AN ORDINANCE APPROPRIATING $35,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR A
PUBLIC WORKS LIGHTING PROJECT TO BE ADMINISTERED
BY THE CITY OF SOUTH BEND THROUGH THE DIVISION
OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF
PUBLIC WORKS.
STATEMENT OF PURPOSE AND INTENT:
The equitable and fiscally sound provision of basic services, in-
cluding supporting capital facilities, infrastructure and general public improve-
ments, is the foundation of the quality of the City's residential areas and
neighborhoods. The many public and private services and supporting facilities,
whether at the neighborhood, community, or city level are essential for the city
resident's existence. In order to maintain and upgrade the quality of the city's
neighborhoods and provide the necessary public services and facilities certain
public works projects and programs will be conducted by the Department of Public
Works.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $35,000.00 is hereby appropriated for the
year starting July 7, 1978, from the City of South Bend's Community Development
Block Grant Fund (Program Year 1978). The appropriation shall be used within the
boundaries of the Community Development Near Westside Neighborhood Strategy Area
to support Community Development housing rehabilitation activities as approved by
the United States Department of Housing and Urban Development under Title Twenty -
Four (24), Code of Federal Regulations, Part Five Hundred and Seventy (570) for
the Community Development Program Year 1978. The appropriation shall be administered
by the Division of Community Development and the Department of Public Works and will
be administered as set forth below:

SECTION II. Funds provided through this appropriation shall not be
expended prior to the release of funds by the United States Department of Housing and
Urban Development pursuant to the provisions of 24CFR Part 58.
SECTION III. This Ordinance shall be in full force and effect from
and after its passage by the Common Council and approval by the Mayor.

SUBJECT: 1978 CDBG APPROPRIATION (WEST WASHINGTON STREET LIGHTING)
DATE: NOVEMBER 28, 1979
The Division of Community Development is presenting for your consideration
a bill appropriating $35,000.00 from the 1978 CDBG fund to be used for lighting im-
provements on West Washington Street.
Presently, there are twelve (12) steel pole street lights aligning West
Washington Street between Williams Street on the east and Chapin Street on the
west. We propose to remove twelve (12) and install nineteen (19) new individual
street lamps of colonial design in this same expanse between Williams Street and
Chapin Street.
We believe installation of the colonial style street lamps will aid in
providing a unified appearance in the West Washington Historic District and assist
in maintaining the character of the area.
The new lamp fixtures will be of simple rectangular glass with black
metal frames placed atop fourteen foot hexagonal precast concrete posts with
each lamp having two hundred fifty (250) watt high pressure sodium vapor light.
We respectfully request your favorable consideration of the attached
