Committee Chair Sheila Niezgodski called to order the Personnel and Finance Committee
meeting at 3:30 P.M.
Committee Chair Niezgodski entertained a motion to hear Bill No . 20-25 and Bill No . 21-25
together.
Committee Member Dr. Oliver Davis moved to hear Bill No. 20-25 and Bill No. 21 -25 together,
which was seconded by Committee Vice Chair Karen L. White, and carried via a vote by voice.
Bill No. 20-25 -Creation of Fund 457
Kyle Willis, City Controller, with offices on the 12 th floor of the County-City Building, stated
that Bill No. 20-25 creates the 2024 RDA Taxable Lease Rental Revenue Bond Capital Fund
(#457) which will house the bond proceeds for the Madison Lifestyle District project. The project
has generated twenty-four million four hundred eighty thousand dollars ($24,480,000) which can
only be used for the Madison Lifestyle District project.

Bill No. 21-25 -Creation of Fund 458
Kyle Willis , City Controller, with offices on the 12 th floor of the County-City Building , stated
that Bill No . 2 1-25 creates the 2024 RDA Lease Rental Revenue Bond Capital Fund (#458) which
will house the bond proceeds for the Four ( 4) Winds Field project. The project has generated
forty-four million eight hundred sixty thousand dollars ($44 ,860 ,000) which can only be used for
the Four (4) Winds Field project.
Committee Vice Chair Niezgodski clarified that the se funds can only be used for these projects.
Ky le Willis stated that is correct.
Committee Chair Niezgod ski asked which bonds are associated with Bill N o. 2 0-25 and what was
the amount of the bonds.
Ky le Willis stated those bonds are for the Madison Lifestyle District project in the amount of
twenty-four million four hundred eighty thousand dollars ($24 ,480,000).
Committee Member Rachel Tomas Morgan clarified that these funds will house the proceeds and
all expenses will be paid out of these accounts for thes e projects .
Ky le Willis stated th at is correct.
Committee Chair Niezgodski opened the public hearing and nobody spoke.
Committee Member Tomas Morgan moved to send Bill N o. 20-25 to the Committee of the Whole
with a favorable recommendation, which was seconded by Committee Member Dr. Davis , and
carried by a vote of four ( 4) ayes.

Committee Vice Chair Karen L. White moved to send Bill No . 21-25 to the Committee of the
Whole with a favorable recommendation , which was seconded by Committee Member Dr. Davis ,
and carried by a vote of four (4) ayes .

With no further business , Committee Chair Sheila Niezgodski adjourned the Personnel and
