Several of these projects are described below. Toyota Indiana YMCA of Gibson County Princeton, IN Garmong served as Construction Manager for the remodel of a 60,000-square- foot building. This remodel included new additions of an entryway, aquatic facility, auxiliary gymnasium, locker rooms, offices, a STEM lab, a teaching kitchen, and community spaces, among other amenities. This project was completed in 2025. Project Cost: $19M Challenges & Successes: As a renovation project, there were many unknowns regarding the state of the building. To successfully navigate this challenge, the Garmong team performed extensive diagnostics to determine the current state of the building in order to minimize unexpected site and building conditions. Reference: Johnathan Pope 812.459.7219 Deaconess Aquatic Center Evansville, IN Garmong served as Construction Manager for the 75,000-square-foot Deaconess Aquatic Center. The center is located on the north side of Evansville's downtown in Garvin Park, next to the historic Bosse Field. It houses a stretch 50-meter, Olympic - sized competition pool, a leisure pool, an outdoor spray park, men's and women's locker rooms, and a 1,100-square-foot meeting room. This project was completed in 2021. Project Cost: $28M Challenges & Successes: Utilizing a Stretch 50 design where the lap lanes and diving well coexist created design and construction efficiencies for this project. Reference: Lloyd Winnecke 812.423.2020 Martin Luther King Jr. Dream Center South Bend, IN Garmong Construction served as Construction Manager for the new MLK Dream Center which includes a community center and park. The building is approximately 42,000-square-feet and included a community meeting space, indoor playground, administrative offices, computer room, and gym. This project was completed in 2025. Project Cost: $24M Challenges & Successes: As the first CMc project for the City of South Bend, Garmong took extra care when it came to involvement with the City and answering questions regarding the delivery process. This integration enables: Real-time insights: Compare BIM models with current job site images to track progress and spot issues early. Clear communication: Visual records improve collaboration and reduce misunderstandings. Data -driven decisions: Identify schedule risks, safety concerns, and quality issues proactively. Better closeout: Deliver a "digital twin" for facility operations and long-term asset management. This approach enhances efficiency, accuracy, and client satisfaction by bridging the gap between the design office and the job site. BIM coordination is included in our proposed fees. LEFT: Garmong is currently leveraging BIM and OpenSpace technology to manage construction of the $1.2 billion Westville Correctional Facility in Westville, Indiana. Spanning 774 acres with 14 million square feet under roof, the project benefits from enhanced coordination, real- time progress tracking, and improved efficiency across all phases of construction. Safety Garmong's safety record goes beyond the goal of ensuring that everyone goes home each day injury -free. It also provides you with the peace of mind knowing that our construction hot zone does not pose any risks to our staff and visitors. We boast an EMR of 0.60, highlighting strict adherence to safety procedures and effective risk management practices. Garmong has achieved CCS Certified status, meeting or exceeding national safety standards and demonstrating commitment through achieving at least 50% of Best Practices for both a Safety Program Review (SPRS) and a Home Office Audit, with no OSHA - cited fatalities. We have a proven track record in this regard, as demonstrated on the MLK Dream Center project in downtown South Bend. For the Kennedy Park Renovation, we will leverage this experience by prioritizing first -tier subcontractors from the South Bend region and ensuring local workforce engagement in all major trades. On the MLK project Garmong was able to achieve over 15% XBE participation, exceeding the State of Indiana's goals. Our prequalification process for first -tier subcontractors will include targeted outreach events to engage qualified local firms, comprehensive capability assessments to evaluate technical expertise, detailed safety record reviews, financial stability checks to ensure long-term viability, verification of local presence to support staffing the project and reference checks from previous projects to validate performance history. It will also be imperative to confirm each subcontractor meets the City's Responsible Bidder Ordinance No. 10594-18. This approach ensures that selected partners meet or exceed Garmong's standards for quality and safety. Approach to City/Owner Project Specific Goals The City/Owner Project Specific Goals as listed in Section C, page 6 of the RFP are as follows: 1. E-Verify Affidavits Garmong Construction is fully committed to complying with all federal and state requirements regarding employment eligibility verification, including the use of the E-Verify program. In accordance with Indiana Code § 22-5-1.7-11, Garmong ensures that all newly hired employees are verified through the E-Verify system and does not knowingly employ unauthorized aliens. To further demonstrate our commitment: • Affidavit Compliance: Garmong will sign and submit all required affidavits affirming our enrollment in and active participation with the E-Verify program, as well as affirming that we do not knowingly employ unauthorized workers. • Subcontractor Oversight: We require all subcontractors of any tier to comply with E-Verify requirements through our subcontract language. This ensures full compliance across all levels of the project team. • Internal Auditing: Garmong maintains internal controls and periodic audits to ensure ongoing compliance with E-Verify obligations and to prepare for any external review or agency audit. This proactive approach reflects our dedication to legal compliance, workforce integrity, and responsible contracting practices. Our commitment to being compliant with E-Verify is simple, if we are not compliant, we would expect the City to withhold our payments until we were in compliance. 2. Fair Bidding Process In compliance with the City's request, Garmong will not be bidding any of the trade packages on the project to self -perform the work. Garmong will ensure that the City's Responsible Bidders Ordinance is included in the bid documents for all first tier subcontractors. 1h GARMONG Kennedy Park Renovation I n Garmong Construction 7 PROJECT APPROACH 3.Sustainability Garmong recognizes the City of South Bend's vision for Kennedy Park as a long-lasting, inclusive, and environmentally responsible community asset. As CMc, we will actively support sustainable decision -making throughout design, preconstruction, and construction phases. Our approach includes: Material and System Selection for Longevity Aquatics Center: We will recommend and validate the specifications include UV -resistant, anti -corrosive materials for pool structures, shade systems, and seating to withstand seasonal weather and chlorinated environments. Pool mechanical systems will be evaluated for energy efficiency, low maintenance, and long-term reliability, including variable frequency drives (VFDs), high -efficiency pumps, and automated chemical dosing systems. Playground and Sports Amenities: We will guide selection of impact -resistant surfacing, powder -coated steel structures, and weatherproof coatings to reduce replacement cycles and maintenance costs Energy and Water Efficiency Aquatics Operations: We will support the integration of high -efficiency filtration systems, low -flow fixtures, and solar - ready infrastructure to reduce energy and water consumption. We will also suggest heat recovery systems for pool water heating. Concessions and Restrooms: Recommendations will include LED lighting, occupancy sensors, and low -flow plumbing fixtures to reduce utility costs. Electric Vehicle (EV) Infrastructure: We will recommend conduit installation for future EV charging stations, aligning with South Bend's sustainability goals. Landscape and Site Sustainability Native Plantings: We will coordinate with DLZ to ensure low -maintenance native species are used, reducing irrigation needs and supporting biodiversity. Tree Planting and Shade: Over 200 trees will be planted to provide natural cooling, reduce heat island effects, and enhance long-term park aesthetics. Planting trees in the fall is considered a best practice because cooler temperatures and increased soil moisture help roots establish before winter dormancy, promoting healthier growth in the spring. Stormwater Management: We will support the use of permeable paving, bioswales, and rain gardens to manage runoff and improve water quality. Lifecycle Cost Analysis and Maintenance Planning Garmong will work directly with DLZ to provide pricing for comparative products and the associated lifecycle cost expectations for major systems and materials, helping the City make informed decisions that balance upfront investment with long-term savings. We will collaborate with City maintenance teams to ensure selected systems align with available resources and staffing, minimizing future burdens. This approach ensures that Kennedy Park remains a resilient, cost-effective, and environmentally responsible space for generations. 1h GARMONG Kennedy Park Renovation I 0 Garmong Construction PROJECT APPROACH 4. GMP Garmong recommends establishing the Guaranteed Maximum Price (GMP) after the competitive bidding process has been completed. This approach aligns with the City of South Bend's cost/benefit objectives by providing greater cost certainty and transparency. By waiting until subcontractor bids are received, we can: Reduce Contingencies: With actual bid data in hand, we can minimize the need for broad estimating assumptions, resulting in a more accurate and lean GMP. Clarify Scope and Alternates: The City will have a clear understanding of which scope items and alternates are included in the GMP, allowing for informed decisions on value engineering opportunities and scope adjustments prior to GMP finalization. Enhance Owner Confidence: Establishing the GMP post -bid ensures that the Owner enters into the agreement with full visibility into market pricing, subcontractor qualifications, and the impact of any design refinements. Support Competitive Pricing: This timing allows Garmong to leverage competitive tension among bidders, ensuring the City receives the best value for each trade package. Contingency Approach: Garmong will structure contingency to reflect the actual risk profile of the project at the time of GMP development. We would anticipate a construction contingency of 3% for a project of this size with a GMP execution after bidding. 5. Project Schedule Garmong is fully prepared to meet the City of South Bend's project schedule for the Kennedy Park Aquatics and Recreation Center. We understand the importance of beginning construction in early 2026 and achieving substantial completion by fall 2027, contingent on state approvals. Our team will work proactively during preconstruction to align design development, permitting, and bidding milestones with the overall schedule. We will also implement detailed construction phasing and sequencing strategies to ensure timely delivery of both the aquatics center and park amenities. Approach to Final CMC Contract Garmong is pleased to confirm that, having recently completed the MILK Dream Center Project for the City of South Bend using the CMc delivery method, we are fully familiar with and supportive of the City's standard CMc contract format. In fact, we would be willing to utilize the exact same contract as previously drafted and executed by the City. As a result, no negotiation phase would be necessary, and we could be under contract in less than one day following selection. This streamlined approach eliminates delays, ensures alignment with City expectations, and allows the project to move forward efficiently. Should any adjustments be required, our team is prepared to collaborate promptly with City representatives to finalize the CMc agreement. Based on our prior experience, we estimate that even with minor revisions, the contract could be reviewed, approved, and executed within 5 business days of selection. Communication Garmong maintains a structured and transparent communication process throughout all phases of a project. Our team will provide consistent updates to the Owner through weekly progress meetings, detailed monthly reports, and collaborative project management platforms. All communication will be aligned with the City's requests and expectations. The bottom line is that we work for you — if you have questions or concerns, we will be there to answer them and make sure you are never surprised. 1h GARMONG Kennedy Park Renovation I Garmong Construction PROJECT APPROACH Community & Media Engagement Regarding community and media engagement, Garmong will only engage with the public or media at the direct request of the Owner. We understand the importance of maintaining a unified message and will defer all external communications to the City unless otherwise directed. If requested, we are prepared to support public outreach efforts, including participation in community meetings, media coordination, and informational materials. Risk Management Our risk management approach includes early identification of potential risks during preconstruction, development of mitigation strategies, and continuous monitoring throughout construction. We maintain a comprehensive risk log and work closely with the Owner and design team to proactively address issues before they impact schedule or budget. Technology In terms of technology, Garmong utilizes industry -leading tools such as Procore for project management, document control, and real-time collaboration. We also employ BIM coordination, Microsoft Project for scheduling, and cloud -based cost tracking systems (Viewpoint) to enhance efficiency, accuracy, and transparency across all project stakeholders. Cost Estimating From day one, Garmong applies a rigorous estimating process built on detailed quantity take -offs, subcontractor quotes, and our extensive historical cost database. This enables us to "trend" and report design progress against the budget in real time. Our methodology supports early value engineering and provides clear trade -by -trade cost breakdowns thereby giving the City full transparency in decision -making. We will analyze current and projected market conditions to identify cost drivers, assess escalation risks, and recommend cost - saving alternatives without compromising quality or functionality. Throughout the design process, we prequalify subcontractors and prepare bidder lists for City approval, ensuring that all participants are capable and aligned with project objectives. Schedule Management For Kennedy Park, our scheduling strategy will be collaborative and milestone -driven. Early in the project, we will host a schedule development workshop with the City, DLZ, and key trade partners to create a Master Target Project Schedule. This schedule becomes the benchmark for all subsequent updates and progress tracking. We use Microsoft Projects to maintain a Master Control Schedule that incorporates resource loadings, cost account data, and major milestones. Monthly updates will clearly show progress, allowing the City to identify potential risks early and make informed adjustments. We have made significant strides in the development and inclusion of companion organizations from diverse backgrounds in recent years. Throughout our 102-year history, we have embraced partnerships with firms that have combined talent and varying backgrounds. This deliberate effort to bring diversity to our projects has been a measurable deliverable for the past decade. Over the past five years, we have consistently met or exceeded XBE participation goals. For the Martin Luther King Jr. Dream Center, Garmong secured a 21 % XBE participation rate. Similarly, we completed a $12 million police station in Lawrence, Indiana, and we were able to secure an impressive 17% participation from XBEs. Similarly, we secured a remarkable 54% XBE participation on the Purdue University Brees Academic Center. These participation rates exceeded the ordinance -based goal for the municipality and Purdue's expectations for campus -based projects, respectively. The concept of inclusion has been ingrained in our company culture for years. We have played a vital role in the development and implementation of a diversity internship program in partnership with the Vigo County School Corporation. This program provides real work experience to minority high school students, allowing them to gain awareness about higher education and career opportunities in the Wabash Valley. The six- week, paid internship offers students both office and field experiences, contributing to their personal and professional growth. Garmong has supported the Vigo County School Corporation with various construction projects, including the Aquatics Center (shown below). Furthermore, as a union contractor signatory to the Carpenters, Laborers, and Cement Finishers, our tradespeople are not only skilled contributors but also products of the union's active programs and hiring practices designed to increase participation for minorities and women in the construction industry. Our office workforce boasts 23% representation of professional construction women in our Project Management group, while our corporate office staff is comprised of 27% women. Once the GMP is established (post - competitive bidding), any costs exceeding the Guaranteed Maximum Price (GMP) are the responsibility of Garmong unless due to Owner -directed changes or unforeseen conditions as defined by the contract. Delays We proactively manage schedule risks through detailed planning and weekly updates. If delays occur due to Garmong's performance, we take full accountability and implement corrective actions immediately. Incentives We do not expect any incentives to be written into the contract, but we are open to discussing performance -based incentives tied to schedule, budget savings, or quality benchmarks, if desired by the City.
