SOUTH BEND REDEVELOPMENT AUTHORITY
REGULAR MEETING
October 17, 2001

The October 17, 2001 Regular Meeting of the Redevelopment Authority was called to order at
1:47 p.m. by its Secretary, Jose Alvarez. There was a quorum present.
1. ROLL CALL

Redevelopment Staff: Mr. Donald Inks, Director

2. APPROVAL OF MINUTES
a. Approval of the minutes of October 3, 2001
Upon a motion by Cleo Washington, seconded by Jose Alvarez, and unanimously carried,
the Authority approved the Minutes of the Regular Meeting of October 3, 2001.
3. NEW BUSINESS
a. Island Park
Mr. Inks said that the Redevelopment Authority owns Island Park and there has been
vandalism of the Park. The umbrellas. and canopies have been slashed and graffiti has
been painted. The amount of damage is about $20,000. We are presently checking to see
if the Redevelopment Authority leased the land to the Redevelopment Commission or
another entity. Until that is established no action will be taken as to limiting the hours of
the park or perhaps putting up gates to keep people out at night.
Attorney Cheryl Greene said if the Redevelopment Authority is the appropriate body to
take action then they could authorize the Legal Department to look into alternatives of
how to restrict access to this property or what other methods would be appropriate, or
direct staff to talk to the Police to see what can be done. If there is a lease, as Landlord,
the Authority would still have certain rights that they can exercise. Ms. Greene said there

has been quite a bit of vandalism in the downtown area lately.

4. CLAIMS
Claims previously reviewed and recommended for approval by the Director of Economic
Development on October 17, 2001.
Century Center Refunding Bonds of 2001
Fiduciary Communications Company
Publication of Defeasance notices $1.,716.32
Mr. Inks said this is just the cost of publication of the bonds in the bond buyer magazine.
The Trustee informed us that the cost of the publication could be taken out of the Closing
Cost Account for the Refunding Bonds of 2001.
Upon a motion by Mr. Washington, seconded by Mr. Alvarez, and unanimously carried,
the Authority approved the claim submitted October 17, 2001.
Wells Fargo
Administration Charges $3,000.00
Mr. Inks said the Administration Charges for the bond issue were anticipated and in line
with what was expected.

Upon a motion by Mr. Washington, seconded by Mr. Alvarez, and unanimously carried,
the Authority approved the claim submitted October 17, 2001.
6. NEXT MEETING DATE: November 7, 2001
7. ADJOURNMENT
There being no further business to come before the Redevelopment Authority the meeting
was adjourned at 1:55 p.m.
