AN ORDINANCE APPROPRIATING $14,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE SUPPORT OF A NEIGHBORHOOD CLEAN -UP CREW TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND MAYOR'S ENVIRONMENTAL/ACTION CENTER. STATEMENT OF PURPOSE AND INTENT: The government of the City of South Bend, in partnership with the City's private sector and residents, is committed to the goal of improving the "quality of life" in the City, its neighborhoods, and for its residents. As part of this commitment to a comprehensive community development and improvement program, the City of South Bend through its Division of Community Development has applied for and received the approval of the 'United States Department of Housing and Urban Development to expend $3,881,000..00 in the execution of certain public works, park improvement, housing, code enforcement /demolition, and public service project activities. Funds are required by the Division of Community Development for the support of a two member Neighborhood Clean -Up Crew to clean publicly and privately -owned properties in Community Development Neighborhood Strategy Areas as part of Community Development's overall neighborhood improvement strategy. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $14,000.0o is hereby appropriated for the program year starting July 5, 1979 from the Community Block Grant Fund (Program Year 1979.) This appropriation is to be administered by the Division of Community Development and Mayor's Environmental /Action Center, as set forth below: PROGRAM CD -79 -205 COMMUNITY DEVELOPMENT PROGRAM Purpose Amount Two Member Community Development Neighborhood Clean -Up Crew $ 14,000.00 TOTAL: $ 14,000.00 SECTION II. These funds would be used to support two members of the Neighbor- hood-Clean-Up Crew. As you know, this isa new program recently established by the City to impact and improve its neighborhoods. Because it is the intent of the Division of Community Development to address specific needs within the Community Development Neighborhood Strategy Areas, we propose to fund two members of the crew to be assigned solely to CD NSA's. The crew members will clean publicly and privately -owned properties in an effort to stem deterioriation as a result of identified existing unsightly properties. Any monies recouped from citizens charged for the services, shall be returned to the Community Development fund. The following budget will be required to support the two crew members from approximately August 1, 1980, through December 31, 1980.
