AN ORDINANCE APPROPRIATING $115,000.00 FROM
THE FEDERAL ASSISTANCE GRANT, COMMONLY REFERRED
TO AS GENERAL REVENUE SHARING, FOR VARIOUS
PUBLIC WORKS PROGRAMS TO BE ADMINISTERED BY THE
CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF
PUBLIC WORKS.
STATEMENT OF PURPOSE AND INTENT:
In that additional funds are needed by the Department
of Public Works to ensure the Department's ability to properly
perform its function.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL
OF THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS:
SECTION I. The sum of $115,000.00 is hereby appropriated
from the Federal Assistance Grant, commonly known as the General
Revenue Sharing Fund. This appropriation is to be administered
by the Department of Public Works and will be distributed as
set forth below:

SECTION II. This Ordinance shall be in full force
and effect from and after its passage by the Common Council,

Attention of Mr. Joseph Serge,. Chairman, Public Works Committee
RE: Additional Appropriation for De -Icing Chemicals
Gentlemen:
Attached you will find an ordinance requesting $115,000.00 of
Revenue Sharing Funds. These funds are needed to supplement the
1980 Budget for de -icing chemicals. As you are all well aware,
the cost of de- icing chemicals has greatly inflated within the
last twelve months. In 1979, the City of South Bend purchased
rock salt at a price of approximately $17.90 per ton. When adver-
tising last summer for this season's contract, the City of South
Bend was unable to receive responsive bids to our advertisement.
Since that time the City of South Bend has received, on a negotiated
basis, quotations from suppliers which have ranged as high as $45.00
per ton. These quotations have generally decreased since the begin-
ning of the winter season due to the mild weather. Most recently
the City was in a position to purchase 3600 tons of rock salt at
$26.49 per ton.
Your approval of this appropriation will allow us to accommodate the
purchase of these de -icing materials without necessitating negative
adjustments to the 1980 Street Department Budget. Your favorable
consideration is requested.
