Box 821, Elkhart, Indiana 46515 June 4, 2025 Chad Knip Project Engineer Abonmarche RE: Proposal for Investigative Soil Borings 1302 Elwood Avenue, South Bend, Indiana Heron Proposal No. 25-0542-2 Heron Environmental, LLC (HERON) is pleased to provide this Proposal to perform investigative soil borings at the commercial property located at 1302 Elwood Avenue, in South Bend, Indiana (the Property). In response to previously identified tetrachloroethylene (PCE) contamination in groundwater at the Property, HERON completed soil gas sampling on May 16 and 19, 2025, which revealed PCE concentrations in soil gas at concentrations up to 30,000 micrograms per cubic meter (ug/m3), well above the currently applicable Indiana Department of Environmental Management (IDEM) Remediation-based Closure Guide (R2, 2022) soil gas shallow exterior published level of 400 ug/ m3 for residential use and 2,000 ug/ m3 for commercial use. There are two locations at the Property where suspected dry-cleaning operations were historically conducted and include the northeastern area of the existing building and within a building that was historically located on the east-central portion of the Property. These locations as potential PCE source areas are substantiated by elevated PCE in the soil gas at locations near and hydraulically downgradient of these locations. The purpose of the investigative soil borings will be to identify PCE in soil that is contributing to the reported groundwater and soil gas concentrations. SCOPE of WORK Soil Borings HERON proposes up to 25 soil borings to be advanced at the Property (refer to the attached figure). The borings will be advanced on approximately 15 to 20 feet spacing and the number and locations are subject to change if evidence of contamination is identified within a boring. Prior to boring advancement, public utilities will be located by Indiana Underground Plant Protection Services (IUPPS). Borings will be completed using a hydraulically driven, direct push sampling probe to depths of 10-feet below ground surface (ft. bgs). If contamination in a boring is identified the boring will be advanced to groundwater, which is anticipated at a depth of approximately 16 to 18-feet below ground surface (ft. bgs). Borings will be advanced in 5-foot intervals with soil samples collected from every 2-foot interval and split into two portions. For each sample, one portion will be placed directly into laboratory-provided 4-ounce glass jars and placed on ice in a cooler, while the other portion will be placed in a plastic baggie for field screening. Field screening will be completed with a photoionization detector (PID) to detect the presence of volatile organic vapors (VOVs) in parts per million (ppm). Soil conditions and field screening results will be recorded on soil boring logs completed for each boring. If field screening identifies elevated VOVs of 5 ppm or higher, the soil sample from that boring that demonstrates the highest field screening result will be submitted for laboratory analysis. This proposal assumes that a total of twenty soil samples will be submitted for laboratory analysis. Samples will be collected using US EPA Method 5035 field preservation and submitted for laboratory analysis of volatile organic compounds (VOCs) via US EPA Method 8260. Report Results of the investigation will be incorporated into a report to document all sample collection procedures and results. The results of the analysis of the soil samples will be compared to the current IDEM R2 published levels, and a discussion of the results will be provided along with conclusions describing further assessment or action, if needed. COST and SCHEDULE Heron proposes the following fee schedule for completion of the Scope of Work described herein: Soil Borings (with Geoprobe) $4,900 Field Services $1,600 Laboratory Analysis $2,500 Report Preparation $ 800 Total Cost $9,800 The Costs outlined here should be considered a maximum that will not be exceeded without prior Client authorization. In the event of unforeseen expenses or delays the Client will be notified immediately and changes, if necessary, to these costs will be provided. Field activities will be scheduled upon authorization. Laboratory analysis will be completed on a standard 10-business day turnaround. The report will be provided within 5-business days of receipt of laboratory results. Project completion is anticipated to be six weeks from authorization.
