This quarter, the Office implemented a more direct and personal outreach strategy, meeting residents where they are and ensuring they know their voices matter in the oversight process. As one of only a handful of cities in Indiana—and nationally—offering community-led civilian oversight, South Bend's model is unprecedented. The Community Police Review Board enables everyday residents to review police complaint findings and contribute a civilian perspective to investigations. This system may not be perfect, but it gives South Bend an essential layer of accountability that deserves to be celebrated and supported. WHAT IS THE COMMUNITY POLICE REVIEW BOARD? Learn more or file a complaint or commendation today: southbendin.gov/board/community-police-review-board/ CPRO Quarterly Report Page 1 $013T1-I 84. � � City of South Bend X vim- x � Community Police Review Office 1865 Community Police Review Office Quarterly Report April - June 2025 Public Engagement Summary This quarter, the CPRO shifted from the"Mobile Office Friday" approach to a proactive, face-to -face outreach strategy, with significant success: Downtown Business Outreach The Director visited every business along Michigan Street in Downtown South Bend, engaging owners, employees, and patrons. Informational materials were distributed and posted, and conversations emphasized how community members can file complaints or commendations directly through the CPRO. Apartment Complex Engagement Outreach expanded to residential areas, including The Robertsons' Apartments, to connect with residents and ensure access to oversight resources in diverse community settings. Faith-Based Engagement Multiple churches were visited this quarter, including: • Kingdom Impact Christian Cultural Church • That Church Downtown • South Gate Church These engagements allowed for one-on-one conversations with congregants about the complaint process and the importance of community participation in oversight. Social Media Impact This Quarter: • Facebook - 453 participants actively engaging with posts and updates • Linkedln - Access to 9,310 followers through professional network outreach These platforms now serve as vital tools for promoting transparency and sharing complaint procedures, case summaries, and community events. Each case was processed in accordance with Ordinance No. 10721-20, ensuring fairness, integrity, and procedural justice. Looking Ahead: Expanding Our Impact The CPRO is committed to sustaining momentum into the next quarter with plans for: • Neighborhood Listening Sessions in targeted districts • Continued partnership with churches, libraries, and community organizations Enhanced digital campaigns to expand community reach This work represents a significant step forward in ensuring that every resident of South Bend has a voice in shaping public safety and holding systems accountable.
