ORDINANCE NO. & 7 /—!?- -2L AN ORDINANCE TRANSFERRING MONIES FROM VARIOUS ACCOUNTS TO VARIOUS ACCOUNTS WITHIN THE BUREAU OF SUBSTANDARD BUILDING BUDGET OF THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA. STATEMENT OF PURPOSE AND INTENT: In that certain unforeseen conditions have developed since the adoption of the existing operating budget of the Bureau of Substandard Buildings, it is now necessary to appropriate more money than was appropriated in the original budget to meet these unforeseen conditions; and in that additional funds are needed in certain accounts of said budget, and in that surpluses do exist in other accounts within the same departments which are not presently needed. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. Mullen 219/284 -9742 Director, Administration and Finance November 28, 1979 Members of the Council South Bend Common Council City of South Bend Dear Council Members: There will be presented for your consideration for first reading of the December 3, 1979 Council meeting several ordinances appropriating and transferring funds within several budgets of the many bureaus and departments of the City. Whereas, I thought all the year -end adjustments had been achieved by the ordinancespassed at the November 15th Council meeting, such is not the case. Two of the ordinances are additional appropriations, not transfers. If you will recall, state funds expected for Police and Fire Pension Relief were specifically deleted from the 1979 budget in the form of current year retirement payments. Those funds have been received, and at this time must be appropriated back to those line items, In addition, several line item transfers must be made in the Substandard Building Department, Fire Department, and the Economic Development Commission budgets. The State Board of Tax Commissioners has set an approval hearing deadline of December 15, 1979, In order to meet that deadline, I am respectfully requesting that the Council suspend rules and have first and second reading and public hearing on the evening of December 3, 1979..
