SOUTH BEND REDEVELOPMENT AUTHORITY RESCHEDULED ANNUAL ORGANIZATIONAL MEETING AND REGULAR MEETING January 24, 2000 1308 County-City Building 1:30 p.m. 227 West Jefferson Boulevard Presiding: Ms. Carolyn Pfotenhauer South Bend, IN 46601 The January 24, 2000 Regular Meeting of the Redevelopment Authority was called to order at 1:37 p.m. by its President, Carolyn Pfotenhauer. There was a quorum present. 1. ROLL CALL Members Present: Ms. Carolyn V. Pfotenhauer, President Mr. Matthew Kahn, Vice-President Mr. Jose Alvarez, Secretary Redevelopment Staff: Mrs. Ann E. Kolata, Director Mrs. Jenny Hullinger, Recording Secretary • 2. SWEARING IN OF AUTHORITY MEMBERS The Swearing in of Authority Members will be delayed until the next meeting after the Mayor makes his appointments for the year 2000. 3. ELECTION OF NEW OFFICERS The Election of New Officers will be delayed until the next meeting. 4. SETTING OF MEETING DATES AND TIMES FOR 2000 Upon a motion by Mr. Kahn, seconded by Mr. Alvarez, and unanimously carried the Authority designated the 1St and 3rd Monday of each month at 1:30 p.m. for regular meetings. 5. APPROVAL OF MINUTES a. Approval of the Minutes of the Regular Meeting of December 15, 1999. NEW BUSINESS a. Authority approval requested for Resolution No.138 approving a Modification to the Lease for the Morris Performing Arts Center Project, approving the Execution of an Addendum to the Lease, and directing the Execution of an Affidavit of Project Completion. Mrs. Kolata explained that Resolution No.138 modifies the lease between the Redevelopment Authority and the Redevelopment Commission for the Morris Performing Arts Center Project, as well as authorizing the Redevelopment Authority to execute an Affidavit of Project Completion for the Morris Project. The Morris was inspected by the Building Department and the Fire Department last Friday and has a Certificate of Occupancy that was issued on Friday. The certificate states that the Morris is up to code requirements and is substantially completed. Mrs. Kolata said there is still a lot of painting being done, and equipment being installed, but basically the major work is done and the Morris is able to have a Certificate of Occupancy. • Ms. Pfotenhauer asked what was meant b the modificati y on to the lease. Mrs. Kolata stated that some things were taken out of the project description because of lack of funds: the replacement of the historical marquee, a cloak room, an additional ticket booth, and the air conditioning of the back stage area and the decorative work in the Palais ballroom. What was completed in the Palais was: lead-based paint abatement, a new roof, reinforcement of the trusses, removal of the old heating and air conditioning equipment, putting in the new heating and air conditioning, a new mechanical room, a new electrical room, restroom renovation, and interstitial egress (the area between the Morris and the Palais has been enclosed and is part of the exiting system of the Morris). Since the project went substantially over budget this work will not be completed until more funding comes in. South Bend Entertainment is in the process of raising additional money, and hopes to raise an additional $1,000,000. The City has stated that when half of the money that is estimated to be needed is raised, the City will finance the rest of the work. Ms. Pfotenhauer asked why the project went over budget. Mrs. Kolata said the delays and over budget were from the large amount of contracting work that was going on. The delays were primarily from the steel not being delivered for 7 to 8 months after it was ordered, which delayed everything else from getting started. The steel, as well as all of the other bids, came in substantially over budget. Contractors worked diligently to cut costs, but because they were having • 2 • The South Bend Redevelopment Authority Rescheduled Annual Organizational Meeting and Regular Meeting Minutes of January 24, 2000 difficulty getting adequate number of workers, they had to pay for a lot of overtime in order to meet their deadlines. Mr. Kahn asked if the items that were deleted would be completed in the next year or two. Mrs. Kolata said that hopefully the work would be bid out this year. Mr. Alvarez asked how much the overruns came to. Mrs. Kolata was not sure of the exact numbers but she thought the completion of the Morris would run $1.5 million, and the completion of the Palais would cost about $3 million. Mr. Kahn asked when it was estimated that the Morris would be completely done, and Mrs. Kolata said a show was scheduled for February 18 and most everything should be done by then. Mrs. Kolata said that the work that is done is looking extremely lovely. Upon a motion by Mr. Alvarez, seconded by Mr. Kahn, and unanimously carried, the Committee approved Resolution No.138 approving a Modification to the Lease for the Morris Performing Arts Center Project, approving the Execution of an Addendum to the Lease, and directing the Execution of an Affidavit of Project Completion. 7. CLAIMS • Claims submitted fora royal Janua 24 pp ry , 2000 College Football Hall of Fame Variable Rate Demand Lease Rental Bonds of 1994 Landesbank Hessen-Thuringen, quarterly Letter of Credit $20,671.35 Airport Taxable Lease Rental Revenue Bonds of 1991 Chase Manhattan Bak, Administrative Fee, 1/30/1999 to 1/29/2000 $ 1,123.20 Upon a motion by Mr. Kahn, seconded by Ms. Pfotenhauer, and unanimously carried, the Authority approved the claims submitted January 24, 2000. 8. NEXT MEETING DATE: February 7, 2000 9.
