Introduction:
The South Bend Fire Department has prepared the following report to be filed with the office
of the City Clerk on or before June 151, 2025,per City Ordinance No. 9887-08.
What follows is a summary of 2024 ambulance/medical service activity by amount billed,
amount collected, amount in collection, and if any lawsuits have been filed against the Fire
Department. Once per year the Fire Chief may adjust the Ambulance User Fees in line with
the Centers for Medicare and Medicaid Services published maximum allowable rates. This
report serves to notify the City Council, and the current rates will be on display within our
offices.
Ambulance Runs by Unit:
For the calendar year 2024 the five city ambulances responded to 20,782 calls for service.
This includes transport to the hospital, fires, refusals of treatment, etc. The following chart
lists calls per ambulance, as well as calls by Paramedic Chase cars and two ambulances
sponsored by Saint Joseph County covering unincorporated areas.

As of December 31, 2024, the following amounts have been billed and collected:

In 2024 we placed $1,105,658.07 charges in collections and received $202,543.65 total.
City EMS calls totaled $175,586.51 for St. Joseph County runs totaled $26,957.14 from
the collection agency.
Legal Activity:
No lawsuits were filed against the Fire Department in 2024.

2025 Ambulance User Fee Recommendation:
South Bend Ordinance No.9887-08 requires the Fire Department to inform the Council when
there are changes to ambulance user fees. The fees below have been calculated using 2025
CMS allowable rates.

Providing Emergency Medical Services to our community is a defining achievement for the
South Bend Fire Department and a great source of pride. Our EMS services consistently rank
