Dear Members of the South Bend Board of Public Works,
It is with great enthusiasm and passion that Abonmarche submits our proposal for the Western Avenue Transformation
District. We applaud the City of South Bend, the South Bend Housing Authority, and the St. Joseph County Community
Foundation for their leadership in driving this once -in -a -generation opportunity to reshape the future of our
community.
When it comes to the landscape and campus of the Western Avenue Transformation District, Abonmarche is uniquely
familiar with the site. The firm played a pivotal role as the lead consultant for the demolition of the Monroe Circle
public housing development and is currently overseeing the demolition of the Rabbi Shulman building. Additionally,
Abonmarche is assisting with the development of the Diamond View affordable housing project just blocks away.
Beyond these efforts, Abonmarche has already been working with the City of South Bend to reimagine and improve
the Western Avenue corridor, introducing complete streets principals to the streetscape enhancements that support
safer travel, accessible design, and a more welcoming environment for residents and businesses on the Westside. This
experience will be further highlighted in the project experience sheets included later in this proposal.
As part of the South Bend Community our office is located only three blocks from the project site, ensuring our team
is present, invested, and ready to respond. This is our community, our backyard. Abonmarche does not want to sit
back and simply watch the transformation, we want to be part of it. We have planted the seeds through our past
work, and we are committed to nurturing them alongside you and our neighbors as this project grows into a thriving,
inclusive place.
The Western Avenue Transformation District is more than infrastructure, it is an opportunity to strengthen connections,
improve safety, and create a vibrant, mixed -income neighborhood. Our approach will combine innovation, cost -
sensitivity, and deep local knowledge to deliver design documents that integrate federal and local requirements and
set the stage for long-term community impact.

Mike is a results -driven land surveyor with over 30 years of experience leading
topographic and boundary surveys, legal descriptions, and easement
preparation. As Abonmarche's Indiana Survey Group Director, he will serve
as Project Manager for this effort, bringing extensive expertise in right-of-way
determination, subdivision platting, and route surveys for federally aided and
locally funded infrastructure projects. His leadership includes directing survey
crews in staking curbs, utilities, stormwater systems, and roadways, ensuring
accuracy, efficiency, and compliance. Skilled in ALTA surveys, FEMA map
reading, and flood risk assessment, he provides critical support for stormwater
management planning, title work, and easement documentation. With a
proven record in coordinating survey and design efforts for roadway, utility,
and site development projects, Mike is uniquely positioned to manage the
public infrastructure and parking lot scope for this new mixed -income residential

Chad, Senior Project Engineer, brings over 26 years of experience in civil design,
right-of-way management, and construction review for transportation and
municipal projects. He has managed and designed numerous federally funded

Zach is a Civil Engineer with over 10 years of experience at Abonmarche,
specializing in municipal and private infrastructure design. His expertise includes
subdivision and site layouts, roadway and streetscape design, water and sewer
systems, ADA-compliant sidewalks and curb ramps, and multi -use paths. He
also supports stormwater management through drainage analysis, lift station
design, pump sizing, and generator selection, along with preparing grading and
erosion control plans to ensure compliance. Highly experienced in permitting,
he regularly coordinates with IDEM, DNR, the U.S. Army Corps of Engineers, and
County Drainage Boards, producing technical documentation and exhibits for

PROJECT APPROACH
We have tailored our scope of services to align with the requirements of the RFP, our first-hand experience delivering
roadway, utility, and subdivision projects, and our extensive history working with INDOT and the City of South Bend.
Abonmarche's team is creative, innovative, and deeply experienced in managing all aspects of public infrastructure
projects. Leading our effort is Mike Rozycki, PS, who brings expertise in boundary and topographic surveys, right-of-
way determination, and subdivision platting. His detailed knowledge of the INDOT process and federally funded
projects ensures accuracy and compliance throughout survey, platting, and public right-of-way establishment.
Supporting him is Chad Knip, PE, with over 26 years of civil design and right-of-way management experience on
federally funded LPA projects, specializing in roadway reconstruction, Complete Streets, and utility coordination.
Zach Hauersperger, Staff Engineer, will provide technical design support for stormwater, roadway, and utility systems,
ensuring compliance with IDEM, INDOT, and local standards. Finally, Steve Ruby, PLA, LEED AP, will bring his landscape

in geotechnical and environmental engineering, will provide foundation design, soils analysis, and materials

BOUNDARY SURVEY
Abonmarche will perform a boundary survey in accordance with Indiana "Rule 12" (865 IAC 1-12) to establish
accurate property limits and ensure compliance with state requirements. This effort will be led by Michael Rozycki,
PS, Project Manager and Survey Group Director, who has more than 30 years of experience in boundary and
topographic surveys, right-of-way determination, and easement preparation. Under his direction, survey crews will
provide precise data to support design, platting, and future utility coordination.
PRIMARY PLATTING & MEETINGS
As part of the subdivision process, Abonmarche will revise the primary plat drawing to reflect the project layout in
accordance with the City of South Bend Subdivision Ordinance and application requirements. This includes standard
project and site information, as well as supporting documentation required for City review. With his extensive
background in subdivision platting and route surveys for both federally aided and locally funded infrastructure
projects, Mike will ensure accuracy, efficiency, and compliance throughout this process.

SECONDARY PLATTING PROCESS & MEETINGS
Abonmarche will prepare the secondary (final) plat drawing and accompanying documentation in accordance
with City of South Bend Subdivision Ordinances. This legally subdivides the property and provides the foundation for
utility service and site development. The scope also includes representing the project at plan commission meetings to
facilitate approval and coordination. Once finalized, a copy of the plat will be provided to utility companies to assist
in designing services to the new lots. Mike's proven record in coordinating survey and design efforts for roadway,
utility, and site development projects ensures a streamlined process that supports the timely delivery of this new
mixed -income residential community.
ROADWAY DESIGN USING COMPLETE STREETS PRINCIPLES
Abonmarche's transportation engineers specialize in roadway design, traffic calming, bicycle and pedestrian
infrastructure, and corridor planning. For this project, Complete Streets principles will be incorporated across all
phases. Phase 1 A will include traffic -calming and streetscape improvements along Western Avenue as well as one
new east - west street connection between Scott Street and Taylor Street, supported by new sidewalks, curbs, and
street trees. Phase 1 B will build on this framework by extending improvements to City -owned parcels northeast of
Western and Taylor. Phase 2 will complete the transformation of the Monroe Circle site, potentially adding a second
east - west connection between Scott and Taylor or private access drives to parking areas for future residential units,
along with coordinated lighting, striping, and pedestrian features. The raised intersection on Western Avenue will be
designed to slow vehicular traffic, prioritize pedestrian crossings, and establish a safer, more connected urban grid
by shortening crossing distances with bump outs and enhancing safety through raised crosswalks or speed humps.
We have successfully applied complete streets design principles to the following City of South Bend projects: Niles
Avenue, Jefferson Boulevard (near Howard Park), South Bend Avenue, Western Avenue, and more.
In addition to roadway connectivity, Abonmarche will provide site -sensitive parking lot design tailored to the needs of
new residential development. Drawing on Chad Knip's extensive experience in civil design and circulation planning
for residential and mixed -use projects, the team will ensure parking lots are efficient, code -compliant, and pedestrian -
friendly while balancing access for residents, visitors, and service vehicles. Past work on projects such as Cherry Creek
Waterford Commons in Goshen, IN demonstrates Abonmarche's ability to integrate parking circulation seamlessly
with adjacent roadways and site constraints, ensuring safe and efficient movement throughout the community.
To complement these site and roadway improvements, landscaping and street tree design will be carefully
integrated into the project. Led by Landscape Architect Steven Ruby, the design approach will emphasize shade,
comfort, and visual appeal through the thoughtful placement of trees and planting beds. Steven's expertise in
streetscape enhancements, park and campus planning, and construction detailing ensures that the Western Avenue
Transformation District will benefit from durable, attractive plantings that enhance the pedestrian experience,
reinforce neighborhood identity, and contribute to long-term sustainability.

UTILITY DESIGN
Abonmarche's utility engineering team provides planning, modeling, and design of water and sanitary sewer
systems. For this project, the team will ensure that new utilities are designed for long-term reliability, integrate
seamlessly with existing systems, and support phased residential development. Zachary Hauersperger will lead the
technical design, drawing on his decade of experience in subdivision and site layouts, sewer and water systems, and
ADA-compliant infrastructure. His background in regulatory permitting with IDEM, DNR, and the U.S. Army Corps of
Engineers ensures that utility design will be compliant, constructible, and properly documented. Early coordination
with City staff will confirm system capacity while minimizing conflicts and reducing future maintenance costs.
STORMWATER DESIGN
Abonmarche's stormwater management group specializes in underground detention, green infrastructure, erosion
control, and flood mitigation. For the Western Avenue Transformation District, the team will design storm sewer mains
and incorporate underground storage within parking lots, paired with landscape -based strategies such as bioswales
and tree pits to improve resilience and enhance environmental quality. Zachary Hauersperger will apply his expertise
in drainage analysis, lift station design, and erosion control planning to develop efficient stormwater systems that
comply with regulatory standards while supporting long-term sustainability. Survey Group Director and Project
Manager Michael Rozycki will oversee integration of these systems into the site plan, coordinating survey, grading,
and layout to ensure stormwater improvements align with roadway, parking, and utility infrastructure. This holistic
approach combines engineering and landscape architecture to deliver solutions that are functional, sustainable,
and visually integrated with the neighborhood.
UTILITY COORDINATION
Abonmarche's utility coordination specialists are skilled in conflict identification, relocation planning, and regulatory
compliance. For this project, Project Manager Michael Rozycki will oversee early coordination efforts, leveraging
his experience in right-of-way determination, subdivision platting, and route surveys. His expertise in easement
preparation and utility staking ensures that conflicts will be identified accurately and addressed proactively.
Coordination meetings will be convened with utility providers during preliminary engineering to identify and
resolve issues early, reducing the risk of costly construction delays. This proactive engagement, combined with
Abonmarche's proven record of managing federally funded LPA projects, will help keep the project aligned with the
City's anticipated 2026 bid schedule.
PUBLIC ENGAGEMENT & COLLABORATION

features. We will also coordinate closely with the development partners already advancing this vision - The Michaels
Organization, whose expertise in inclusive, community -driven development emphasizes equity and long-term
sustainability, and LBBA, whose architectural leadership in mixed -income housing will help anchor the transformation.
By uniting public, private, and nonprofit partners, our engagement process will not only strengthen community trust
but also ensure that designs reflect local priorities while aligning with the broader development framework for the
Western Avenue Transformation District.

SOUTH BEND, INDIANA
Abonmarche provided planning, surveying, engineering, and construction support services for the demolition
of a six -story apartment building and 17 residential buildings on an 8.81-acre site in South Bend. The scope
included removal of structures, pavements, sidewalks, utilities, and non -heritage trees, with full site restoration
and coordination with the Housing Authority, City of South Bend, and utility providers to ensure safe, compliant,
and timely completion.

Abonmarche completed the final phase of the trail connecting downtown South Bend to Notre Dame,
reconstructing Hill Street, South Bend Avenue, and Notre Dame Avenue with new pavement, sidewalks, multi-
use paths, and streetscape improvements. The project enhanced pedestrian and bicycle safety, realigned
intersections, and upgraded stormwater, sanitary, and water systems to improve functionality and mobility.

WESTERN AVENUE STREETSCAPE
SOUTH BEND, INDIANA
Abonmarche partnered with the City of South Bend to redesign and revitalize the Western Avenue corridor,
balancing the needs of vehicles, bicycles, and pedestrians through a road diet, traffic -calming features, ADA
improvements, and enhanced streetscapes. The project included roadway reconstruction, sewer and water
main upgrades, permeable paver parking lanes, wider sidewalks, and new streetlights and trees to create a
safer, more accessible, and welcoming corridor.

WALL STREET IMPROVEMENTS

Abonmarche delivered comprehensive roadway, parking, and pedestrian safety improvements along Wall
Street, while also designing the demolition and restoration of the existing pool site for future use. The project
featured new right-of-way, traffic calming measures, stormwater management, and environmentally sensitive
design in collaboration with the City of South Bend.

IGNITION PARK
SOUTH BEND, INDIANA
Abonmarche partnered with the City of South Bend and Great Lakes Capital Development to redevelop the
former Studebaker manufacturing site. The project included sewer separation, road reconstruction, new utilities,
and streetscape improvements on Franklin Street, along with site planning and design for three new light
industrial office buildings and a master drainage plan to support future development.
