. This position will include a broadening of the present duties of the Mayor's secretary to include respon- sibilities in overseeing, in a general way, the work of the secretaries and clerical workers in related city operations. Over the years, the clerical and secretarial needs of the city operations have multiplied. It is time to take a very good look at the way in which those ser- vices are provided. Duties of the Manager of Secretarial and Clerical Services will include general supervision of secretarial /clerical work done for the Board of Works, the Board of Safety, the Police Merit Board, the Housing Hearing Officer and that of other related offices. Ad- ditionally, this position will have major responsibility for exploring new ways of handling secretarial and clerical work, such as, secretarial pools, word proces- sors, part -time scheduling of secretarial and clerical personnel, and so on. It is hoped that increased efficiency of the secretarial/ clerical work will result in more than enough savings to offset the increase of $3,927 required. An appropria- tion bill for the additional monies needed will be filed sometime in 1980. FULL -TIME CITY ATTORNEY 1 am proposing that the position of City Attorney, pre- sently a part -time position, be changed to a full -time position. The 1980 Salary Ordinance establishes a maximum salary of $15,157 for the City Attorney. In addition, the City Attorney receives $5,270 as a Utility Commissioner for the Bureas of Water and Waste Water. This additional compensation, coupled with the base salary, means that the City Attorney will receive $20,427 in 1980. 1 am proposing that the base salary of $15,157 be in- creased by $12,573 for a total of $27,730. Therefore, a full -time City Attorney would receive a total compensa- tion of $33,000. The $12,573 increase would be taken from the $18,000 appropriated for legal interns in the 1980 budget. (3) The growing complexity of local government, is due, in part, to an increasing number of legal, regulatory, and administrative considerations which require the attention of a competent and full -time City Attorney. The scope of the job is enormous and can range from the preparation of complex development documents to the enforcement of the numerous local ordinances re- quired to maintain the quality of our neighborhoods.
