Committee Chair Troy Warner called to order the Community Investment Committee meeting at
5 :00 P.M.
Committee Chair Warner advised Citizen member Thomas Gryp that he will need to abstain from
voting until the Committee can determine if he has attended meetings virtually more than twice
(2).

Recycling Operation License for Alternative Two (2), LLC (Substitute)
Michelle Adams , Administor, Department of Community Investment, with offices on the 14 th
floor of the County-City Building , South Bend, IN 46601 , presented Bill No . 25-2 7. Bill No . 25-

27 is a resolution that would approve a scrap metal dealer license renewal per section 4-51 of the
Municipal Code for Alternative 2, LLC, located at 700 West Chippewa Avenue, South Bend, IN
46614. At that time, Bill No. 25-27 was tabled because a question had arisen about the status of
their business license , which has since been resolved with the Indiana Secretary of State. Michelle
Adams stated that her Department will also check this in the future with every scrap metal dealer
applicant to ensure that their status is active. She went on to mention that her Department will
verify through the Indiana Department of Environmental Management (IDEM) and the
Environmental Protection Agency (EPA) that there aren't any environmental issues that would
prevent them from issuing a license.
Committee Chair Warner asked if the wording had changed on Bill No. 25-2 7 or if the only thing
added was the up to date certificate of organization from the Secretary of States' website.
Michelle Adams answered that the wording had not changed and that the only items added was

Committee Vice Chair Karen L. White asked how long the business ha s been active.
Michelle Adams stated that she would find out for the full Council meeting at 7:00 P.M.
Committee Vice Chair White thanked the presenter and expressed her gratitude.
Committee Member Sherry Bolden-Simpson asked if the applicant mentioned why they let their
license lapse.
Michelle Adams stated that most businesses are not aware that when they file for incorporation
that they must renew bi-annually , and she has begun a process to remind local businesses of this
requirement.
Committee C hair Warner held the public hearing, and nobody spoke.
Committee Member Gooden-Rodgers mo ve d to send Bill No . 25 -2 7 to the Full Council with a
favorable recommendation , which was seconded by Committee Vice Chair White and carried by
a vote of five (5) ayes.
