Design elements will include curbs, ADA-compliant sidewalks, lane striping, on -street parking, and street trees. The raised intersection on Western Avenue will be engineered to reduce vehicle speeds, improve safety, and emphasize pedestrian priority at this gateway location. SIGNAL & LIGHTING DESIGN: Street lighting will be designed for safety, visibility, and energy efficiency, using LED fixtures and matching existing City light fixtures. Where warranted, traffic signal modifications will be evaluated to improve intersection performance. Lighting will also extend to parking areas to provide a secure and welcoming environment for residents and visitors. PAVEMENT DESIGN: Pavement sections will be designed based on traffic loading, soil conditions, and maintenance considerations. Recommendations from the geotechnical investigation will inform subgrade treatment and material selection to ensure cost-effective construction and long- term performance. Sustainable practices, such as permeable pavement options for parking lots, will also be considered. RIGHT-OF-WAY (ROW) ENGINEERING: ROW engineering will support the dedication of land for public streets and utilities. Legal descriptions and plats will be prepared for ROW acquisition and recording. Our team will ensure the ROW design balances the needs of infrastructure improvements, parking, and pedestrian amenities. In collaboration with the City of Elkhart and the Community Foundation of Elkhart County, JPR helped shape the River District Vision and Implementation Plans to transform a 105-acre area into a thriving, : mixed -use, walkable community centered on the riverfront. Guided ; by extensive public and private stakeholder input, the plan integrated new residential, commercial, and recreational investments with $30 million in City -funded infrastructure. Early phases delivered four anchor ; • projects, including a 200-unit apartment complex, the Elkhart Health : & Aquatics facility, a signature streetscape along Jackson Boulevard, and a mixed -use grocery and housing development. JPR led the design and engineering for the reconstruction and rehabilitation of IOth Street and Douglas Street, delivering comprehensive infrastructure upgrades including new storm sewer, sanitary sewer, and water services, as well as on -street parking, • curb and gutter, sidewalks, and landscaping. A key challenge was the absence of a sufficient stormwater outfall; JPR resolved this by implementing a PaveDrain system with subsurface stormwater retention along Douglas Street to collect and infiltrate runoff on • site. Coordination with the adjacent Ariel Cycleworks development enabled expedited scheduling and prevented costly delays. The completed improvements enhanced water pressure, replaced lead service lines, modernized sanitary infrastructure, and created a • healthier, more attractive, and pedestrian -friendly neighborhood. ..............................................: J J E N E E �• RAFINSKE CityofSouth Bend I Western Avenue Transformation District - 125-047 1 10 Section 106: There are no archaeological sites mapped in the vicinity of the project area. There are no historic properties located within the project area; however, there are two individual properties rated as "Notable" and two rated as "Outstanding" across the street from the project areas. For purposes of Section 106 properties rated as "Notable" and "Outstanding" are considered eligible for the National Register of Historic Places (NRHP). If these properties are impacted, a Historic Properties Report will be required. If the project area, including all new permanent and temporary right-of-way, can be confirmed as previously disturbed, the Archaeology portion of Section 106 may be covered by a records check and included in the Cultural Early Coordination letter, with no Archaeological fieldwork being required. If the area is not previously disturbed, a Phase I Archaeological Survey will be required along with the fieldwork required for the Historic Properties Report. Our approach emphasizes transparent and inclusive community engagement, recognizing that the long-term success of the Western Avenue Transformation District depends on the input and support of its residents, businesses, and stakeholders. Public meetings and stakeholder workshops will be structured to both share design concepts and actively gather feedback, creating a collaborative process that builds consensus around key project decisions. Engagement tools may include visual renderings, project fact sheets, and interactive surveys, along with online platforms to reach those unable to attend in person. We will also coordinate with neighborhood organizations and local leaders to ensure diverse perspectives are represented and that the process remains accessible to all. By establishing a clear dialogue with the community early and throughout the design process, our team will ensure that improvements reflect neighborhood priorities such as safety, accessibility, and connectivity. Community input will directly inform the design, resulting in infrastructure that not only meets technical requirements but also advances the aspirations of future residents and neighbors — strengthening trust, fostering a sense of ownership, and ensuring lasting value for the City of �c)ulh acnd. Waters of the U.S.: There are no mapped waters resources within the project area; however, there are roadside ditches and culverts which may contain potential water resources. A Waters of the U.S. Determination and Delineation may be required. Section 404/401 permits will be required if impacts to the stream or wetlands is planned and said stream, or any noted wetlands, are considered Waters of the U.S. Hazardous Material: A brownfields Hazardous Material site is located within the project area and a leaking underground storage site is located adjacent to the project. A Red Flag Investigation will be required. Environmental Assessment: Since this project is funded by HUD (Section 108 HUD Loan), it will likely fall under an Environmental Assessment for HUD -assisted projects. • JPR partnered with the City of Fort Wayne to redesign a one -mile stretch of the Oxford Street corridor into a more attractive, accessible, and vibrant neighborhood street. Community engagement was central to the process, with surveys, workshops, and stakeholder • meetings guiding design decisions on traffic calming, ADA-compliant walkways, stormwater improvements, and corridor identity. The project is currently in construction. When complete, Oxford Street will aid the neighborhood in leveraging new economic opportunities, providing safe and accessible mobility, and improving quality of life for residents. ..............................................: BARTLETT STREET RECONSTRUCTION - South Bend, IN Project Manager. David Rafinski Commissioned by the City of South Bend Board of Public Works, JPR led the design and stakeholder coordination for the Bartlett Street Roundabout and Reconstruction project -one of the City's first two-way street conversion initiatives. The project was delivered in two phases: the realignment of Bartlett Street and redesign of the Memorial Hospital entry drive and parking, followed by construction of a two-lane modified turbo roundabout at Bartlett and Michigan Street (SR 933). Detailed maintenance of traffic plans were developed and studied in length since the pedestrian access into the hospital was to remain. Improvements included upgraded storm drainage, LED lighting, revised circulation and drop-off areas, pedestrian and bicycle crossings, and landscaping. Located at a key gateway to downtown and the Memorial Hospital campus, the project , established a model for future downtown street conversions. MUNICIPAL PARKING LOT - City of Mishawaka, IN Principal In Charge: Andrew Cunningham, PLA, LEEDAP The City of Mishawaka engaged JPR to design an efficient municipal parking lot to serve Battell Park and St. Monica's Church. The project maximized parking capacity on a vacant lot while incorporating on -site stormwater management through drywells and a French drain system. To address conflicts with overhead utility lines and poles, the design team worked with the utility provider to relocate poles and reroute communications underground. Additionally, intersection enhancements at Liberty Drive and Grove Street included bump outs to narrow the roadway as a means of slowing vehicles, along with providing shorter and safer crossings for pedestrians. ELKHART COUNTY COURTHOUSE CAMPUS - Goshen, IN Project Manager. Andrew Cunningham, PLA, LEED AP As part of a larger project team, JPR led the civil and site design for the new Elkhart County Courthouse campus, consolidating court operations into a single facility. Working closely with the County, the City of Goshen, and multiple stakeholders, JPR facilitated a rigorous analysis and visioning process that produced a Master Plan to guide current development and future expansion. The design provided 300 visitor and 200 staff parking spaces, a pedestrian - focused circulation system with plaza space, and roadway improvements informed by a Traffic Impact Analysis. Stormwater was managed with passive capture and filtration systems that promote infiltration and groundwater recharge, while the campus layout integrated pathways and green spaces to enhance accessibility and highlight the natural landscape. Security and safety considerations were central to the design, with attention to sight lines, controlled site access, first responder routing, and site lighting. The resulting plan delivers a functional, safe, and sustainable civic campus that reflects community I priorities while accommodating future growth. FOUR WINDS FIELD - South Bend, IN Project Manager: Andrew Cunningham, PLA, LEEDAP Since 2010, JPR has partnered with the City of South Bend and Minor League Baseball leadership to transform Four Winds Field into a dynamic, family -friendly destination that strengthens connections to the Central Business District while delivering a modern fan experience. Through more than a decade of phased improvements, annual attendance has doubled, and the stadium continues to evolve with upgrades including a second -level expansion, a four- story club and event space, updated retail and concessions, enhanced entrances, and new family amenities such as a playground and splash pad.
