The Base Bid is demolition of above -ground buildings at the former South Bend Range facility at 133 Cherry Street. Six bids were received: • Indiana Earth: $425,000 • Dore & Assoc.: $549,700 • Green Demolition: $648,800 • Ritschard Bros.: $806,329 • Omega III LLC: $949,246 • Adamo Demolition: $1,155,240 Upon review of the low bid from Indiana Earth, it was noted that no paperwork pertaining to the City's Responsible Bidder Ordinance was included. Neither the Responsible Bidder Checklist nor any supporting documentation was included in the bid. This merits disqualification of the bid. The second low bid from Dore & Associates was not able to meet the apprenticeship requirement set forth in the Responsible Bidder Ordinance. Dore & Associates met the MBE goal but did not include any paperwork pertaining to the WBE goal. No Utilization Plan was included in the bid, nor was the Good Faith Effort form. This merits disqualification of the bid. The third low bid from Green Demolition is complete and responsive, but the price differential between the low and third low bids is excessive at $223,800. To that end, in accordance with Indiana Code 36-1-12-4(b)(8)(B) all bids should be rejected. The project will be readvertised for bid.
