The Department of Public Works, Division of Engineering, Division of Water Works, and Donohue & Associates (Engineer of Record) have reviewed the bids, and the bid prices ranked as follows: BASE BID - BID PACKAGE 2 DIVISION A BIDDER BASE BID 1. R. Yoder Construction, Inc. $3,670,297.00 2. Bowen Engineering $4,015,000.00 Bid Assessment: Donohue & Associates provided a Bid Review of the subject bids, and both bidders omitted some information that was requested in the Bid Package regarding experience questionnaires, work plan, equipment, and subcontractor lists. However, both bidders have completed projects for the City of South Bend, and both bidders are pre -qualified. Since Public Works has employed both contractors on previous projects, we are aware of their work products and both are qualified to complete the work. This project has a Minority Business Enterprise (MBE) Utilization Goal of 1.11 % and a Women Business Enterprise (WBE) Utilization Goal of 4.24%. The lowest bidder, R. Yoder Construction, provided an MBE Utilization Plan with 0.272% participation and a WBE Utilization Plan with 0.717% participation, in total approximately $36,300 of their Base Bid price. Review of R. Yoder Construction's MBE and WBE good faith efforts suggest that good faith efforts to contact and obtain quotations for subcontractor work were made, but some of the MBE and WBE contractors were either too busy with current workloads to commit to the project or unable to supply a price for use at the time of bid. Bowen Engineering provided an MBE Utilization Plan with 1.31 % participation and a WBE Utilization Plan with 4.69% participation, in total approximately $240,900 of their Base Bid price. R. Yoder Construction's Base Bid price was $344,703.00 lower than Bowen Engineering's Base Bid price. Bid Recommendation: Public Works, the Division of Engineering, and Division of Water Works recommend the award of Project No. 117-059A South Well Field, Water Treatment Plant, and Distribution System Improvements — Bid Package 2, Division A to R. Yoder Construction, Inc. for the Base Bid amount of $3,670,297.00. If the Board of Public Works accepts and grants a Good Faith Waiver for this project through the acceptance of R. Yoder Construction, Inc.'s bid submittal, the award of Bid Package 2 Division A and Division B (separate bid award) both present the most economical construction project in comparison to the Base Bid submittal received for Bid Package #1. The lowest bidder maintains an opportunity to secure additional MBE and WBE subcontractors to try to improve on the MBE and WBE Utilization Goals.
