AN ORDINANCE APPROPRIATING $6,500.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR TECHNICAL ASSISTANCE FOR COMMUNITY DEVELOPMENT FISCAL DECISION - MAKING TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT STATEMENT OF PURPOSE AND INTENT: The government of the City of South Bend, in partnership with the City's private sector and residents, is committed to the goal of improving the "quality of life" in the City, its neighborhoods, and for its residents. As part of this commitment to a comprehensive community development and improvement program, the City of South Bend through its Division of Community Development has applied for and received the approval of the United States Department of Housing and Urban Development to expend $3,881,000.00 in the execution of certain public works, park improvement, housing, and public service project activities. Funds are re- quired by the Division of Community Development to support a project which will provide for more efficient and effective utilization of the CDBG funds through sound fiscal planning and fiscal management. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $6,500.00 is hereby appropriated for the program year starting July 5, 1979 from the Community Block Grant Fund (Program Year 1979). This appropriation is to be administered by the Division of Community Development, and will be distributed as set forth below: PROGRAM CD -79 -1101 COMMUNITY DEVELOPMENT PROGRAM Purpose Amount Technical Assistance for Community Development Fiscal Decision - Making $6,500.00 TOTAL: $6,500.00 SECTION II. Unspecified Local Option Funds for Technical Assistance in Community Development Fiscal Decision - Making DATE: March 18, 1980 , b e,(1)f@hC9% 1440 County -City Building South Bend, Indiana 48801 (219) 284.9335 Attached for your consideration is an Ordinance which would appropriate $6,500 from the 1979 Community Development budget Unspecified Local Option account. The money would be used to contract with the Michiana Urban Observatory to provide tech- nical assistance to the City Controller's office, particularly in the area of manage- ment of federal funds, and integrating these funds with other funds handled by the City. The project is expected to last for three months. During that time, Mr. Ron Miller, from Indiana University, Indianapolis, will spend thirty days in South Bend providing on -site assistance. Mr. Miller, a former City Manager, has served as a fiscal consultant to many other cities in Indiana. At the project's conclusion, a written report will be submitted to the City Controller, with copies available to members of the Common Council. A copy of the proposal and budget is attached. Mr. Miller has assured us that the work program will be flexible enough so he can respond to specific needs which may be articulated by the Controller or C.D. staff. The balance in the 1979 Unspecified Local Option account is presently $106,535. Proposed by: Indiana University at South Bend, Division of Public and Environ- mental Affairs under the auspices of the Michiana Urban Observatory. I Problem: A major problem faced by South Bend, like other cities forced to operate under a highly inflexible taxing structure, is the capacity of local officials to effectively use the existing fiscal decision making process to achieve stated policy objectives. Three factors seem to contribute to this. problem: 1, with the current property tax system it is virtually impossible to mace new money available to meet changing policy demands. Inflation has compounded the problem by increasing the cost of existing public services at a rate that far exceeds the muni- cipality's ability to raise more revenue. 2. The addition, in recent years, of substantial amounts of federal funds into the city budget has greatly increased the complexity of fiscal management. Major federally - funded programs such as Community Development and CETA operate on fiscal cycles different than those of the city and they incorporate procedures that are not necessarily consistent with the procedures employed by the rity. 3. There is growing realization that if federally- funded programs, particularly Community Development Projects, are to be effective, they will need to be implemented in conjunction with programs funded through other sources. Thus, even though Community Development and the other programs have immeasurably assisted the city in achieving a wide range of policy objectives they have also increased the burden of the city in terms of the need for coordinated program planning and better fiscal management. I1. Objectiven. The primary objective of this shady will be to make substantive recommendations to the South fiend City administration concerning new methods, approaches and policies in the fiscal decision- making process that will result in a more cost- effective, efficient and responsive fiscal decision- making system. The focus of the study will be on fiscal policies relating to the integration of Community Development and other federally funded programs with programs funded from local sources of revenue. 111, Mork Program: Tne ;rv:oci YrEctor will allocate 30 working days during the project period to provide advisory services to the City Controller regarding financial mana- gement. :n addition to providing advisory service of a general nature in response to immediate needs of the Controller, the project director will accomplish the following specific tasks: 1. Evaluate current City policy in reguard to the management of Community Development, and other Federally funded programs. 2. Nuluate the City's cash management practices and policies, and recowmend methods for increasing -investment earning where feasible; and to make recommendations concerning how this process can facilitate Community Development planning and management. 3. Evaluate Me Oty's risk management program with emphasis on the fees:hility and proper level of funding for a self - insurance program for certain risks to be identified. 4. Evaluate the City's current debt capacity including the individual and aggregate capacities of the civil city and all special purpose districts; including the Redevelopment Commission. 5. Assist the Controller in preparing the City's annual operating budget for funds from all sources. 6. Evaluate the City's existing interim financial report format and make recommendations for improving the communications of financial transactions. IV. Time -fable: it is envisionQd that this project will be completed within three (3) months of its inception. Anticipated starting date: March 4, 1980 Anticipated completion date: May 31, 1980 A Final Project Report will be published by the Michiana Urban Observatory on or before June 30, 198 *Contract to be awarded for a six month period V.
