STATEMENT OF PURPOSE AND INTENT
The Common Council of the City of South Bend first passed a
mobility handicapped parking law in 1978. Since the passage of this

it.
The Council therefore introduces the following bill to further
strengthen this law by including a fine of $20.00 for persons

angle parking spaces be a minimum of thirteen feet wide.

reasonable facsimile thereof. All angle parking spaces so designated

Dear Councilmembers:
I am introducing the attached bill in the interest of
strengthening our "Mobility Handicapped Parking" law.
After meeting with a local organization concerned about
handicapped persons, and after reviewing our law, I
concluded that several amendments are in order. Overall
the amendments would:
(1) Require all angle parking spaces to be 13 feet wide
to enable the chair lifts to properly operate.
(2) Require handicapped parking spaces to have "Tow
Away Zone" signs posted.
(3) Include a $50.00 fine plus tow away charges for
motor vehicles found illegally parking in such spaces.
I believe these amendments would better serve the
interests of our handicapped population. Hopefully,
with the passage of this bill, and stepped up enforcement,
the present parking problems will be substantially reduced.
I seek your support,
LAM /vld
