These services have included traffic signal operational reviews and timing modifications, address- ing citizen and staff timing requests and adjustments, traffic signal design review services, and other miscellaneous services. Patrick and his staff have remote access to the City's traffic signal system and can work with the engineering and street and lighting depart- ment to ensure proper operation of traffic signals when requested. In addition, Patrick and his staff have made adjustments to the cor- ridor's signal timings due to construction projects or changes in travel patterns. SIGNAL SYSTEM INVENTORY SOUTH BEND. INDIANA Project Manager Patrick and his team were responsible for the in -field inventory and completion of the GPS database for the South Bend Signal System (205 signals). The inventory included all signal equipment, phasing, and signal timings. Existing equipment was reviewed for proper operation. Deficiencies and items in need of maintenance or operational changes were also noted and detailed in a memo to the City. Following the completion of the inventory, a signal re -timing prioritization model was developed for the City which will allow for strategic deployment of funding when available. TRAFFIC SIGNAL TIMING VALPARAISO. INDIANA Project Manager Patrick was responsible for the citywide traffic signal retiming project which included inventory of the existing system; controller and coordination timing development; imple- mentation and fine tuning; and preparation of the final report, with recommendations to the City of Valparaiso. Upon completion of the Citywide Retiming project, American Structurepoint was retained in an on -call role so Patrick could continue to serve the City's signal system needs. RED LINE BRT FINAL DESIGN INDIANAPOLIS. INDIANA Project Manager Patrick's responsibilities included design for 40 new and modified traffic signals along the Red Line corridor, Indianapolis's all electric Bus Rapid Transit Project. The modifica- tions included the addition of transit signals and phasing, pedestrian accommodations, and upgraded cabinets and controllers. Patrick was also the Engineer of Record for an additional 18 signals that required controller and transit signal priority (TSP) upgrades only. TRAFFIC SIGNAL RETIMING BLOOMINGTON, INDIANA Project Manager Patrick was responsible for the citywide traffic signal retiming project (85 signals) which included inventory of the existing system; controller and coordination timing development; travel time runs, implementation and fine tuning; and preparation of the final report; with recommendations to the City of Bloomington. We created a GIS cloud -based application to inventory over 200 traffic signals, collecting detailed data, pho- tos, and operational observations. They also reviewed and developed new signal timings, including yellow and all -red intervals, and pedestrian walk signals to ensure citywide consistency and ADA compliance. This project follows their previous work on the city's Smart Streets initiative, where they designed modifications for 30 intersections and retimed 50 others. The project includes a kickoff meeting and a field inventory to assess existing sig- nal equipment and the current preemption system's operational characteristics. The team will review city- wide signal controller databases to develop conceptual design plans, which will be presented to the City's proj- ect team for feedback. The project concludes with the consultant preparing and submitting a final EVP design plan set and a technical memorandum. American Structurepoint provided the design of over 200 signals. RELEVANT STAFF: Patrick O'Connor, Gannon Grimmer, Shaluka Samarasena, Hardik Shah, Sarah Everhart CITY OF SOUTH BEND - TRAFFIC SIGNAL CENTRAL MANAGEMENT SYSTEM SMART STREETS INITIATIVE TWO-WAY CONVERSION SOUTH BEND, INDIANA American Structurepoint conducted a traffic impact study and design for South Bend's Smart Streets Initiative, a complete streets project involving a road diet and one-way to two-way street conversions. To validate the plan, we created a travel demand model and developed capacity analysis simulations for over 50 intersections, presenting what -if scenarios to city officials. Our team also produced roadway design plans, including traffic signal modification plans for approximately 30 intersections, ensuring safe access for all users. RELEVANT STAFF: Patrick O'Connor, Gannon Grimmer, Hardik Shah INDOT CRAWFORDSVILLE DISTRICT ON -CALL SIGNALS BOONE, PARKE, AND PUTNAM COUNTIES, INDIANA Structurepoint was responsible for traffic signal design services for the Crawfordsville on -call Traffic Signal Modernization task. Across two task work orders, a total of 15 traffic signals and flashing beacons were modern- ized throughout the Crawfordsville district. The scope for these tasks ranged from simple, small scale updates at minor intersections such as detection and controller upgrades to full signal redesign at critical high volume intersections along State Roads. Special attention was required to ensure ADA compliance including updating pedestrian accommodation equipment and also pro- viding a two -stage crossing along a State Road. RELEVANT STAFF: Patrick O'Connor, Gannon Grimmer, Hardik Shah, Sarah Everhart CENTRAL AVENUE SIGNAL RETIMING COLUMBUS, INDIANA American Structurepoint provided professional ser- vices for a signal timing project in Columbus, Indiana. The project focused on reviewing and updating signal timings for several corridors, including U.S. 31/S.R. 46 and the Central Business District. We were responsible for performing a signal inventory, collecting travel time runs and turning movement counts, and developing new timing plans. A key component of the project was the "before" and "after" analysis to measure the effec- tiveness of the new timings. American Structurepoint also submitted a final report with recommendations to improve the overall signal system. We will initiate a face-to-face kick-off meeting with all the key stakeholders including the Engineering Department, Street Department and Senior Leadership within the city, as needed, to discuss the project goals, identify project constraints, and establish key performance measures. Discussions with the city and our team will include how to do maximize the value of the Central Management System and provide the greatest benefits to the mobility and safety of the traveling public, encompassing all modes. The goals of this project look to build upon the previous efforts undertaken by the city and continue moving the city forward through this technology upgrade. The signal upgrade prioritization model will also be discussed at the kick-off to determine how to best move forward, and what critical functions should be included in the determination. SIGNAL SYSTEM INVENTORY & FIELD REVIEW The city has maintained the detailed GIS signal inven- tory database that was developed in conjunction with American Structurepoint as part of a previous project. This database includes detailed information and pictures of existing equipment that can be utilized to minimize the amount of time in the field by Structurepoint to determine specific equipment needs and required mod- ifications. However, due to multiple ongoing projects and recurring maintenance that has impacted the traffic signals throughout the city, a limited in -field review will be performed by our IMSA Certified staff to confirm that the database has been fully updated. In addition, proper operation of the signal equipment such as (audible) pedestrian push buttons, communications, and vehicle detection systems will be verified during this review. This will help with the grooming of the CMS upon deployment and implementation. CENTRAL MANAGEMENT SYSTEM SELECTION Based upon this preliminary information, our team can assist the city and key stakeholders to determine the specific product that meets their needs to ensure the safety of the traveling public. Our team can review product documentation and develop requests for information from vendors to assistthe city in making a software and hardware determination, if necessary. Our team is currently assisting the City of Bloomington with a CMS deployment while working closely with the Engineering Department. Streets Department and vendor to ensure that the software meets the needs of the stakeholders as soon as it is deployed. Based upon this ongoing experience as well as our teams previous experience with current and legacy CMS systems, we will review the available products to determine which offerings suit the needs of the City. The evaluation will include not just what technology is available but evaluate any additional costs associated with "extra" modules that the stakeholders deem to be essential. All available modules will be included in the review, and a matrix developed along side the costs to provide an apples -to -apples comparison. Additional information and literature will be requested (RFI) from the platforms that are deemed to fulfill the needs of the City. As we have recently completed on our EVP project with Lafayette and West Lafayette, we will compile questions to seek clarity as needed from each vendor, assemble the results and present to the decision makers to provide clarity during the selection process. A critical aspect of the system selection will be the ease of installation into the existing City system. Knowing that the ARIES system is no longer operational, and has long since surpassed vendor support, selecting a CMS that integrates seamlessly and most cost effectively will be key priorities. Information gained from the field inventory of the existing equipment along with the status of the current fiber network will also provide guidance to our team and the key stakeholders to determine if a new communication standard is necessary or repairing and reusing the existing network is viable and cost effective. During this phase compatibility with existing equipment will also be reviewed to determine the CMS will integrate with existing equipment as well as all standard equipment, such as detection, that the City intendeds to utilize as part of the signalized intersection upgrades. SIGNAL UPGRADE PRIORITIZATION MODEL J As part of the Traffic Signal System Inventory project, American Structurepoint was tasked with developing a prioritization model for the signalized corridors under the maintenance and operations of the City of South Bend. The tasks involved in this project included review of existing corridor maps, developing, evaluating and revising the prioritization model and preparing a plan and timeline for corridor retiming, all of which was documented in the final report. This document, which has been updated multiple times since its inception, already contains significant detailed information that can be utilized to develop a signal upgrade prioritization model. CITY OF SOUTH BEND - TRAFFIC SIGNAL CENTRAL MANAGEMENT SYSTEM DESIGN DEVELOPMENT PROCESS After all data has been gathered, our team will prepare the design documents necessary for this project. In the design process, we will assess each intersection individually using as -built drawings (where available), the GIS signal inventory, and the field review data to determine exactly what in -cabinet equipment and precise quantities of each will be required for each intersection depending on the CMS system hardware and software chosen by the key stakeholders. Our team will work closely to confirm that the utility coordination information is incorporated into the design process and limit re -work or other issues due to unseen conflicts. The complexity level of this project lends itself to a simplified review process in which preliminary (60%) and final (100%) plans should be submitted for review. These reviews will need to be conducted by the Key Stakeholders and INDOT, where applicable. Included in these reviews will be a review of the environmental document that will accompany the construction documents. Our team will develop and work with INDOT on approval of any proprietary materials requests, as we know that selecting hardware and software that is compatible with the city's existing infrastructure is key to a successful deployment. Additionally, our team will work with the city and INDOT to develop or update the Methodology of Understanding (MOU) for any INDOT owned signals that will require local equipment in the cabinets. We will also verify the construction documents reflect the overall construction schedule such that contractors are required to complete the work on the agency's schedule in lieu of the contractor's preferred schedule. With the anticipated need to update existing signals due to restrictions limiting the deployment of the CMS equipment, our team is fully equipped to handle any issues that may arise. Our environmental staff has navigated the LPA process for every size project and will coordinate with the necessary agencies to verify the required permits are received from application to acceptance. Based upon the findings of the Signal Upgrade Prioritization Model, and in conjunction with the city, intersection where upgrades will be provided will be identified for design. The same experienced engineering staff who will be providing the CMS design and who previously worked within the tight confines of downtown South Bend on the SmartStreets project will be performing the signal modification designs. The traffic engineering staff will review the in -field data and survey data collected, if needed, and maximize the cost and time savings for the City of South Bend. Our team will include our experienced roadway team should any drainage, sidewalk, curb or ramp locations need to be modified. All the available information will be reviewed and discussed with the city to confirm their needs are met prior to design. Any existing local traffic standards/preferences and appropriate INDOT standards will be utilized in these designs. RECOMMENDATIONS A technical memorandum will serve to document the results of the detailed field inventory, the design determinations and final design decisions. The report also will document any concerns or recommendations that our team has about the existing signal equipment, intersection geometry or pedestrian operations. These issues would be considered non -critical but may enhance the operations or safety of the traveling public. All aspects of the signal system will be reviewed throughout the project on an ongoing basis, and these recommendations will be compiled in the final report, noted in a meeting or summarized in a memorandum during the project depending on their urgency or significance. If these issues are operational in nature, analysis may be provided to show the benefits of the recommendations. Throughout the project, any safety issue that is deemed a threat to the traveling public or pedestrians will be brought to the immediate attention of the local agencies. CITY OF SOUTH BEND - TRAFFIC SIGNAL CENTRAL MANAGEMENT SYSTEM This training could include detailed information concerning traffic signals, signal timing, and Central Management Software and hardware specific needs. The expansion of Smart Technology and deployment of additional resources throughout the region provides additional opportunities for training to be utilized to the furthest extent and provides the greatest benefit to the end users. Our team has extensive experience with developing and providing hands-on training opportunities. ENVIRONMENTAL APPROACH Due to the scope of the project, it is likely that it will qualify under a programmatic categorical exclusion (PCE). This will be documented through the preparation of a Red Flag and scoping checklist to be reviewed and approved by the district environmental scoping manager. In addition, to maintain the applicability of the Minor Projects Programmatic Agreement (MPPA), a qualified professional may also conduct a field survey to confirm the absence of historic properties adjacent to the intersections requiring signal work. If the project does not qualify for a PCE, the American Structurepoint environmental team will conduct additional environmental field investigations, including a wetland delineation and a cultural resource review in accordance with Section 106 of the National Historic Preservation Act, to identify the nature and extent of both natural and cultural resources in the project vicinity. Our scientist will then work with the design team to minimize and/or avoid impacts to any identified resources and prepare the appropriate level environmental documentation. SUPPORT THROUGH IMPLEMENTATION Based upon our long history of working side by side with the City of South Bend across multiple projects and all aspects of the Signal System, we will continue to support the engineering staff and the Streets Department through the implementation of the Central Management System. Our team is currently assisting other agencies with similar deployments, and we look forward to providing the same services to South Bend. We will work closely with the vendors to confirm that the critical features identified throughout the project are included and properly set-up so as deliver a fully operational project.
