A new second floor will be added to the concourse, featuring modern suites and an expansive Party Deck, with the existing Pepsi Club also getting a fresh update. In addition, a brand-new building will provide state-of-the-art event space, administrative offices, and club amenities. For family fun, the Splash Zone and Kids Area have been relocated to more convenient spots within the park. Alongside these exciting changes, various infrastructure upgrades are being implemented to support the new construction. The project is currently on track and on budget for an April 2026 completion. to Proposal for Construction Manager as Constructor Services Page 9 of 30 Kennedy Park — South Bend, Indiana FIRM BACKGROUND/TEAM/EXPERIENCE Knox Community Schools Knox, Indiana SM, Larson -Danielson served as Construction Manager as Constructor on a $15 million addition and renovation project at Knox Community Schools. The scope included 26,175 square feet of new construction and 63,000 square feet of renovations. Work included secure vestibules for all three schools, second floor renovations and an addition to the high school, renovations and an addition at the elementary school, and renovations to the Administration Building. The project began in April 2020 and wrapped up in November 2021. 10 Proposal for Construction Manager as Constructor Services Page 10 of 30 Kennedy Park — South Bend, Indiana FIRM BACKGROUND/TEAM/EXPERIENCE Howard Park South Bend, Indiana Larson -Danielson completed an $18.8 million renovation of Howard Park, South Bend's first and oldest park, which overlooks the St. Joseph River. The project included a 16,000-foot ice trail and pond, fire pits, an accessible playground, a splash pad, walking trails, and a community/event center. The community/event center features flexible conference space that can accommodate up to 150 people with a built-in state-of-the-art AV system. The Valparaiso project included demolition, concrete, steel, carpentry, pool construction, and sitework for the addition of a new 50-meter competition pool, spectator seating, and locker facilities. Our current staff includes four professionals who are proficient in the use of AutoDesk's Revit platform for BIM design and coordination along with Navisworks and other similar products. This staff includes a licensed architect, BIM techs, and other design professionals who have worked on numerous projects with our management and field staff to coordinate construction on both in-house design projects as well as those projects which have been designed by others. Our "Work Safe, Stay Safe" motto, launched in the early 2000s, reminds every employee that safe behaviors at work protect them and their families at home. Backed by a 240-page safety manual, frequent training, and full-time safety leadership, safety drives every decision on our jobsites. We undertake the sections of a project that are statistically the most hazardous, namely, manual selective demolition, a Loll• concrete, and framing tasks. Only a handful of strain or sprain - related injuries can significantly impact our annual workers' compensation claims expenses. Safety demands swift adaptation as risks change, and this spawned quick changes. �n Thus, in 2023, we instituted our "Next Level Safety" initiative, to focus on the risks that strains and sprains posed to a rapidly aging construction workforce. Our executives visited ourjobsites, meeting directly with journeymen and apprentices to communicate the risks of poor ergonomics and ensure that everyone directly heard the commitment to safety from the top down. ■ Proven Results • The cost of our non -subjugated worker's compensation claims dropped 84% over the last 2 years. • Our recordable incident rate reduced by 35% from 2023 to 2024. ■ Key Program Highlights • A clear Jobsite Safety Analysis (JSA) procedure that requires employees to review potential hazards and document a plan to address those hazards. Our superintendents wrote 1,254 JSAs in the last year alone. • We've hired a second, full-time safety coordinator, doubling our safety professional staff. Our coordinators develop new safety policies, assist superintendents in planning safe operations, and monitorjobsites for compliance. • Use of independent consultants to review jobsite tasks, specifically looking at the ergonomics of worker movements and the risk of strains and sprains. • Use of an industry leading cloud -based mobile safety app, Real Time Risk Solutions. This technology provides clear JSA and safety forms accessible from any device. That lets us quickly track JSA compliance and spot trends in safety observations. We will bring this proven safety culture and infrastructure to the Kennedy Park project, ensuring compliance with all state and local requirements, and most importantly, ensuring that every worker goes home safe. 10 Proposal for Construction Manager as Constructor Services Page 14 of 30 Kennedy Park — South Bend, Indiana PROJECT APPROACH For Kennedy Park, our approach is simple: plan early, communicate clearly, and deliver with accountability. PREQUALIFICATION To maximize community benefit and ensure project success, our prequalification process is designed to encourage strong participation from South Bend subcontractors and trades while maintaining the highest standards of safety, quality, and reliability. ■ Simplified Process We have modified our prequalification form to request information required by South Bend's RBO. The streamlining of two forms eliminates one set of paperwork the bidder has to complete, making the process easier and more accessible. ■ Safety First Subcontractors will be required to share their safety history, including OSHA data and incident rates, to verify alignment with the project's safety standards. ■ Financial Strength Each subcontractor's financial stability will be evaluated relative to the size of their contract to ensure their ability to deliver without disruption. ■ Capability & Capacity We will confirm that subcontractors have the staffing, management, and trade expertise needed to meet project quality and schedule requirements. ■ Early Engagement Prequalification will begin during the design phase, giving local subcontractors early access and creating opportunities for South Bend firms to participate meaningfully in the project. We ensure compliance with all legal standards, including E-Verify, and maintain a fair bidding process that guarantees competitive pricing while protecting public integrity. Our proven scheduling strategies ensure efficient procurement, phased permitting, and on -time delivery. Backed by a century of experience, strong leadership, and family - owned values, we focus on quality, value, and lasting community impact. ■ E-Verify Affidavit: We affirm that Larson -Danielson Construction utilizes and will continue to utilize the Federal E-Verify program for all employees and will require all subcontractors on this project to do so as well. ■ Fair Bidding Process: CITY OF SOUTH BEND VENUES PARKS &ARTS We are going to take the best approach for the City and are committed to obtaining competitive bids. On the Four Winds project we discovered the market challenges in South Bend and bid packaging strategies that work and don't work to engage local trade contractors. We have successfully contracted with local contractors including Ziolkowski, Gibson -Lewis and others, and we look to maintain their participation because it's best for the City. ■ Sustainability: At Larson -Danielson, sustainability means more than building green, it's about creating facilities that last. For Kennedy Park, our focus will be on working with the Architect to recommend durable materials and efficient systems that reduce maintenance needs, minimize energy consumption, and extend the life of the facility. By engaging early in the design phase, we will work closely with the South Bend Venues Parks & Arts team to set clear sustainability goals and evaluate long-term solutions. Our approach balances upfront costs with lifecycle savings, by utiliing a detailed cost -benefit analysis of each sustainbility related element of the project. During construction, we will monitor quality and performance to confirm that sustainable objectives are met. From material selection to system commissioning, our goal is to deliver a facility that is efficient, resilient, and cost-effective for the City of South Bend and the community it serves. 10 Proposal for Construction Manager as Constructor Services Page 16 of 30 Kennedy Park — South Bend, Indiana PROJECT APPROACH ■ Guaranteed Maximum Price: We create a budget framework in the beginning that aligns with the final framework for the final GMP. Maintaining this consistency in framework from the beginning to the end makes any variances and changes much easier to understand. ■ Managing Schedule: As Construction Manager, we recognize the importance of phasing the project in a way that allows the community to continue enjoying the park during construction. The Oak Grove, Ballfield, and Native Habitat areas are shorter in duration, and we can sequence them flexibly to best align with the City's priorities. For example, one of these areas could be completed in the early spring of 2026 with the other scheduled for 2027, or alternatively, one could be completed in the spring of 2027 and others in the fall. This flexible approach allows us to tailor the phasing to the City's needs and to maximize public use of the park during peak seasons. The Aquatic Area, which requires the longest duration, will begin in the spring of 2026 and extend through the Summer of 2027. Work in this zone will be isolated with appropriate site fencing and safety measures to allow other areas to remain accessible. In addition, the existing ball field —an important recreation asset —will remain available to the public throughout construction. This phasing strategy ensures that while the new amenities are being built, the park remains active and welcoming, providing continued value to the community during the project. We have included a schedule with these areas separated out which could be adjusted according to the City's desires for phased turnovers. This sample schedule detailing our proposed approach follows on pages 18 and 19. NEGOTIATING A FINAL CMc CONTRACT South Bend and Larson -Danielson have recently been through the process of negotiating a CMc contract and we believe the process was easy and seamless. IR Proactive Problem Solving We emphasize early issue identification, structured feedback loops, and the use of project management technology to streamline scheduling, cost tracking, and subcontractor coordination. Owner / Design Team Public & Community Engagement Larson -Danielson employs an in-house Marketing Manager who will support the City with public relations efforts, including press releases, media coordination, social media updates, and community meetings to keep the public informed. We will also support all XBE engagement efforts by coordinating the events, assisting with and/or presenting at the events, and supporting follow-up efforts. CMc Regular Collaboration We will hold weekly meetings with all stakeholders to track progress, resolve issues, and plan ahead.
