The City of South Bend has existing sanitary sewers ranging in size from 8-inch to 36-inch along Main Street and Michigan Street, as well as an existing 6-inch water main along Madison Street. American Structurepoint was requested to provide a proposal for site design, sanitary evaluation and lining, water main design, and utility coordination services to upgrade and relocate existing utilities within the Madison Lifestyle District Phase I area. The proposed scope of services to be provided is summarized below. Scope of Services The proposed scope for Amendment 6 is as follows: I. Topographic Survey American Structurepoint will prepare a Topographic Survey for the site including the following: A. Survey crews shall have unrestricted access to project limits B. Establish horizontal & vertical control 1. Provide 3-point reference ties for control points 2. Set temporary benchmarks on site for use during construction C. Select topographic survey with 50-foot grid 1. Show spot elevations to the nearest 0.01 foot 2. Provide the location, size and elevation of all improvements within the survey limits Mr. Zach Hurst April 17, 2025 Page 2 2024.00254 3. Plot the location of storm drainage structures, sanitary structures, roads, driveways, edges of curbs, parking areas, walks, edge of water, drainage ways, fencing, etc. 4. Provide the location and size of individual trees outside of wooded areas larger than 8” DBH within the survey limits 5. Plot the location of the drip line of all groups of tree and vegetation where locating individual trees is not feasible 6. Measure finish floor elevation at each entrance and exit of existing building(s) within the survey limits D. Provide location, size, depth, material and direction of flow for sanitary and storm sewers serving or on the site E. Locate aboveground evidence of utilities on site, plus marks made on the ground by local utility companies (One Call). One Call will only locate utilities within the public right-of-way or within recorded easements F. CAD Drafting and creation of a TIN and contours (1-foot contour interval) G. Land Surveyors review H. Land Surveyor review and deed/parcel plot based on limited research obtained from the County Recorder’s Office 1. Property lines of adjoining parcels and right-of-way lines adjoining roads will be plotted on the Survey 2. Communicate and confirm locations of utilities present in the project area B. Verification and Conflict Analysis Stage 1. Verify horizontal and vertical locations of utilities present in the project area and identify conflicts with proposed project work C. Development Loadings Coordination 1. Confirm projected water, sewer, electrical, gas, and HVAC loadings for Phase 1 site development with MEP Subconsultant. 2. Communicate future loading projections with relevant utility providers. Confirm utility capacity for future loading projections. D. Work Plan Stage 1. Coordinate utility upsizing and relocation plans and schedules with the utilities in conflict 2. Review work plans for conflicts with existing utilities or other relocation plans 3. Conduct a Utility Coordination Meeting to discuss final work plans and schedules E. Preparation and attendance for up to four virtual general project coordination meetings with City, Phase 1 Site Design Consultant, and Mechanical, Electrical, and Plumbing (MEP) Subconsultant III. Sanitary Sewer Evaluation and Rehabilitation Design American Structurepoint shall provide professional engineering services for review of Closed-Circuit Television (CCTV) footage and recommendations for lining sewers along Main Street and Michigan Street. Professional services for the sanitary evaluation and lining shall include the following: A. Meetings 1. Virtual Kickoff Meeting 2. Virtual meeting to review CCTV results and recommendations with City of South Bend 3. Virtual 50% Design Review meeting with City of South Bend 4. Virtual 90% Design Review meeting with City of South Bend B. CCTV Review and Recommendations 1. Review CCTV provided by City of South Bend for the following sanitary sewer segments: a. Approximately 500 lineal feet (LFT) of 20-inch sanitary sewer along Main Street between Marion Street and Madison Street Mr. Zach Hurst April 17, 2025 Page 4 2024.00254 b. Approximately 500 LFT of 8-inch sanitary sewer along Main Street between Madison Street and Lasalle Avenue c. Approximately 925 LFT of 8-inch sanitary sewer along Michigan Street between Marion Street and Lasalle Avenue d. Approximately 1,000 LFT of 36-inch sanitary sewer along Michigan Street between Marion Street and Lasalle Avenue 2. Based on results of CCTV Review: a. Determine alternatives to correct structural and infiltration and inflow (I&I) defects observed during CCTV review b. Develop a priority rating grade for each sewer segment and manhole and assign priority score to each sewer segment based on condition, risk of failure, and I&I contribution c. Determine pipe rehabilitation alternates including cured-in-place pipe lining, root removal, heavy cleaning, and grouting. d. Determine manhole rehabilitation alternates including injection chemical grouting, cementitious and/or epoxy lining, bench repair or replacement, manhole frame and cover replacement, and replacement of adjusting rings or cone. C. 50% Design Submittal to include the following: 1. 50% Design Drawings to include: a. Title Sheet b. Index Sheet c. Control Points d. General Notes e. Sanitary Sewer Plan f. Sanitary Sewer Standard Details 2. Opinion of Probable Construction Cost (OPCC) at a Class 3 per American Association of Cost Engineering (AACE) 3. Professional services for the water main design shall include the following: A. General 1. Identify any variances from Indiana Administrative Code and the City of South Bend Standards. B. Meetings 1. Virtual Kickoff Meeting 2. Virtual 50% Design review meeting with the City of South Bend 3. Virtual 90% Design review meeting with the City of South Bend C. 50% Design Submittal to include the following: 1. 50% Design Drawings to include: a. Title Sheet b. Index Sheet c. Control Points d. Maintenance of Traffic Design American Structurepoint shall develop maintenance of traffic plans for 50%, 90%, and 100% submittals as necessary for work associated with the water main extension and sanitary sewer lining activities on W. Marion Street, N. Main Street, W. Madison Street, and N. Michigan Street. Design shall be in accordance with the following anticipated water extension and sewer lining activities. 1. Sanitary Evaluation and Lining a. No open cutting will be associated with the sanitary evaluation and lining. Work to occur from manhole access points. Work can occur with traffic shifted away from access points and will not require full road closure. b. Maintaining through traffic is expected along Main St. from Marion St. to Lasalle Ave and for the crossroads of Madison St. and Lasalle Ave. A road closure on Marion St. for eastbound movements to Main St. is anticipated. c. Maintaining through traffic is expected along Michigan St. from Marion St. to Lasalle Ave. A road closure on Madison St. for eastbound movements from Michigan St. is anticipated. d. A single phase maintenance of traffic plan is expected along Main Street while multiple maintenance of traffic plan phases are anticipated along Michigan St. for each sanitary line. e. Pedestrian detours are anticipated at the intersections of Main St./Lasalle Ave and Michigan St./Lasalle Ave. 2. Water Main Extension a. Full intersection closures at Main St./Madison St. & Michigan St/Madison St. are anticipated. Intersections are not required to be closed at the same time. b. With intersection closure at Main St. and Michigan St., separate pedestrian detour routes are anticipated. c. With the intersection closure at Main St./Madison St. the City will allow detouring traffic from a state route onto local a roadway. American Structurepoint shall develop pedestrian maintenance of traffic plans for 50%, 90%, and 100% submittals as necessary for work associated with the pedestrian routes impacted by the water main extension and sanitary sewer lining activities on W. Marion Street, N. Main Street, W. Madison Street, and N. Michigan Street. B. INDOT Permitting 1. The Consultant shall coordinate with the INDOT LaPorte District to obtain the necessary INDOT road closure permit required for maintenance of traffic on SR933. Any fees associated with INDOT permitting to be reimbursed by the City of South Bend. C. Stakeholder Meetings American Structurepoint shall, as needed, make arrangements for and attend meetings in cooperation with the LPA, local officials, INDOT officials, planning agencies or commissions, and civic organizations for appropriate project coordination with the local stakeholders and the community. American Structurepoint will prepare meeting minutes and letter responses to questions as needed. The following meetings are included in this scope. 1. Two (2) progress meetings with the City of South Bend VI. Civil Engineering Services American Structurepoint shall provide professional engineering services for the repair and replacement of pavement for the approximately 450 lineal feet (LFT) of water main installation along Madison Street from Main Street to Michigan Street. Professional services for pavement restoration design shall include the following: A. General 1. Pavement section will be based on existing City standard pavement sections or existing pavement sections, whichever is greater. 2. No open cutting Is anticipated for sanitary sewer repairs and pavement restoration design is limited to water main only. B. Meetings 1. Virtual Kickoff Meeting 2. Virtual 50% Design review meeting with the City of South Bend 3. Virtual 90% Design review meeting with the City of South Bend C. 50% Design Submittal to include the following: 1. 50% Design Drawings to include: a. Pavement Demolition Plan b. Pavement Replacement Site Plan c. Grading Plan d. Pavement Striping Plan (if necessary to replace existing striping) e. Erosion Control Plan f. Erosion Control Details g. Construction Details necessary to construct the above items 2. Specification Table of Contents D. 90% Design Submittal to include the following: 1. 90% Design Drawings to include: a. Assist with Addenda preparation as required D. Review and evaluation of water main and sanitary sewer rehabilitation bids E. Shop drawing review: Receive and review up to twelve shop drawing submittals as required by the Contract Documents. F. Request For Information (RFI): Receive and review up to eight RFIs as they relate to the water main and sanitary sewer work. G. As-Built Submission: Compile and submit pdf as-builts using redline information provided by the Contractor. Submit a shapefile compatible with GIS of the water main and sanitary sewer alignment. Assumptions/Exclusions A. Any identified utility relocation reimbursement will be paid for by the City of South Bend. B. Construction coordination for utility relocation is not included. C. City of South Bend will provide CCTV for sanitary sewer rehabilitation review. D. Sanitary sewer rehabilitation plans will not require open cut nor profiles. E. Sanitary sewer rehabilitation will not require an IDEM Sanitary Sewer Construction permit. F. Phase 1 site development utility loadings to be provided by MEP Subconsultant. G. The total disturbance area for water main upsizing and sanitary sewer rehabilitation will be under 1 acre and a Construction Stormwater General Permit will not be required. H. Pressure testing and hydraulic modeling to determine water main sizing is not included. L. Water quality modeling to determine impacts of upsizing the water main is not required. M. Any additional permits outside of the IDEM Notice of Intent to Construction a Water Main are not required. P. Construction Inspection Services are not included. Q. Construction Testing Services are not included. R. Temporary Signal Design is not included. S. Detour Route Design is not included. T. Road and Roundabout Design and Plan Development is not included. U. Traffic data collection, traffic analysis, and traffic signal design is not included. V. Services resulting from changes of scope or magnitude of project as described above are not included.
