AN ORDINANCE FIXING THE ANNUAL PAY OF
FIREFIGHTERS FOR THE CALENDAR YEAR 1981
STATEMENT OF PURPOSE AND INTENT
The Common Council of the City of South Bend, Indiana,
recognizes that Indiana Code Section 18- 1 -11 -2 specifically
authorizes the Common Council to set salaries for the Fire
Department.
The Common Council further recognizes that its' Wage
Committee has tried to obtain the best possible settlement
through good faith negotiations with the Firefighters Wage
Committee.
The Council therefore has decided that the following
provisions be included in the 1981 Salary Ordinance for the
Firefighters.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF
THE CITY OF SOUTH BEND, INDIANA, as follows:
SECTION I. The annual pay of the officers and sworn
members of the Fire.Department by rank, classification and
service years shall be as follows:

The first service year for
a firefighter commences upon
his being sworn in as a firefighter.
The firefighter shall
obtain his second service year
on the next succeeding first
day of January until he attains
the maximum salary for the
particular rank he may hold.
SECTION II. In addition to the foregoing annual pay, the
officers and sworn members of the fire department shall receive
compensation for extra duty and special performance as follows:
(a) For recall or overtime pay, time and one -half.
(b) For regularly assigned drivers of fire trucks and
other heavy equipment, the tillerman, the personnel assigned
to drive ambulances on regular or rotation basis, $250.00 per
year.

(c) For regularly assigned scuba divers, $225.00 per year.
(d) Firemen performing paramedic duties will be paid
at a level which is a maximum of $800.00 dollars over the base
pay for their rank.
(e) All 24 hour firefighters personnel shall be entitled to receive
a Holiday Pay totalling $3 -755:88 $380.00 gross for the year. Such
Holiday Pay shall be paid in two equal installments of $1$4 758 $190.00
gross each, payable by June 30, 1981 and December 31, 1981. The
Holiday Pay shall be paid, to 24 hour personnel ,regardless of whether
the holiday is worked, and shall apply only to the following designated
holidays:
New Year's Day Fourth of July
Lincoln's Birthday Labor Day
Washington's Birthday Columbus Day
Good Friday Veteran's Day
Easter Sunday Thanksgiving Day
Memorial Day Christmas
SECTION III. The Common Council recommends as follows:
(a) The firefighters clothing allowance shall be $500.00
per year. One -half of the clothing allowance shall be paid
to each firefighter by June 30, 1981, and the remaining one -half
shall be paid by December 31, 1981.
SECTION IV. This ordiance s all be in full force and effect
for the calendar year commencing anuary , 1981, and ending

Since the tentative agreement there have been a series
of events which the Council is well aware Of. As you will
recall, Local #362 of the International Association of
Firefighters did not ratify this agreement. The Council
then sought the help of the Federal Mediation and Con-
ciliation Service, which resulted in a preratification
proposal which was also voted down by the lodge membership.
The proposed Bill therefore represents the last offer
which we left on the bargaining table. In the event
of preratification by the membership of Local #362, then
the terms of the preratific.a.ti:o:n proposal would be incorporated
into the Bill.
I file this Bill in the hope that both the Council and
Firefighters Wage Committees will continue to meet in
good faith so that mutually acceptable amendments to the
Bill can be agreed upon by the public hearing scheduled for
July 14th.
