PURPOSE OF REQUEST: Staff will make a formal recommendation on the Main Street Housing RFP Proposals
SPECIFICS: On January 9, 2025, the Redevelopment Commission (RDC) approved a Request for Proposal (RFP) for
a new housing project in downtown South Bend adjacent to the Morris Performing Arts Center. All submissions
were opened publicly at the May 8, 2025, RDC meeting. At that meeting, two proposals were submitted, one by
Seven Diamonds and one by Flaherty & Collins. Staff have reviewed both proposals and have determined that
they both met the criteria for a proper proposal as outlined in the RFP.
At the July 10, 2025, RDC meeting, Staff will give an overview of the two submission and a recommendation on a
path forward to the RDC.
