CITY OF SOUTH BEND <br /> ' - c¢� " COMMUNITY INVESTMENT <br /> 1865 - <br /> September 3, 2025 <br /> Council Member Troy Warner Filed in Clerk's Office <br /> Chairperson, Community Investment Committee <br /> South Bend Common Council <br /> County-City Building, 4th Floor <br /> South Bend, Indiana 46601 Bianca Tirado <br /> City Clerk, South Bend, IN <br /> RE: Loan Ordinance New Day Intake Center <br /> Dear Council Member Warner, <br /> The Redevelopment Commission entered into a Purchase Agreement on August 14, 2025, for <br /> the sale of the northern half of 4022 Old Cleveland Road for the purpose of constructing a <br /> minimum 110-bed lower barrier intake shelter to provide homeless services in our community in <br /> a permanent, purpose-built space. The Redevelopment Commission at the same meeting also <br /> authorized the beginning of the process to provide a forgivable loan for the development of the <br /> New Day Intake Center. The property has already been rezoned by the Common Council for <br /> this purpose. <br /> The attached Loan Ordinance specifies the terms and conditions of the loan to the New Day <br /> Intake Center. The total loan is for$4,000,000 to aid in the development of the intake center, <br /> funded with revenues provided from River West TIF, River East TIF, and South Side TIF <br /> controlled by the South Bend Redevelopment Commission.
