The Department of Public Works, Division of Engineering, Division of Wastewater have reviewed the lone quote received from Sweney Electric Co., Inc. The quote price ranked as follows: M BIDDER BASE BID 1. SweneyElectric Co., Inc. Merrillville, IN $109,150.00 Bid Assessment: City Engineering provided the Quote Review subject quote, and the lone bidders appeared to submit a complete bid and provided an explanation why they were unable to meet the MBE and WBE goals at the time of the quote submission. Sweney Electric Co., Inc. has worked as a subcontractor for general contractors on recent projects at the Wastewater Treatment Plant and are familiar with the facility. Their work product for electrical wiring and instrumentation installation work on previous projects has been exceptional and accurate. They are currently mobilized at the Wastewater Treatment Plant and performing work for the WWTP Equalization Basin and WWTP Final Clarifier 1, 2, and 3 projects. This is the first project they have quoted as a general contractor and have staff available to complete the work that has a tight project schedule. This project has a Minority Business Enterprise (MBE) Utilization Goal of 1.2% and a Women Business Enterprise (WBE) Utilization Goal of 4.3% which was determined based on the M/WBE contractor availability in our program plan region. Sweney Electric Co., Inc. provided MBE Utilization Plan and WBE Utilization Plan Forms, but they were unable to secure participation at the time of the quote submission. Review of Sweney Electric's quote indicates some MBE and WBE good faith efforts were made to contact and obtain quotations for subcontractor work or materials supply. The dominant portion of this work is single electrical contractor work. The anticipated MBE and WBE participation would be accomplished through supply chain. Very little work on this project is non -electrical. Bid Recommendation: Public Works, the Division of Engineering, and Division of Wastewater recommend the award of Project No. 124-036 Wastewater Treatment Plant Digital Twin Sensors Installation to Sweney Electric Co., Inc. for the Base Bid amount of $109,150.00. If the Board of Public Works accepts and grants a Good Faith Waiver for this project through the acceptance of Sweney Electric Co., Inc.'s quote submittal, the award of the project would allow the Division of Wastewater to remain on schedule to complete this work before mid - October 2025.
