LOCHMUELLER GROUP 1 5 APPROACH SIGNAL INVENTORY As an initial task, we will prepare a comprehensive signal inventory building upon South Bend's existing signal inventory. For the signal portion of the Asset Management inventory, our team can leverage lessons learned from several previous GIS inventory projects. For this project, we propose utilizing iPads with ESRI Field Map apps. This method has worked very well for us previously since the app can be preconfigured to suit the specific needs of this project. Within the Field Maps app, we can add a data dictionary and add discrete symbols for all inventoried items. Our team has extensive experience working in signal cabinets throughout the U.S. Initially, we will perform an extensive field investigation at each signal to document the existing timing plans along with all pertinent general timing inputs. Our team will also check all the crosswalk distances and approach speeds to verify the vehicle and pedestrian clearance intervals. We will document the age and general condition of each signal cabinet and verify the operation of the vehicle detection system and pedestrian push buttons. We will also investigate what type of signal interconnect is being utilized (if applicable) and verify its operation as well. Lastly, each signal will be checked for MUTCD compliance. If any deficiencies are found, they will be noted with possible corrections. SIGNALIZED INTERSECTION ADA COMPLIANCE EVALUATIONS During field inventories, each intersection quadrant will be evaluated to determine if the curb ramp facility and pedestrian push button locations adhere to best design and construction practices, as outlined in current ADA/PROWAG guidelines and the MUTCD. In general, the following aspects of the curb ramp facilities and pedestrian push button related infrastructure will be documented: + Continuous pedestrian access route (PAR) of no less than 4 ft in width is provided within the limits of the curb ramp facility + Minimum 4 ft x 4 ft level landing area (e.g., no slopes exceeding 2%) is provided adjacent to push button + Accessible Pedestrian Signal (APS) units or other non-APS push buttons with signs are present, as well as their conditions + Push button is located within a maximum 10-inch side -reach from the adjacent level landing area + Push button is located within 10 ft of the curb ramp opening + Push button is located within 5 ft Sample traffic signal asset management map (Urbana, IQ Following the collection gathered from the signalized intersections, several matrices will be created to summarize the measurements taken and check for overall compliance, when considering the aggregation of the designated categories. Each category of ADA compliance will be broken down into several different thresholds to help document the severity of various deficiencies and prioritize the order of improvements. This would also provide the City of South Bend the ability to continually evaluate the signal performance throughout the City. ATSPMs can also send alerts to City staff, which will allow the City to proactive instead of reactive in terms of signal performance with less reliance on public complaints. APPROAC CMS PROCUREMENT Lochmueller staff assigned to this project have extensive experience relative to researching ATMS software alternatives and development of requirements and specifications needed to procure new or upgraded central systems. Tyson has participated in or led the procurement of multiple software solutions while at MoDOT and Lochmueller, including ATMS software, central data portals, and complex smart work zone systems for multiple large-scale construction projects. Similarly, Rich will utilize his experience working for various signal system vendors related to these types of central software solutions. Systems engineering processes are an important tool to use when developing system/user requirements, concept of operations, and detailed document development. Our team is proficient in the use of these principles as they relate to technology procurement and how they lead to successful end products. Because Lochmueller works with central signal system software on a near daily basis, we are uniquely positioned to understand current functionality and potential improvements to develop new central software procurement documents for South Bend. Noting the ATMS market has shifted dramatically over the last decade from hardware -heavy client -server solutions to either a hybrid or full cloud -based system, many options would be available to the City and its partners going forward. Agencies frequently request pricing for both options for five years to consider which option is in their best interest. 66 This has been an incredible outcome and worth the wait. Hardware DocumenVApproval Development Field Installation Time Line Development Processes ADAPTIVE TIMING SYSTEM PROCUREMENT WITH VIDEO DETECTION Lochmueller staff will use FHWA's systems engineering approach in helping South Bend procure an adaptive signal timing system with associated computer vision based camera systems for stop bar and advanced detection. Adaptive timing can be summarized into two categories: pattern -based and real-time. Our staff has experience with both types of adaptive timing systems (Centracs Edaptive, Q-Free Maxtime Adaptive, and Yunex SCOOT/Fusion). Each system has its strengths and weaknesses. Some modern detection systems can also detect and send alarms in advance of near - miss collisions. Alarms can either be sent to flashing beacons or directly to connected vehicles by utilizing RSUs. The adaptive timing and detection system will also be vetted to make sure they are compatible with the proposed CMS. Most adaptive timing systems require both stop bar and advance detection, and all prospective systems will be vetted for compatibility with the adaptive systems being considered. Further, emerging initiatives gaining popularity such as ATSPM, ICM, Smart City, impending collision warning and alerts, emergency and priority pre-emption, and C-V2X integration are all important topics to consider when determining how to best shape requirements to include in solicitation packages. Our team includes staff with experience at both the national and local level, with long histories working with ATMS software solutions, ensuring the City and other end users an end product that will meet or exceed expectations. LOCHMUELLER GROUP 17 APPROAC Our team has a long history of providing procurement documents for controller cabinet/timer replacements as well as required ADA improvements. CONTROLLER CABINET AND/OR TIMER REPLACEMENTS Following the signal inventory and CMS vetting, we will prepare procurement documents for controller cabinet and/or timer replacements if required. Each CMS has its own unique requirements in terms of compatible controllers and firmware. Lochmueller's unique manufacturing experience gives us a distinct advantage over firms without the specialized knowledge that can only be gained by working directly for signal manufacturers. C-V2X also typically requires specific controller firmware in order for traffic signals to communicate with connected vehicles. This can often be accommodated by flashing new firmware onto the existing controllers if they are compatible. PEDESTRIAN ADA UPGRADES Pending the results of the ADA assessment during the initial signal inventory, procurement documents will be prepared to bring all pedestrian crossings up to PROWAG and MUTCD compliance. This may also require the existing pushbuttons to be upgraded to Accessible Pedestrian Signals (APS) with ADA compliant ramps, flat landing areas, and truncated domes. Our team has extensive experience designing ADA compliant pathways. TRADITIONAL SIGNAL TIMING OPTIMIZATION Data Collection and Project Investigation We will utilize data gathered during the initial signal inventory and supplement this information with either Google Earth imagery or field verification. This will include all turning bay lengths, left -turn protection, lane widths, speed limits for all approaches, pedestrian crossing lengths, and distances between the signals. We will also conduct peak -period field observations to identify key intersections and critical traffic movements. Before and after travel delays are typically obtained to document stops and delays. We also anticipate obtaining manual turning movement traffic counts and 24/7 counts at strategic mid -block locations. Signal Timing Optimization All existing information will be entered into Synchro to create existing timing models. Each model will then be optimized while adhering to the timing constraints outlined in the initial kick-off meeting. Special attention will be given to the critical movements and intersections identified by the initial field investigations. If possible, we will try to minimize stops at the critical movements, since it is much harder restarting large platoons of traffic. We will evaluate a range of cycle lengths and try to utilize the lowest cycle length that will accommodate the platoons of traffic. Once each proposed plan has been created, we will prepare a preliminary report for the City to review. Prior to implementation, our team will prepare a brief timing update summary the City can share with the public to give them advance notice of the timing changes. Summary of Benefits After each plan has been implemented and optimized in the field, we will prepare a final report summarizing the reduction of fuel consumption and pollutant emissions based on Synchro's theoretical reports, travel delays, and ATSPM data if available. LOCHMUELLER GROUP 1 8 APPROAC 6­6 '4,6 Rich and Tyson are intimately familiar with analyzing signal timings and providing effective recommendations that meet their clients' needs and help alleviate traffic delays. Their experience helping other municipalities such as the City of Springfield, IL and MoDOT, St. Louis District has given them time -tested insights that will inform their final analyses and recommendations for South Bend's citywide signal system. Aerial of West Lasalle Avenue and North Main Street FINAL COMPARISON ANALYSIS Once the CMS and adaptive timing system are installed and fully implemented, a final study will be developed comparing existing timing plans, traditionally optimized timing plans, and adaptive signal timing plans. Lastly, we will make final recommendations regarding optimal signal operations. Often signals systems are operated in "adaptive" mode during certain times of the day and run traditional patterns or "free" during other time periods. Performance metrics can either be gathered by manual methods or via ATSPMs (if available). CMS VERIFICATION & TRAINING Once the CMS, controllers, and detection system are installed, the Lochmueller team will assist the City of South Bend in overseeing the manufacturer's system evaluation testing. This is a critical step to ensure that the CMS provides all the parameters that were specified during the initial system design. The CMS manufacturer will also provide training to South Bend personnel following the system acceptance. ADAPTIVE SIGNAL SYSTEM VERIFICATION & TRAINING After the CMS system acceptance, the adaptive timing system will be deployed and verified. Once the signal operation for each time period meets South Bend's satisfaction, the adaptive timing manufacturer will provide training to South Bend personnel to ensure continued system performance. South Bend will also have the option of utilizing the optimized time of day plans as well if needed. LOCHMUELLER GROUP 1 9 "• 23MPERIENC 6-1 '4,6 Lochmueller played a key role in St. Charles County's county -wide Traffic Management System expansion, providing system planning, arterial corridor ITS design, and traffic signal optimization across multiple phases. The multi -phased program upgraded the County's communications network to support TransSuite ATMS software and developed coordinated signal timing plans for 17 signal groups. Lochmueller led implementation for eight of these groups, many at critical freeway interchanges and adjacent intersections. This required complex cross - corridor coordination and diversion timing strategies for incident management. Phase VI focused on signal optimization for three major corridors: Mid Rivers Mall Drive (11 signals), Salt Lick Road (5 signals), and Spencer Road (10 signals). They served traffic volumes of 11,000 to 35,000 vehicles per day. These corridors are lined with residential and commercial developments, making peak -period efficiency a priority. Lochmueller conducted extensive traffic volume counts, identified locations prone to excessive delays, and measured travel times using GPS devices and PC -Travel software. The goal was to achieve efficient progression of through -traffic while minimizing intersection delays. Signal timing plans were developed for morning, midday, evening, and weekend periods, with special church, school, and off- peak timing implemented where warranted. Cycle lengths, splits, and offsets were carefully balanced to maximize corridor progression without compromising side -street operations. Coordination extended to MoDOT signals at key interchanges to ensure seamless progression across jurisdictions. Phase VI delivered measurable improvements in travel time, consistency, and overall traffic flow. This phase also included network architecture design, development of ATMS software procurement documents, and ITS component design. EVANSVILLE CITYWIDE EMERGENCY PREEMPTION CITY OF EVANSVILLE, IN Lochmueller provided traffic engineering services for the City on a citywide Emergency Vehicle Preemption (EVP) project improving emergency response. The system covers 188 municipal and 49 INDOT signals, providing seamless preemption across most signalized corridors in Vanderburgh County, where no operational EVP existed before. Our team supported all phases, from system selection to final design and bidding. To meet funding deadlines and avoid developing plans for 237 intersections from scratch, we utilized as -built drawings and field investigation images to expedite plan production. Upon implementation, the EVP time savings was approximately 10 seconds per signalized intersection, which is critically important in scenarios where seconds and minutes matter. These projects deliver cutting -edge capabilities for real-time traffic data collection, including volumes, arrivals, and speeds. They are among the first of their kind in the St. Louis region. Lochmueller collaborated with county engineers and equipment providers to design ATSPM systems seamlessly integrated into existing signal infrastructure, all coordinated and remotely monitored via the Gateway Green Light Transcore System. Following installation, our team conducted signal timing optimization for both corridors and refined schedules, cycle lengths, splits, and offsets to balance intersection delay and progression. This proactive approach enables data -driven, continuous optimization, enhancing safety and efficiency along two of the County's most important arterials. As partner of the Gerstner Electric team, Lochmueller integrated 152 CCTV cameras as part of a large MoDOT ITS expansion project along various arterial and freeway corridors in the St. Louis region. Project work included: + Performing firmware upgrades + Programming preset views + Configuration within MoDOT's ATMS software + Programming of the MoDOT video wall controller + Troubleshooting/repair of non -responsive cameras Lochmueller performed these tasks both remotely and within the Traffic Management Center (TMC) Operations room, each requiring coordination with TMC staff throughout the duration of the project. The installed "icons" ATMS system controlled 80 traffic signals in the central business district and interconnected with several existing IDOT-maintained closed -loop signal systems.
