CERTIFICATE OF APPROPRIATENESS 2025-0402-2 1168 Lincoln Way East Lincoln Way East LHD, Ordinance #7343-84 (Audio Position: 00:05:33) The staff report was presented by: Kate Himick, Historic Preservation Specialist Staff Recommendation: The proposed garage has a hipped roof to mirror that of the house's roof, and the proposed siding is Roseburg DuraTemp primed plywood, which would be a more suitable fit in the neighborhood than vinyl or aluminum siding and could be upgraded to clapboard siding at a later date if so desired. Staff considers the elements of the garage to be sympathetic to the neighborhood and welcomes the changes made to the design since the last application (COA #2025-0303, denied). Based on the information provided prior to this public hearing, Staff makes a FAVORABLE recommendation. COA #2025-0402-2 is APPROVED. ii. 2025-0404b 705 Leland Avenue Chapin Park LHD, Ordinance #9575-05 (Audio Position: 00:09:56) The staff report was presented by: Kate Himick, Historic Preservation Specialist Staff Recommendation: The overall design of the proposed porch is in keeping with the style of the home and with similar, neighboring homes such as 510 and 508 Lindsey Avenue. Staff recommends that the columns be thinner than shown to better complement the detailing of the house and that they be of fiberglass or wood over a vinyl composite material. Staff also recommends that the materials of the new porch and the side -door overhang be sympathetic to historic construction. Regarding the light posts, Staff believes that a singular globe or two globes would be more appropriate for the scale of the home and this residential area than multiple globes. Based on the information provided prior to this public hearing, Staff makes a FAVORABLE recommendation for items presented here, given that decisions on materials and finer details be remanded to Staff. Commissioner Andrews rioted that Commissioner Downs-Krostenko has recused herself. Should the shed dormer be relocated to intersect only one roof slope, Staff believe that the dormer would be in proportion to the rest of the home and would not negatively impact the character of the home. Based on the information provided prior to this public hearing, Staff makes an UNFAVORABLE RECOMMENDATION. The applicant submitted new renderings and drawings the morning of April 21 and those drawings were presented to the commission at the meeting. Staff was unable to give a new recommendation. The applicant was represented by: Jennifer and Michael Stone., 719 Leland Avenue, South Bend, IN, appeared in person to represent the applicant. The public was represented by: There was no one from the public to speak in regard to this application. After due consideration the following action was taken: Upon a motion by "Andrew Jones to deny, and seconded by Peter DeKever, and UNANIMOUSLY carried by vote, the Historic Preservation Commission DENIES Certificate of Appropriateness Application #2025- 0407. COA #2025-0407 is DENIED. iv. 2025-0407a 53597 Ironwood Road County Local Landmark, Ordinance #01-1980 (Audio Position: 00:31:22) The staff report was presented by: Kate Himic, Historic Preservation Specialist Staff Recommendation: The kitchen window does not match the other original, 1830s windows present in the house, and it is in poor condition. At some point, the window was modified with a spring assist opening mechanism. After a break in some decades ago, the window was blocked shut and is now inoperable. The cost of rehabilitation for this window and jam is likely to be high. Based on the information provided prior to this public hearing, Staff makes an FAVORABLE RECOMMENDATION for the replacement of the kitchen window. The applicant was represented by: James Reilly, 53597 Ironwood Road, South Bend, IN, appeared in person to represent the applicant. Upon a request by the homeowner and a motion by Andrew Jones, seconded by Michael Skaggs, and UNANIMOULY carried by vote, the Historic Preservation Commission APPROVES the amendment of COA 2025- 0407a to include request to replace the living room window. Commissioner Jones: AYE Commissioner Skaggs: AYE Commissioner Downs-Krostenko: AYE Commissioner Hough: AYE Commissioner DeKever: AYE Commissioner Andrews: AYE The application is now amended to include to parts 2025-0407a-1 replacement of the kitchen window and 2025-0407a-2 replacement of the living room window. The public was represented by: Thomas Foster, 3633 Miller Drive, Plymouth, IN from the public to speak in regard to this application. Mr. Foster: "So I'm the renewal by Anderson representative. I basically came here for the second part of that 'cause. We had heard that the kitchen was gonna be preliminarily approved, but we've heard the living area was not. So that's what I was prepared to talk on. Obviously that's my, you know, similar to my inspection is what it looked like there, it's very, very drafty. I know what he's saying, that it could be refurbished or, you know, saved. And then I know that's the goal of this and us to. But I don't think it's savable in any livable condition, I mean their their house and their my inspection was 20° colder at that window. So even just to refurbish that, it would just be cleaning up the wood and making it look nice. But it doesn't help him in any way, with their main living area. JOSEPH COUNTY HISTORIC PRESERVATION COMMISSION This is my first time with a historic home so I did not realize all the implications we used to do things got approved through a process and in this case I guess now it's the homeowner who has to get the approval. Commissioner Andrews: Yeah, it's always the homeowner. Just to give you some background too. So typically they would submit the certificate of appropriateness, and then the staff reviews it, and then if it is. Something that we vote on. Nothing can take place until we vote on it. Mr. Foster: So and and like I said, there's things in our process to stop us, but this one fell through the cracks and that I placed the order. That's not out of the ordinary. Then it goes through a measure tech and and they stop us from producing it. We did not. Get the alert that this was historic or an issue until it was the Windows have already been produced, so they're ready to install on Friday. Like I said, I knew through this a process that the kitchen was likely to get approved. But we built that one as well. And again, no, I don't care for myself. I care for the homeowner. 20° colder in their main living area was a big deal. I thought it was clearly rotted, looked looked bad. I didn't think it was salvageable, but if it's salvageable, I understand that. But that's more of an aesthetics only thing and and this being the only other window on that backside of that house. I didn't think it was going to be a problem. It's definitely would solve the issue for them. Doesn't need a storm window. That's another thing is is, to me, aesthetic wise. A storm window doesn't look historically accurate either. But our windows are pretty. You know, it's gonna look identical as white on the exterior. It's Fibrex instead of wood I understand, but it's dual panel with 99% argon gas, so it would definitely help him out a lot to get this done. The other option of restoring it, just like I said, just cost him money to make it look nicer." Commissioner Andrews: Yeah, the restoration isn't just for appearance, though it's also for function. Mr. Foster: "Yeah, well, I saw the notes from his quotes that they were basically just putting a new storm window on and made potentially new glass and there along with refurbishing the wood. But that's not giving him anymore insulation than he has now, and more functionality like our window would be able to open with a screen and not have to have that storm window in there. Just all around, I thought it was an ideal situation for the customer. Other than this little obstacle, which is not a little obstacle. Like I said, I appreciate what you guys are doing here. But to me, those two windows would it would be ideal for them to look the same. In fact, when I was looking at the standards it did say phase projects with the facade. Not facing the street? There's so it's it's an addition on the back of this house. To have two Windows side by side that look identical might be better in my opinion, but again not in your position but, I just know it solves a lot more him getting a new refurbished window It's still gonna be 20° colder or, you know, a very minimal improvement versus what we would have. So, and that's right where him and his wife sit right inside there. So if we couldn't do the whole house and and for budget reasons, we weren't trying to do that, I just thought this would be the ideal window to replace. And and if if the feedback is no, I'd like to get feedback on. How we approach this in the future, but just be more careful I guess. Commissioner Jones: I think starting from the proposition that restoring a window from an 1830s home is just merely aesthetics is maybe a poor choice. Mr. Foster: Yeah. No, I'm. I'm sorry to even. Well, just because I did see the quotes and and and and the energy efficiency did not look like it was going to be up to par. As far as what I witnessed in the House, and I had more pictures. I mean has covered it a little bit that exterior. Really, I think shines as far as how bad it looks as far as aesthetically. Now it's not good and and keeping it traditional wood 150 year old wood and then I get the idea behind it. But living living with it is not ideal either in my opinion." COA #2025-0407a-2 is DENIED. v. 2025-0407b 1069 Riverside Drive Riverside Drive LHD, Ordinance #7469-85 (Audio Position: 00:55:55) The staff report was presented by: Kate Himick, Historic Preservation Specialist Staff Recommendation: Holes have formed at several locations along the gutters, and sunlight is visible through these areas when observed from the ground. There is a significant portion of the front gutter which has rotted out and is causing water to be dumped down the front of the house. Staff believes that repair of these gutters would be expensive and impractical. Additionally, the replacement of the current half round gutter style with K-style gutters would be a reversible change. However, Staff recommends that any replacement K-style gutters be mounted using hangers, and not flush mount to the fascia. Based on the information provided prior to this public hearing, Staff makes an FAVORABLE RECOMMENDATION for the replacement of the steel half round gutters with hanger -mounted K-style gutters. Garrett Farm 21099 Osborne Road, Lakeville, IN (Audio Position: 00:59:55) R ‘ 4-)V------- The staff report was presented by: Ross Van Overberghe, Historic Preservation Administrator Page 17 April 21, 2025 CITY OF SOUTH BEND AND ST. JOSEPH COUNTY HISTORIC PRESERVATION COMMISSION w EVALUATION OF THE NOMINATION: Staff have reviewed the nomination and associated materials as provided by Kristine Thornton. The application for the Garrett Farm in Lakeville, Indiana, was applicable for Criteria C. The property meets criterion C under the area of architecture. The home is a fine example of an early American Foursquare. The house exhibits a unique floorplan with exceptional woodwork throughout the interior. The structure has been well maintained and retains most of its original integrity with minimal changes to the original design, notably the enclosing of a porch and the covering of the original clapboard siding with diamond pattern asbestos shingles. The shingles themselves have now become historic in their own right. The house design and interior composition of spaces as well as its interior design and carved millwork also raise the level of significance. STAFF COMMENTS: Staff has evaluated the submitted nomination according to procedures, policies, standards, and criteria established by the National Park Service and the Division of Historic Preservation & Archaeology pursuant to Certified Local Government and applicable federal regulations. The contextual development, format, supplementary documentation, and information presented are considered accurate and appropriately executed. Staff have also determined that the Garrett Farm meets the applicable criteria as defined in this review. Staff have also determined that, because the area of significance is stated as Architecture, the barn foundations should be considered non- contributing. The remaining foundation, although contributing to the setting of the farm, does not show enough of the original architecture of the barn to add to the nomination as a contributing architectural resource. Public officials and interested parties have been notified by letter of the pending nomination. All have been given the opportunity to provide the Historic Preservation Commission of South Bend & St. Joseph County with written comments or objections. To date, no submissions have been presented. STAFF RECOMMENDATION: It is recommended that the Historic Preservation Commission concur with staff that the property meets the criteria for inclusion in the National Register of Historic Places under Criteria C. Staff requests that the Commission direct staff to submit the appropriate report of the public hearing, including public comments, to the County Commissioners for their concurrence, in compliance with Indiana's Certified Local Government regulations. The Certified Local Government Report on the Nomination of the Garrett Farm to the National Register of Historic Places will then be forwarded to the Indiana Division of Historic Preservation and Archaeology for further review, followed by consideration of the nomination by the Indiana Historic Preservation Review Board.
