That ordinance has been codified as Division 1 of Article 1 of Chapter 2 of the South Bend Municipal Code. The ordinance created a mechanism for youth to provide input and become involved so that both the youth and the city would benefit. It also provides opportunities for close interaction with the Common Council Members, members of the City Administration, City agencies, boards, and commissions. The following regulations are believed to enhance and improve the overall operations of the City of South Bend's Youth Advisory Council. Youth will be better able to channel their energy and talents through Youth Advisory Council activities. This ordinance is aimed at streamlining many of the provisions of the current ordinance so that the Council can be more effective. Involvement such as brainstorming on issues of particular interest to youth and coming up with positive solutions; sponsoring youth forums; and working with the National League of Cities Youth Advisory Board; are just some of the many activities which the Youth Advisory Council may pursue, in addition to working closely with the South Bend Common Council. ./Vou,~, .1 f~e~re~a~ce, Bye it a-~dairted by the Common Council of the City of South Bend, Indiana, as follows: Section I. Division 1 of Article 1 of Chapter 2 of the South Bend Municipal Code addressing the "Youth Advisory Council" is amended in part as follows: Sec.2-12.1.2 Membership. (a) The Youth Advisory Council shall be composed of not less than e~~e~en-(~}-} eleven 1~1,) members. #lembe~~ Members shall represent the rich diversity of the city's youth with regard to gender, race, ethnic, socio-economic, and religious backgrounds. (b) ,The Office of the City Clerk shall see that the "Application Form" for the Youth Advisory Council is able to be downloaded from the Common Council's internet website, and shall also provide to each Council Member and make available to the public ,Youth Advisory Council application forms which shall be completed by youth interested for consideration on the Youth Advisory Council. The Office of the City Clerk shall see that information on the activities of the Youth Advisory Council are kept updated on the City's internet website. -Sid Hard~copy application forms shall be available and kept on file in the Office of the City Clerk during regular business hours. Additionally, applications forms shall be made available on the City's website_ http//www.southbendin.gov on a 24/7 basis. (f) ~°~,4aye ^~~~'*~*~^^ «~~*'~ The three (3) At Large Common Council Members, shall review all applications received from the Office of the City Clerk requesting consideration for appointment as an At Large Youth Council Member. All youth interested in representing an At Large position must be a resident of the City of South Bend and must represent the rich diversity of the community. All Common Council Members shall have the opportunity to review properly completed applications and letters of recommendation filed with the Office of the City Clerk during the selection process of youth. Each youth representative selected would be assigned to work with at least one (11 Common Council Member who would serve as a legislative liaison to compliment the other adult liaisons addressed in Section 2-12.1.6. Section II. Severability. If any part, section, subsection, sentence, clause or phrase in this Article is for any reason declared to be unconstitutional or otherwise invalid, such decision shall not affect the validity of the remaining portions of this Article. Section III. It would also modify various provisions to assist in updating its overall operations so that they can be more pro-active and effective. This ordinance would: • Reduce the Youth Advisory Council from 19 members to 11 members • Would permit each District Council Member to select a youth representative, with all other youth representatives being selected by the At Large Council Members David Varner • Would mandate that the application form be able to be downloaded from the Fifth District City's internet website on a 24/7 basis Ervin Kuspa • Would require the Office of the City Clerk to see that activities on the Youth Sixth District Advisory Council are timely updated and posted on the City's internet website Al "Buddy' Kirsits so that there would be better access to such information. At Large One of most active Youth Councils in the nation is in Boston. It has been Timothy A. Rouse operational since 1994. Some of their many activities include: hosting an annual Ac Large Youth Summit which gathers over 1,500 young people from throughout Boston to hear speakers and provide resources for youth networking; established a Karen L. White Youthline which has access to a database of information and resources; created At Large Positive Image Awards which honor "young people who are good role models to Kathleen Cekanski-Farrand their peers"; conduct surveys in order to identify youth issues and recommend Council Attorney positive solutions and improvements; assist in making Public Service Announcements aimed at youth; work closely with Boston Youth Service Officers and the Boston Police Department on youth safety concerns; work as school advocates with the school superintendent in developing a-mail and cell phone policies, tutoring needs and school safety concerns; worked with over 100 other cities and participated in workshops sponsored by the National League of ___ _. March 30, 2007 Page 2 Cities Youth Advisory Board; and participated in GLOCAL Conference in Rome which is s Youth Parliament providing opportunities for "youth empowerment". It is my sincere hope and desire that with our support and commitment to the South Bend's Youth Advisory Council, that it will become a model in the Midwest. Interested Council Members have the opportunity to be mentors/liaisons on legislative items, who would work in conjunction with the other liaisons from the Mayor's Office and the schools. I seek your support in re-invigorating our youth council so that their voices will be heard, and so that their talents and energy can be channeled into positive actions and initiatives. Thank you. Duties of members: • Each Youth Advisory Council Member shall be required to attend monthly meetings of the Youth Advisory Council, with one (1) excused absence permitted each year. • Each Youth Advisory Council Member shall be required to attend not less than two (2) committee meetings of any Standing Committee of the South Bend Common Council, one (1) regular Common Council meeting, and one (1) school board meeting by the end of December of each year. • Each Youth Advisory Council Member shall be required to attend the 1st Common Council meeting in February where the Mayor presents his or her annual State of the City Address. • Each Youth Advisory Council Member shall participate in the annual "Civic Day" activities occurring in February at the County-City Building. • The Youth Advisory Council may monitor other city boards and commissions for issues related to youth and make recommendations for such boards or commissions consideration when deemed appropriate.
