Exhibit K1— Supplemental Scope of Services City of South Bend VPA Athletic Courts (Leeper Park) — Supplemental Services 2025 7-25-2025 The City of South Bend has awarded a contract to reconstruct tennis court facilities at Leeper Park in 2025. utilizing post tensioned concrete as the primary court base for both the north and south courts. There has been supplemental coordination outside the original project scope as the final design was completed, bid and permitted. Tasks associated with supplemental services are noted hereafter. Also attached is a manhour estimate and indirect costs estimate. Task 1— Bid Alternates Upon completion of construction documents for post tensioned concrete tennis courts at Leeper Park, the City requested bid alternates. This approach was in anticipation of bid amounts that exceeded the financial means to award and complete the project. Accordingly, WBK developed two bid alternates that included asphalt court for a portion of the project in it's entirety. This resulted in Addendum No. 1 which included the addition of six additional plan sheets as well as details for construction of asphalt tennis courts. This also included modification to the specifications and the addition of asphalt court specifications. Finally, project quantities and bid proposal forms were modified to accommodate the three bid alternatives desired by the City. Task 2 — USTA Coordination City staff has been coordinating plans and specifications with the USTA. Accordingly, USTA representatives have been reviewing plans and commenting on items they wish to see revised. WBK has been supporting staff responses to USTA comments pointing out the sufficiency of the plans or making minor modifications to garner USTA approval and support. This has resulted in additional staff coordination time, written responses to USTA comments and minor plan and specification revisions. Task 3 — NOI Permit Coordination and Submittal Although the footprint of the courts remains unchanged, complete removal of all court pavement was determined to be ground disturbance and cause for an NPDES Construction permit. Accordingly WBK prepared and completed a SWPPP consisting of for plan sheets. We also submitted the approved SWPPP along with fee payment to the IDEM web portal to facilitate the construction schedule. 1 of 1 BOARD OF PUBLIC WORKS AGENDA ITEM REVIEW REQUEST FORM Date 08/05/2025 Name Lidya Abreha Department Public Works BPW Date 08/12/2025 Phone Extension 5961 Review and Approval Required Prior to Submittal to Board Diversity Compliance ❑ and Inclusion Officer Officer Name BPW Attorney ® Attorney Name Michael Schmidt Dept.
