Located just west of the improvements currently underway at the South Bend Cubs stadium, this project is part of a broader plan to establish a vibrant neighborhood. The City is supporting this initiative through construction of public infrastructure and parking facilities for this development, funding in part by HUD resources. 11-1hk Mathieu Doyle, PE will serve as the Project Manager and your primary point of contact. As detailed in our proposal, Matt brings a strong combination of road and site design experience, along with extensive experience managing projects for the City of South Bend. Each project type presents its own unique set of challenges, and having a project manager who understands these intricacies is critical to successful project delivery. In addition to his technical qualifications, Matt has successfully led several successful City projects, including Pinhook Park, the Morris Performing Arts Center improvements and the ongoing design of Kennedy Park. While having a strong project manager is essential, successful project delivery can require more than just individual expertise. It takes a team with a collaborative approach. Supporting Matt is a highly capable design team, many of whom have contributed to the design of the projects outlined in this proposal. Addition/ Alteration project at the South Bend Armed Forces Reserve Center (AFRC) for the Indiana Army National Guard. The project scope of work includes approximately 40,000 S.F. of renovation and approximately 40,000 S.F. of new construction, including a new Vehicle Maintenance Building. Pinhook Park Improvements South Bend, IN The City desired to make park improvements utilizing partial funding from a Land and Water Conservation Fund (LWCF) grant. The one -mile trail and access improvements focus on connectivity within the park and to the nearby regional trail system, preservation of existing mature tree canopy, accessibility for all users, and creation of a unique user experience. South Bend Armory Success Story When designing the South Bend Armory, DLZ designed a heavy vehicle loading area. The parking lot design included 20 inches of aggregate to address the extremely heavy vehicle loads. In addition, our Structural Engineers were able to design loading ramps to assist in loading and unloading vehicles from transport trucks. The project also includes a concrete launch ramp for small boats, boarding dock, accessible kayak launch, and a secondary floating fishing pier. Architectural improvements to the existing Pavilion include updated interior finishes, electronics and lighting, accessibility improvements within the existing restrooms. DLZ services included programming, geotechnical services, topographic survey, Section 106/NEPA services, asbestos testing, 401/404 permitting, and development of design and construction documents along with bid and construction phase services. UDLZ City of South Bend » Western Avenue Transformation District » 5 Saint Joseph Regional Medical Center Mishawaka, IN DLZ staff provided a traffic study, civil/site engineering, storm sewer and retention basin design, utility and right of way easements, water main and sanitary sewer design for the construction of a new 610,000 square foot building for Saint Joseph Regional Medical Center on a 90-acre site. The design included internal roadways, six new parking areas of over 2,000 parking spaces and a truck loading dock. DLZ evaluated the anticipated traffic impacts to the surrounding roadways that would result from the proposed Medical Center. DLZ collected existing traffic counts on the surrounding roadway network and projected traffic demand to the anticipated construction completion date. DLZ then assessed the impact of the expansion on nearby traffic facilities, performed capacity analyses and traffic signal warrant analyses, and made recommendations for roadway and intersection improvements. To allow construction to proceed at an early date, a site grading package was issued before final design was completed. Indianapolis -Marion County Community Justice Campus Master Engineer)) Indianapolis, IN Working as a primary subconsultant to HOK, DLZ was selected to be responsible for design and consulting services on 11 engineering tasks for the development of the Indy CJC project. As the Master Engineer, DLZ helped to provide a more efficient workflow by reducing the number of direct reports to HOK and ensured that associated work tasks were delivered in a coordinated effort. The 57 acre site included an access road and bridge over Pleasant Run Creek, as well as over 2,000 parking spaces. UDLZ City of South Bend » Western Avenue Transformation District » 6 Hard Rock Casino >> Gary, IN DLZ provided environmental, engineering, surveying, wetland coordination, and construction field services for the construction of a new Hard Rock Casino in Gary, Indiana. As part of the design team, DLZ provided plans to develop an approximately 50- acre site with over 2,000 parking spaces located immediately southwest of the 1-94/Burr Street interchange. DLZ developed preliminary grading plans and final construction documents for the proposed casino site. Specific design elements included: site demolition/removals, grading, interior site access roads, surface parking areas, curbing, sidewalks, storm sewers, storm water basins, sanitary sewers, potable water and fire protection, and coordination of electrical and gas service to the proposed building. DLZ also coordinated design efforts with the City of Gary to obtain Site Plan Approval, as well as a Storm Water Permit through the City's formal approval process. These connections will provide drive access to the residential housing parking lots. It is anticipated that these roadways will be two travel lanes, with on street parking provided on both sides. Complete Street elements such as sidewalks, lighting and street trees will be provided along the roadway. Bump -outs and piano key crosswalks will be included to increase safety at the crosswalks. The intersection at Western Avenue and Taylor Street will be reconstructed into a raised intersection to promote pedestrian accessibility and traffic calming. The raised intersection requires traffic to slow down, alerts the driver of pedestrian crossings, and also offers the opportunity for increased aesthetic features using different pavement materials or colors than the approaching roadways. Bump -outs will also help calm traffic and improve pedestrian safety. The existing traffic signal will be replaced. Parking lots will be designed for the Phase 1 buildings. Close coordination with the developer's site designer will be imperative to align the parking lot and grading with the proposed buildings. Matt and his team are well experienced with this type of coordination. As part of the project, survey for design, a boundary survey and plat preparation will be prepared to dedicate public right of way along the new streets. UDLZ » » City of South Bend Western Avenue Transformation District 8 Stormwater and Detention Design A comprehensive stormwater management plan will be developed for the new mixed -income residential community and the associated street connectors. It is anticipated that roof drains from the buildings and storm inlets throughout the site will connect to an underground stormwater storage system. The design will follow City of South Bend standards which require storage capacity for a 25-year storm event. Storm inlets will be installed along the new street connectors to collect runoff from curb lines and low points. DLZ will coordinate with the City regarding roadway drainage connections with the existing storm sewer system or instead connect directly to the proposed underground storage. Utility Coordination Existing utilities may be located within the limits of the proposed connector streets, intersection improvements and parking lot construction areas. Following completion of the site survey, utility verification plans will be distributed to the utilities to confirm that their facilities have been accurately located. Any utilities not identified in the survey will be added to the plans based on the utility information provided. Once preliminary plan submission is reached, we will request utility relocation plans be developed by the utilities that need to be relocated. Public Engagement We understand that the City ultimately serves its citizens and a community input meeting on August 13th, 2025 was held to communicate plans to local shareholders and provide opportunity for feedback. We anticipate that the City may want to hold an additional public information meeting as the project is further developed. DLZ will assist the City with presenting the proposed improvement plan and gathering feedback from the community. The Rabbi Shulman Building is still present in the Phase 1 project area. It is our understanding the building is scheduled for demolition this fall. Intersection and crosswalk pavement treatments can be varied to enhance visibility and promote pedestrian safety. MDLZ City of South Bend » Western Avenue Transformation District » 9 Design to the Budget The desired improvements for Phase 1, as we understand and describe in this RFP, may exceed the amount of funding available through the Section 108 HUD Loan program. As part of the overall site plan development, DLZ will work with the City to identify the priorities of the project and what can be achieved in Phase 1, while staying within the available funding. Those early coordination opportunities will be critical to establishing an appropriate scope of improvements. Environmental Documentation The project's use of federal funding triggers compliance with National Environmental Policy Act (NEPA) documentation requirements. DLZ has conducted preliminary reviews of GIS data available on the INDOT Red Flag Investigation (RFI) template, IDNR's Indiana Buildings, Bridges, and Cemeteries Map website and other information to identify potential "red flag" resources or issues that may need to be considered in the project's design. Noteworthy red flag resources/issues include an active railroad and several hazardous materials sites. No features anticipated to impede project development were identified. The project involves redevelopment of previously disturbed/developed areas, including development of parking lots and realignment of roadways. The proposed work types are not among those categorically excluded from environmental documentation by USHUD (https://www.ecfr.gov/current/title-24/subtitle-A/part-58/subpart-D/ section-58.35); therefore, an Environmental Assessment (EA) appears to be the appropriate level of NEPA document. Given the previously disturbed nature of the project site, significant impacts are not anticipated, and the EA is expected to culminate in a Finding of No Significant Impacts (FONSI). NEPA ELEMENT PRELIMINARY FINDING II=ftII Section 106 - Historic A Section 106 review is required to assess effects upon historic properties. A Finding of No Adverse Effects Properties is anticipated. Wetlands, Streams and Water Quality Impacts No water resources were noted in the project area. No impacts are anticipated. Threatened and Programmatic consultation for bat species of concern using the on-line USFWS IPaC system, which Endangered Species streamlines the consultation process is anticipated. A "No Effect" determination, or a "May Affect, Not Likely to Adversely Affect" determination is expected based on the project setting. Hazardous Materials Several hazardous materials sites were noted in and near the project area. No impacts to the project are Sites anticipated based on preliminary review of IDEM Virtual File Cabinet records. NEPA Document An Environmental Assessment (EA) is anticipated to be required. Quality, Schedule & Budget The ultimate success of any design project is generally judged on these 3 items. Was the project designed to a high quality, finished on schedule, and within the Owners budget? DLZ is a local firm, with employees that live and work in South Bend. We understand that the City would like to have the Phase 1 Project ready to bid in April or May of 2026. While the design plans remain the critical path, it is also essential to schedule the Environmental Documentation, Utility Coordination and Geotechnical Investigation tasks to ensure they are completed ahead of the bidding process.
