( 7 cIL L0 AN ORDINANCE APPROPRIATING $68,873.00 FROM THE LIABILITY INSURANCE PREMIUM AND RESERVE FUND TO PROVIDE FUNDING FOR COSTS ASSOCIATED WITH THE CITY OF SOUTH BEND'S SELF - INSURANCE PROGRAM DURING THE CALENDAR YEAR 1980. STATEMENT OF PURPOSE AND INTENT: In that the Administration has embarked on a program of retained risk and recognizes that certain services such as safety engineering, legal defense and claims adjusting must now be provided by the City in lieu of the insurance company. Funds are now needed for this purpose. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA AS FOLLOWS: SECTION I. The sum of $68,873.00 is hereby appropriated from the insurance fund (26). As I have stated previously, while the City stands to save considerable money through this arrangement, the exact amount cannot be arrived at by simply subtracting the cost of premiums from those funds appropriated. In addition to premium costs, settlement awards, and claims, the City must now provide certain functions that would normally be provided in the premium cost by the carrier. In this instance, those costs are: defense council and secretarial staff, adjusting services, and most important, a Safety Officer, who can provide the safety policy function for the City. There are equipment needs ($2,500.00), supplies ($1,000.00), and contractual services ($15,100.00), such as local mileage, instruction, and transcribing services which are also necessary costs of such a program. The Ordinance I've submitted with this letter appropriates $68,873.00 to provide the funding for the items I have previously mentioned.
