Maintaining an effective and efficient transportation system
through the City of South Bend is important for providing
a high level of safety and service to the businesses and
residents. We commend the City for pursuing federal funds
to address deficiencies in the traffic signal network, and we
understand the City desires to use those funds to install a
Central Management System and modernize existing signal
equipment. We have assembled a strong team to work
closely with the City and maximize the use of these federal
funds.
DLZ's team will be led by the duo of Anthony Glenn as Project
Manager and Dan Wiktorzak as Deputy Project Manager.
As a project manager, Anthony is actively working with the
City of South Bend on the Kennedy Academy Safe Routes
to School and Bendix Drive projects. He is proactive in his
communication and his relationships with City staff help keep
the project on track. Anthony also understands the INDOT/
LPA project development process and will serve as the liaison
between the City and our design team.
Dan Wiktorzak brings a high level expertise of traffic signal
design, ITS, and traffic signal systems. He will work closely
with Anthony to lead the technical analysis.
As you will see in the provided project approach and project
profiles, the proposed team has extensive experience in the
exact scope identified in this RFP. DLZ's experience includes
working on ITS system expansion projects and all things
traffic signal related within the Midwest. We recently finalized
plans for Illinois Department of Transportation for installation
of ITS equipment along 5 miles of 1-94 (Bishop Ford
Freeway). This required extensive field and record drawing
analysis, recommendation for new equipment deployment,
preparation of new special provisions, development of new
project specific ITS details, development of communication
single line diagrams, as well as fiber assignment sheets for
both distribution and lateral fiber optic cable.
DLZ is a minority -owned business and understands the
importance of DBE requirements, as well as putting together

and in delivering multiple LPA projects through the INDOT project
development process. With 18 years of experience, Anthony has
managed a variety of transportation projects, including traffic
analysis, feasibility studies, road design, and preparation of
construction documents.
Anthony's desire to solve problems led him to pursue a career
in engineering. Over time, his passion has grown beyond the
technical aspects of the work —he is driven to become a true
partner to his clients, working as an extension of their team to
deliver projects that serve the greater community.
He takes pride in keeping all stakeholders informed and
understands the importance of identifying both the benefits
and risks of a project early. Anthony believes it's far better to
make difficult decisions at the beginning of a project than to
be surprised by them later. He has developed a reputation as a
project manager who not only delivers on schedule and within
budget but also takes ownership and pride in every project —
earning the trust of his clients along the way.
Dan's primary focus is ITS and traffic signal design, additionally
his experience covers roadway design, utility design, drainage
design, erosion control, site plans, and signage and striping
plans.
In addition to the DOT signal and ITS experience, Dan has been
consistently selected to prepare Central Signal System expansion
plans for Lake and DuPage Counties both of which have the most
robust Centracs systems in Illinois. The Lake County PASSAGE
system has grown to over 600 signals and DuPage network has
grown to over 350 connected signal along with connections to
the IL Tollway and a few municipalities. The success of these
projects can be attributed to preparation of quality contract
documents by our staff as well as having a dedicated Deputy
Project Manager who is easy to communicate with, understands
the challenges that agencies face and is willing to listen and offer

Haseeb is responsible for managing the Transportation

PROJECT UNDERSTANDING & APPROACH
PROJECT UNDERSTANDING
The City of South Bend is seeking to modernize its traffic
signal infrastructure and install a Central Management
System (CMS) capable of supporting advanced Intelligent
Transportation System (ITS) functionalities. This system
will be evaluated for support of adaptive signal control,
real-time monitoring, vehicle -to -infrastructure (V21)
communications, emergency vehicle preemption, and
AI -driven traffic optimization. The project is intended to
maximize the benefit of a $2.5M federal investment by
identifying high -impact intersections, assessing CMS
readiness, and developing a robust, future -proof, phased
deployment plan that integrates seamlessly with existing
infrastructure and supports all travel modes. The CMS will
need to be compatible with Econolite controllers, which
are widely used in the City's existing infrastructure. No
CMS is currently in use, though the City has previously
conducted field demonstrations with Kinetics and
Centracs platforms. Integration with other jurisdictions
(e.g., St. Joseph County or the State of Indiana) is a
potential long-term goal but not within the scope of this
project.
PROJECT OBJECTIVES

PROJECT PHASES & APPROACH
PHASE 1: Project Initiation and Data Collection
Kickoff Meeting: Align project goals, schedules, data
needs, and communication protocols with City staff
and stakeholders.
Document Review: Gather and analyze all available
data on the City's current signal inventory, fiber
network maps, as-builts, controller types, detection
systems, and cabinet configurations.
Field Inventory and Validation: Perform site visits
to verify existing conditions at all 20 intersections,
focusing on:
• Controller make/model
• Cabinet space/condition
• Detection infrastructure (vehicle, bicycle,
pedestrian)
• Communication capabilities (fiber, wireless)
• Power supply and surge protection
• Conduit and spare capacity
• Sightline obstructions for CCTV Camera
installation
• Pedestrian push buttons and ramps (may require
non-complex curb ramp replacements)
• Obtain topographic survey for any identified
ADA ramp design locations
PHASE 2: CMS Needs Assessment and Platform
Evaluation
• Needs Analysis: Define functional requirements
based on City goals including:
• Adaptive signal control
• Emergency vehicle preemption
• Transit signal priority
Real-time incident and near -miss detection
• Central dashboard visualization and operational
insights
• Evaluate all CMS platform options (e.g., Kinetics,
Centracs, others) objectively without vendor bias.
The vendor will not be part of the consulting team.
• Evaluate cloud -based, web -based, and on -premises
platforms. The consultant will present:
• Technical and infrastructure requirements
• Cybersecurity and data management needs
• Lifecycle cost comparison
• On -premises feasibility including server needs
(if on -premises is preferred, the City will explore
server procurement in the project)
• DLZ will analyze the City's existing fiber infrastructure
to determine capacity, condition, and integration
capability.

PHASE 3: Phased Implementation Planning
Prioritization Strategy: DLZ will develop a
prioritization matrix to identify which intersections
yield the highest benefit within budget.
Upgrade Plan: Outline required upgrades by location
including:
• Controllers
• Cabinets
• Detection systems
• Communications and power
• Identify survey and/or environmental service
needs
• Include traffic data collection and signal
optimization modeling/implementation as part of
readiness and performance optimization
Phasing Strategy: Develop logical implementation
phases aligned with available budget and operational
constraints.
Cost Estimation: Provide construction cost estimate.
Schedule Development: Propose an implementation
schedule through FY 2029.
PHASE 4: Procurement Documentation and
Technical Specifications
PS&E: Prepare construction documents including,
engineers estimate of probable cost and detailed
technical specifications.
LPA Compliance: Prepare all documents in alignment
with LPA and federal procurement requirements,
obtain any permits as necessary.
Bid Package Support: Assist in compiling
documentation for procurement and grant
applications if needed.

This comprehensive, data -driven approach ensures that
the City's investment in a Central Management System
yields maximum operational benefit, aligns with long-term
transportation goals, and lays the foundation for future smart
mobility enhancements. Our methodology emphasizes
scalability, interoperability, and resilience while maintaining
full compliance with LPA and federal requirements.
Environmental—Do—cumentation
has conducted preliminary reviews of GIS data available on the IndianaMap website, IDNR's Indiana Buildings, Bridges, and
the project's design. No features anticipated to impede project development were identified.

properties were noted in the project area. Qualified professional cultural subconsultant services woul• be required if the
project were to require new right of way and/or impacts to previously undisturbed soils.
Section 106 - Historic Properties
The project proposes work types which may be approved under Category
A, Item 5 of the Minor Projects Programmatic Agreement (MPPA). MPPA
applicability will expedite completion of the NEPA documentation.
Section 4(f) Resources
No new right of way is required; therefore, no Section 4(f) uses are anticipated.
Wetlands, Streams and Water Quality
The project involves work within existing paved areas only. Water resource

impacts are not anticipated.
Threatened and Endangered Species
Programmatic consultation for bat species of concern using the on-line USFWS
IPaC system, which streamlines the consultation process is anticipated. A
"No Effect" determination, or a "May Affect, Not Likely to Adversely Affect"
determination is expected based on the project setting. Tree trimming/removal
may require a seasonal tree clearing restriction.
Hazardous Materials Sites
While hazardous materials sites may be present within the project area,
no impacts to the project are anticipated based on the minor nature of the
proposed traffic signal upgrade construction.
CE Document
I A Programmatic Categorical Exclusion (PCE) is anticipated for this project.

PROJECT EXPERIENCE OF
Angela Boulevard Roadway Improvements I South Bend, IN
The City of South Bend and the University of Notre Dame partnered to improve pedestrian
safety along Angela Boulevard. DLZ was retained to provide design and engineering services
for the project, which focused on reducing Angela Boulevard from four travel lanes to two
through the Notre Dame campus limits. A two-way center turn lane was added between Notre
Dame Avenue and SR 931.
The project included mill and overlay of Angela Boulevard from SR 931 to Twyckenham Drive
which offered the opportunity to upgrade pavement markings including the pedestrian
crosswalks. To further enhance pedestrian safety, bump -outs and new curb ramps were
installed to shorten pedestrian crossing distances. On street parking was added along
select areas. A new traffic signal was added at Duey Street, and existing traffic signals were
upgraded at Eddy Street and Leahy Drive. Additionally, a pedestrian crosswalk with a LED
flashing beacon was installed at Standfield Street.

PASSAGE Field Elements Design I Lake County, IL
Provided multi -year traffic signal design services for the expansion of the Lake County DOT
PASSAGE network that interconnects Lake County's and IDOT traffic signals to the County's Traffic
Management Center (Centracs). This allows visual monitoring of the traffic signals and adjustments
of the County's signal timings during major traffic incidents in addition to providing information
to motorists through the LCDOT website, social media and the County's Highway Advisory Radio
system.
DLZ conducted field inspections of existing traffic signal installations, verified existing signal plans,
and prepared inventories of existing controller cabinet and traffic signal equipment for 95 locations.
Prepared plans, specifications and estimates for the expansion of the fiber optic cable and wireless
interconnect systems, addition of CCTV cameras at select intersection, and upgrades or replacement
of existing traffic signal controllers.

Assessment I Schaumburg, IL
Iteris completed a traffic signal optimization
project for the Meacham Road corridor
between Higgins Road and Algonquin Road in
Schaumburg, IL. As one of the village's most
heavily used corridors, Iteris evaluated and
implemented a comprehensive update to the
operational parameters of the traffic signal
system along the corridor in order to optimize
its operations and improve traffic flow to and
from the Greater Woodfield Area. In addition to
the signal optimization study, Iteris completed
a thorough assessment and inventory of the
existing traffic signal cabinets, controllers, and
equipment to develop a replacement plan.
Iteris continues to provide on -demand traffic
engineering services under a separate effort.
City of Joliet, IL
Iteris is responsible to conduct a centralized traffic management system (CTMS)
study for 130 key signalized intersections, providing services that include
master plan development for the new CTMS, including field data collection and
inventory, project development, stakeholder outreach, software procurement,
detailed design of Phase A, and assistance with the bid process and construction
engineering. Iteris subsequently provided design services for Phase B and C of the
rollout, and led a successful pursuit of CMAQ funding for Phase

DLZ provides traffic engineering services to the City of Indianapolis on an as-

needed basis. The type of services provided include, but are not limited to,
conducting intersection capacity analyses, developing traffic signal timings
and signal system timings, conducting design plan review, and conducting field
investigations and developing recommendations for improvements in intersection
operations and safety.
Intersection capacity analyses and development of traffic signal timings are
performed by means of a critical lane volume calculation method as developed
by the City of Indianapolis, and through the use of traffic signal timing software.
The signal timings are delivered to the client in electronic and hardcopy format for
direct implementation to field control devices via laptop computers.

Traffic Signal System Upgrade - Madison Avenue Corridor I Indianapolis, IN
DLZ was retained by the City of Indianapolis (City) to design a traffic signal interconnect plans for Madison and
Meridian corridors comprising of a total of 24 intersections. However, due to right of way issues and funding
constraints, the Meridian Avenue corridor was removed from the construction documents.
Due to the Federal CMAQ funding, the project's intent was to reduce emissions and delays and improved
traffic progression through the Madison Avenue corridor from Sumner Avenue to Stop 12 Road.
As a part of this design, DLZ developed traffic signal design plans for 14 intersections along Madison Avenue
corridor and 2 along Stop 11 corridor. The signal system was upgraded utilizing Intuicom Broadband Wireless
Interconnect. Significant coordination was involved include with the broadband vendor along with the site
survey for checking the wireless signal strength along the corridor.
Since the project involved Federal Funding, environmental document, Level 1 CE, was also prepared and
approved by INDOT. Due to limited project budget and tight schedule, the project had to be designed within
the existing right of way limits.
