deep understanding of both technical requirements and stakeholder priorities. Her
commitment to collaboration and tailored solutions will be instrumental in guiding the

ANDERSON SIGNAL MODERNIZATION INDOT GREENFIELD DISTRICT

Project Manager: The city of Anderson needed to upgrade the central traffic system
and modernize all 99 city -owned signals. Heather's team completed a scoping report to
prioritize the modernization schedule for the signals and determine the appropriate central
system for the City's needs, while following FHWA guidance.
All Improvements included new signal heads and wiring, new traffic signal cabinets and
controllers, vehicle detection, and pedestrian push buttons and pedestrian signal heads
where required. Existing curb ramps were reconstructed where required to provide ADA-
compliant access.
The project replaced aging signal infrastructure originally installed in 1984. In addition,
the newly installed signal system allows City signal staff to monitor and diagnose
issues remotely while improving the overall operation of the system.

Project Manager: Heather delivered this large bundle of intersections at four separate locations. This 15-signal project took extensive
coordination with INDOT Central Office ADA reviewers, District Traffic Engineers, and District Construction Engineers. Heather and her team
successfully completed the ADA curb ramp design without the need for a technical inquiry, keeping the project on schedule. The team also
coordinated with a concurrent preventative maintenance contract within the city of Wabash to develop a construction sequence that
eliminated rework at the intersection corners caused by the overlap in project scope, saving construction costs.
WARSAW SIGNAL MODERNIZATION INDOT FORT WAYNE DISTRICT

In addition to the modernization of seven signals and upgrading the pedestrian facilities within the city of Warsaw, INDOT requested
UNITED's and Heather's, expertise in designing the conversion of Hickory Street to a one-way facility. Existing as a very distinct road within
the city of Warsaw, Hickory Street is a local, two-way facility that has a heavily used railroad located within the limits of the roadway.
The solution involved the relocation of sidewalks, curbing, parking, and pavement rehabilitation to create a safe roadway for vehicles and
pedestrians. It required extensive railroad coordination and working with Warsaw to develop a solution embraced by all stakeholders.
Heather and the UNITED team provided the survey, right-of-way engineering, easement documentation, a Categorical Exclusion Level 4,
utility coordination, and roadway design.

STEP 1: STAKEHOLDER ENGAGEMENT
Understanding the needs of the central traffic signal system's users is of the utmost importance. Proactive communication with
groups who hold an interest in the selection and functionality of the system, as well as the general operation of the City's traffic
signals will lead to a faster and more streamlined selection of the proposed central system and buy -in from project stakeholders. This

STEP 2: SCOPING REPORT
■ Field observations in conjunction with available online
mapping data to determine the existing signal infrastructure
at each intersection. As a cost savings measure, UNITED WIII
work with the City to determine what existing signal equipment
is in good condition and working order, allowing the equipment
to remain in place. Rather than assuming all equipment will
be replaced, this method reduces construction costs for each
intersection.
■ A review of the signal design against current industry
standards and criteria. UNITED will identify potential upgrades
to bring signals into compliance with current design standards.
■ A preliminary Red Flag Investigation for the intersections
initially identified for modernization. Understanding the locations
and potential impacts to adjacent environmental resources may
impact the programming of future improvements.
■ A preliminary utility investigation to determine potential
impacts. UNITED will review planned signal improvements
against existing utility conditions to determine potential impacts
and anticipated relocations.
■ A review of existing right-of-way and identification of intersections where land acquisition maybe required. Understanding
the right-of-way needs at each intersection will allow improvements for signals with sufficient right of way to be programmed first
minimizing the project development time for the initial signal improvements to occur.
■ A preliminary review of permits anticipated to be required.
■ A planning level cost estimate will be provided, including the central traffic signal system and signal modernization costs.

STEP 3: FHWA PROCESS FOR CENTRAL SYSTEM SELECTION
This technical expertise will allow UNITED to guide the City of South Bend seamlessly through the process of determining the goals
and objectives for the proposed system ensuring the selected system meets the needs of the City. Based on the Federal Highway's
Model Systems Engineering Documents, the primary steps of the selection process are outlined below.

STEP 4: SIGNAL MODERNIZATION
0 Evaluate the condition of existing signal equipment. This may include an initial field
check meeting with City staff to discuss the condition and location of existing equipment.
0 Identify existing equipment in good working order that can remain in use. This may
include signal poles, traffic signal cabinets, recently replaced items, etc. By utilizing
existing equipment or recently replaced equipment, Heather's team will lower
the required modernization cost for each intersection, potentially allowing for
additional intersections to be included in the modernization efforts.
®Identify required equipment in need of replacement or upgrading. Items that have
reached the end of their service life or are no longer working will be replaced. UNITED
will work with the City to identify potential safety improvements or upgrades
related to signal equipment replacement. An example may include the installation
of high visibility backplates on existing signal heads.
0 Identify new technologies or opportunities for modernization of the intersection.
■ UNITED worked with the City of Anderson to identify different vehicle detection systems for the modernization of their
signalized intersections. UNITED was able to identify new technologies that not only fulfilled the detection requirements
but also provided pedestrian and vehicular count data.
■ While the modernization of the signal equipment is the primary goal of the project, there are also opportunities to
complete additional upgrades at the same time. UNITED was able to work with the City of LaPorte on the installation
of emergency vehicle preemption at signalized intersections within the City. This resulted in improved response times
for emergency vehicles and increased safety for all vehicles during a response.

STEP 5: IDENTIFY DESIGN CONSTRAINTS.
UTILITIES
In urbanized areas, utilities present challenges related to the installation of traffic signal equipment and reconstruction of curb
ramps. The area between the curb and buildings often includes lighting, utilities, streetscape items, and signs, presenting a
challenge in locating new signal equipment.
UNITED has successfully utilized subsurface utility engineering (SUE) to identify the exact location of utilities in these types of areas.
By understanding the locations of utilities at a higher level of accuracy, the locations of signal equipment can be designed to
reduce or eliminate utility conflicts and relocations, saving the City of South Bend money.

■ Historic Districts or Properties
• The City of South Bend has several areas where a historic district
or historically significant resources are located near signalized
intersections. The presence of these resources can impact the
Section 106 process associated with the required environmental
document.

• UNITED has successfully navigated the modernization of existing signalized intersections within historic areas and is
well versed in design strategies for mitigating this risk. UNITED has successfully used dual arm cantilever structures and
alternative signal pole locations to help avoid impacts to historic properties allowing the use of the Section 106 Minor
Projects Programmatic Agreement (MPPA) and shortening the project schedule.
■ Hazardous Material Sites
• Signalized intersections in urbanized areas may be adjacent to
locations of NPDES sites, leaking underground storage tanks,
former dry cleaner sites, etc. These hazardous location sites can
impact the location of new signal equipment or require special
containment, transport, and storage of materials removed from
theproject site.,,,

• UNITED's environmental team has a streamlined process for identifying these potential sites and coordinating with the design
team and regulatory agencies to determine how to mitigate impacts most effectively. By completing the Red Flag
Investigation early in the design process, we have the opportunity to locate new or upgraded signal equipment in ideal
locations to mitigate impacts to these facilities, eliminating the need for costly removal and storage of the contaminated soil
and reducing the project cost.

Similar Projects Completed by Our Team
The modernization of seven signals within the city of Elkhart
involved the replacement of standard signal equipment, the
design of nearly 20 curb ramps, and preemption phasing with
an adjacent railroad crossing. Although many locations utilized
existing signal poles, a thorough utility coordination process was
required to facilitate the installation of pedestrian push buttons and
eliminate overhead utility crossings within the limits of the span and
catenary wires. UNITED used a unique approach atthe intersection !
of SR 19 and Main Street, where a dual -arm cantilever signal
structure reduced the total number of signal pole foundations
at the intersection. This method also allowed the signal service to
be located in a more convenient location on the north side of the
intersection.
Six locations along state routes within the city of
Fort Wayne were found to have substandard traffic signal equipment
along with two separate locations within the INDOT Fort Wayne
District. UNITED used space -saving techniques to reduce the
footprint of newly installed equipment at each intersection,
as the project required it to occur within the existing right-
of-way. UNITED was able to use dual -arm cantilever signal
structures at several intersections to reduce the number of new
foundations installed and limit impacts to the right-of-way and
utilities. In addition, UNITED coordinated with both INDOT and
the city of Fort Wayne to ensure new signal control equipment
was compatible with the City's existing traffic management
system.
Six locations along state routes within the city of Huntington were
found to have substandard traffic signal equipment along with one
location in Bluffton. Each intersection required new traffic signal
equipment to be installed. Recent paving projects through
the project intersections resulted in a desire to maintain
the integrity of the new pavement. UNITED suggested the use
of wireless vehicular detection at each intersection within the
city of Huntington to meet the client's expectations. Through
close coordination with a local Indiana supplier, UNITED provided
the wireless design, complete with interconnection between the
intersections.

Project Experience
Similar Projects Completed by Our Team
supporting the River Ridge Development Authority which is a
substantial development space for manufacturing and shipping near
the Ports of Indiana. The corridor is a four -lane divided highway
with multiple signalized intersections. INDOT selected UNITED
to analyze a seven -mile stretch extending north from the SR 62/SR
265 interchange. UNITED supplemented INDOT's traffic counts by
collecting Miovision data at several locations. This data was combined
with trip generation calculations and growth rate calculations to
develop a corridor model of the entire seven miles. INDOT considered
displaced left turns throughout the corridor to improve mainline level
of service. Traditional signalization improvements and roundabouts
were also considered.

As the Project Manager, Tom was responsible for designing a system that allows
Lafayette to manage and control 60 of their 85 traffic signals from a centralized location.
The system provides communication from each integrated traffic signal controller via
wireless radio modems to a central receiving tower located at Columbia Park. From the
tower, communication continues via underground fiber optic cable to the City's computer
server where specialized traffic signal management software is installed. The software
allows the city to access and modify data within the on -street traffic signal controllers,
to monitor traffic signal equipment failures, to monitor the effectiveness of traffic signal
timing plans, and to manage traffic volume data collected by count loop detectors.
Several workstations have access to the software including the City Engineer's office, the
City Traffic Department, and the traffic research department of Purdue University.
Designing a system to manage and control 30 traffic signals from a centralized location
fell into Tom's scope of work as the Project Manager. The system provides fiber optic

where specialized traffic signal management software is installed. The software allows
the City to access and modify data within the on -street traffic signal controllers, to monitor
traffic signal equipment failures, to monitor the effectiveness of traffic signal timing plans,
