bid to you in the amount of $2.09 per lb. Dry Polymer Flocculent; Total $83,600 for a One (1)
Year Contract. Enclosed please find a signed Bid/Proposal form.
Please forward the following documents in one submittal by June 10, 2025 to my
attention for Board of Public Works approval at hhorvath@southbendin.gov:
1)One (1) signed original of the Public Works Contract (enclosed)

The Divisions of Engineering and Wastewater has reviewed the subject Waste Treatment
Chemicals Wastewater 2025-2026 bids and provides its recommendations as noted below for the
Board of Public Works review.
Bid Review Comments:
The bids submitted by GCI Wastewater Treatment and Polydyne, Inc. were reviewed by Engineer
and Wastewater personnel.
Polydyne, Inc. is a dry polymer flocculent manufacturer and produces their dry polymer
domestically, and Polydyne submitted a complete bid.
GCI Wastewater Treatment is a supplier that obtains its dry polymer flocculent product listed as
“Dry Polymer DCF-494” as a local distributor for the manufacturer. GCI Wastewater Treatment
submitted product data that did not provide the product manufacturer’s name or correct product
trade name in the bid documents.
Upon review, City Engineer staff conducted phone interviews with both GCI Wastewater Solutions
and Kemira Water Solutions (company named as the polymer supplier in phone conversation).
According to GCI Wastewater Solutions, the dry polymer flocculent is produced domestically and
would be shipped from a warehouse in Allentown, Pennsylvania. After researching and contacting
Kemira Water Solutions (Kemira), the City learned that Kemira does not produce the dry polymer
flocculent in the United States. The product is produced in Bradford, United Kingdom and Italy.
Orders are shipped from Europe to the United States and stored in a local US Warehouse for
distribution to customers. In addition, the City learned that Kemira does not produce “Dry Polymer
DCF-494”. Kemira believes that the product referenced by GCI Wastewater Treatment was
referencing Superfloc C-494. This product is still being produced at Bradford, United Kingdom and
Italy production facilities. However, the product is now under the direction of a company called
Sterling. This leads our Engineering and Wastewater Teams to believe that there were a number of
concerns with the dry polymer flocculent product submitted by GCI Wastewater Treatment. The
overseas supply chain and limited availability of the product in the United States (currently only 625
kg per Kemira product representatives per phone call on 05/20/2025), remains a concern for our
Wastewater Operations Team.
Wastewater and Engineering recommend that the Board of Public Works award the bid to
Polydyne, Inc., both a local manufacturer and domestic supplier of the dry polymer flocculent
product.

The Division of Wastewater and Division of Engineering recommends the award of the Unit Price
Bids for dry polymer flocculent to:

Polydyne, Inc. (Riceboro, Georgia) Unit Price: $2.09 per Pound
The Division of Wastewater would like to encourage further bench testing in the future with the
dry polymer product suppliers in late 2025. Dry polymer will see heavier dosing and usage in the
future with the higher dosing required for two (2) Gravity Belt Thickeners (slated for installation
in early 2026).

PUBLIC WORKS CONTRACT
This Agreement is made and entered into this 27th Day of May, 2025, by and between Polydyne
Inc.., (the “Contractor”), and the Board of Public Works (the "Board”).
The Contractor covenants and agrees to make the following improvement, as fully set out in the
Request for Quotations, Standard Specifications, Special Provisions, Plans, and Bid Proposals, all
of which are set forth as a part of this Contract, for:
DESCRIPTION: WASTEWATER TREATMENT CHEMICALS – WASTEWATER
2025-2026
COMPLETION DATE: SEE SPECIFICATIONS
AMOUNT: $2.09 PER LB.; TOTAL $83,600 FOR ONE YEAR CONTRACT
FUNDING: 641-06-605-514-422012
The unit prices for this improvement were those prices as received and accepted by the Board on
the 27th Day of May, 2025.
The Contractor further agrees to notify the assigned Engineer when this improvement is
completed. This notification shall be in the form of a Project Completion Affidavit, signed by the
Contractor. Upon final acceptance of the improvement by the Engineer, the Contractor’s final
estimate will be presented to the Board for final Payment with one (1) copy of the Project
Completion Affidavit and one (1) copy of a Waiver of Lien.
Each of the Parties, by signing below, represents and warrants to the other Party that he/she/it has
the authority to bind the named person or entity to this Agreement.
