MINUTES OF A MEETING OF THE LANDMARK'S COMMITTEE OF
THE HISTORIC PRESERVATION COMMISSION OF
SOUTH BEND AND ST. JOSEPH COUNTY, INDIANA
A Meeting of the Landmark Committee of the Historic Preservation Commission of South
Bend and St. Joseph County, Indiana, was held on April 21, 2025. In attendance were President
of the Commission, Sara Andrews, and Commission Members Peter DeKever and Kathryn Hough.
Also present at the meeting by invitation of the President were Historic Preservation
Administrator, Ross Van Overberghe; Preservation Specialist, Kate Himick; and Assistant City
Attorney, John Dorbin, Jr.
CALL TO ORDER
The Meeting was called to order at 4:45 p.m. Mr. Dorbin was asked to serve as the
secretary of the meeting.
ELECTION OF CHAIR
The first order of business was to elect a chair to lead the Landmark's Committee. Upon
a motion duly made and seconded, the Committee unanimously voted to elect Mr. Peter DeKever
to serve as Chair of the Landmarks Committee.
DISTRICT ESTABLISHMENT PROCESS
The Committee then turned to a general discussion of the process whereby new historic
districts are established. Mr. Van Overberghe led the discission. The Committee members made
several inquiries as to process that were answered to their satisfaction.
POTENTIAL NEW DISTRICT- HARTER HEIGHTS
The Committee discussed the potential of establishing a new historic district within its
jurisdictional area, Harter Heights. Mr. Van Overberghe described the characteristics of the
potential new district. The Commissioners discussed the matter and, finding a consensus in favor,
determined to proceed to initiate the matter, discussing goals, process, and timeline.
ADJOURNMENT
Upon a unanimous vote, the meeting was adjourned at 5:41 pm.
