Committee Vice Chair White asked if the federa l government was planning to provide the fund s to supp ort Kennedy Park impro vements. Eric Horvath , Public Works Director, wit h offices on the thirteenth ( 13t h) floor of the Co unt y- City Building , So uth Bend , IN 4660 1, stated that the federal gove rnm ent had honored its grant appropriatio n for Kennedy Park and , approximately two months ago , the City received the finalized agree ment for seven million five hundr ed thousand dollars ($7 ,500 ,000). Committee Chair Niezgodski held the public hearing , and nobody spoke. Committee Member Dr. Davis moved to send Bill No. 3-1-25 to the Fu ll Co uncil with a favorab le recommendation , whi ch was seconded by Committee Vice Chair White , and carr ied by a vote of fo ur ( 4) ayes . White -Aye Committee Member Rachel Tomas Morgan -Aye Committee Member Dr. Oliver Davis -Aye Bill No. 35-25 -Q2 2025 Budget Transfer Ordinance (Substitute) Committee Member Dr. Davis moved to hear Substitute Bill No . 35-25 , which was seconded by Committee Member To mas Morgan and ca rri ed by a vote of vo ice . Kyle Willis , City Contro ll er, with offices on the twelfth (12th) floor of the County -City Building , South Bend , IN 46601 , stated that Substitute Bill No. 35-25 is a resolution to transfer funds in the amount of six hundred two thousand three hundred fift y -seven dollars ($602 ,357) from the Park Maintenance bud get to co ver personnel expense s in Parks and Art s and Visitor Experience , and two hundred thousand dollar s ($200 ,000) from Community initiatives to cover the poet out reach program . The Substitute Bill No. 35-25 removed a proposed transfer from the Waterworks operation fund as that transfer had become unn eces sary. Committee Chair Niezgodski held the public heari ng, a nd nobody spoke. Committee Vice Chair White moved to send Substitute Bill No. 35-25 to the Full Council with a fa vorable recommendation , which wa s seconded by Committee Member Dr. Da vis , and carried by a vote of four (4) ayes .
