A thorough understanding of construction plans and specifications before and during the project is essential to execute the design properly. If design questions arise, we can directly consult the designer if preferred. Should any errors be identified during the project, the City Engineer and Area Engineer will be immediately notified for prompt resolution. Any changes to the design will require approval from both the City and Area Engineers. CHALLENGES Each project presents unique challenges. This project impacts some neighborhoods where children will be present. Mail and package delivery, as well as trash collection and other city services, will be impacted. The construction inspection team will need to ensure that unnecessary impacts are not made to vital services. As the neighborhoods will be experiencing inconvenience for area residents, maintenance of traffic will be very important and could likely change very often. On this type of project, it should be closely monitored to ensure safety for the entire period. Additionally, the project may require clearing the right-of-way near homes and busy streets. SJCA will ensure all tree removal is completed in a safe manner, during the inactive season for the Indiana Bat. We will also ensure that the contractor remains respectful to adjacent property owners by staying within right-of-way limits. The items mentioned in this section should be addressed during the preconstruction conference as well as the biweekly progress meetings. However, the construction inspection team should work with the contractor daily to ensure that these items remain at a minimum tolerable level for all involved. Crosswalks to be restriped. Obstructions in sidewalk checked for ADA compliance. Ramps to be replaced to ADA standards. Sidewalks to be checked for ADA cross-slope. Crosswalks to be placed where none exist. 7PROJECT MANAGER PROJECT TEAM PROJECT APPROACH PROJECT EXPERIENCE PROJECT APPROACH SJCA INC | CITY OF SOUTH BEND RFP | CONSTRUCTION INSPECTION | KENNEDY ACADEMY UTILITIES This project has several utilities that are likely to present issues. Even with pre-project utility movement, there will likely be utilities that were not moved promptly or are completely unexpected. Therefore, the inspection team will need to maintain close contact with the LPA, INDOT, and utility companies to ensure that utility issues are dealt with in a prompt and safe fashion. Also, it will be necessary to confirm that the contractor is up to date with having utilities marked at work locations with the proper frequency. This will help avoid project delays and the disruption of vital utility services. SAFETY On-site safety is SJCA’s highest priority. Any unsafe practices observed will be documented and stopped immediately. If necessary, the City and/or Area Engineer will be notified. Environmental concerns, such as dust and stormwater leaving the job site, will also be monitored. At the end of each workday, the site will be checked for cleanliness and hazards to ensure public safety during off-hours. All personnel to be assigned to this project are familiar with INDOT’s latest record-keeping program, current standard specifications, testing frequency requirements, and stormwater control measures. Heavy foot traffic can be anticipated and utility adjustment may be needed near this recreational water park in the neighborhood. Removal of tripping hazards. Replacement of sidewalk and ramps. Replacement of damaged sidewalk. Coordination with utilities for new sidewalk. Ramps and crosswalks to be updated. 8PROJECT MANAGER PROJECT TEAM PROJECT APPROACH PROJECT EXPERIENCE PROJECT APPROACH SJCA INC | CITY OF SOUTH BEND RFP | CONSTRUCTION INSPECTION | KENNEDY ACADEMY COMMUNICATION Communication protocols will be established in the preconstruction conference, per INDOT standard specifications. Daily reports and pay items will be submitted through INDOT- provided record-keeping software. Bi-weekly progress meetings will be held with the LPA, INDOT, and the prime contractor to keep all parties informed and allow for discussion of any concerns. If an issue arises that requires communication with the Area Engineer, an email will be sent (copying the City Engineer). Written and photographic records will be maintained throughout the project and made available as needed, including at project closeout. Pre-Construction Review We will conduct a thorough review of project plans and specifications, ensuring all necessary permits and traffic control plans are in place and coordinated with local authorities (e.g., law enforcement, fire protection, EMS, and school transportation). Coordination with affected utility companies will also be confirmed. Site Preparation Inspection Traffic control installations will be verified, including signage indicating the approximate date work will begin. All traffic control signs and barricades will be installed per specifications. MAINTENANCE OF TRAFFIC & PUBLIC INVOLVEMENT Maintaining access to local traffic is a priority, and accessibility to properties is critical for surrounding owners. SJCA personnel are experienced with this type of issue and will ensure all parties are heard and their concerns are balanced. Key SJCA personnel will attend public meetings as requested. We welcome the City Engineer’s involvement at every stage of this project, though we recognize that this will be one of many projects on the engineer's agenda. We will provide regular progress reports and be readily available to address any questions. When necessary, we will notify the City Engineer of issues requiring input via phone or email, based on the engineer's preference. Quality Assurance and Material Verification All materials will be monitored, tested, and certified (or otherwise ensured to meet) the appropriate INDOT and local standards at required frequencies as specified in contract documents. Testing will be performed at a frequency equal to or greater than that required by FHWA, INDOT, and local standards. Any deviations or rework will be documented. We will observe and document each project component using INDOT’s most recent software, along with any additional documentation required by the City of South Bend. Only qualified personnel will oversee each project phase. Any SJCA or subconsultant personnel who are not fully qualified for a particular task will work under the supervision of fully qualified staff at no additional expense to the city. CLOSEOUT To facilitate a seamless closeout process, the contractor and inspection team will agree on production and material quantities daily throughout construction. Once the contract is physically complete, the SJCA Project Engineer, Manager, and Supervisor (PEMS) will provide the prime contractor with a detailed punch list of any corrective actions required, if necessary, and verify completion to the PEMS’s satisfaction before requesting a pre-final inspection by INDOT and local authorities. After the pre-final inspection, the PEMS will conduct a final inspection, ensuring that all punch list items noted by FHWA, INDOT, and the City Engineer have been resolved. This bridge was unique in that the county desired to retain the existing substructure. However, due to the substructure’s age, weight restrictions became a key concern. To address this, it was necessary to use lightweight concrete suitable for a bridge deck application. This challenge required our construction department to work closely with the design team to ensure a thorough understanding of lightweight concrete’s unique characteristics and the special testing requirements involved. This collaboration was critical to the project’s success, ensuring the bridge met both structural integrity and safety standards. LOWER FALL CREEK TRAIL PHASE II SJCA served as the prime consultant for the Construction Inspection of the Lower Fall Creek Trail Phase II project in Indianapolis. As is often the case with trail projects, this one presented a number of unique challenges, particularly with utility coordination and unforeseen issues that arose during construction. Our team had to navigate various complexities, including working closely with utilities and resolving coordination challenges. Additionally, the project required effective communication with a diverse set of residents and property owners adjacent to the trail, each with their own concerns and personalities. HANCOCK COUNTY BRIDGE 36 SJCA served as the prime consultant for the construction inspection of Hancock County Bridge 36, located in eastern Hancock County. This project involved the demolition of the existing bridge, while carefully maintaining environmental sensitivity throughout the process, followed by the construction of a new three-span slab-top structure. One of the critical challenges was minimizing the bridge’s closure time, as the project needed to be completed between the local agricultural community’s planting and harvest seasons. Our team successfully managed this timeline, ensuring minimal disruption to the community while delivering a quality infrastructure solution. 10PROJECT MANAGER PROJECT TEAM PROJECT APPROACH PROJECT EXPERIENCE PROJECT EXPERIENCE SJCA INC | CITY OF SOUTH BEND RFP | CONSTRUCTION INSPECTION | KENNEDY ACADEMY I-65/I-70 NORTH SPLIT RECONSTRUCTION SJCA had inspectors on the I-65/I-70 North Split project in Indianapolis beginning in December 2020. Our inspectors and engineers were able to add to their skills and knowledge base on this large-scale project. They performed inspections for many different types of construction disciplines. Long hours and the necessity to move quickly from one construction discipline to another were challenges that the inspection team met with confidence. MARQUETTE MULTI-USE TRAIL SJCA was the prime consultant for the construction inspection for the Marquette Multi-Use Trail located in LaPorte County, Indiana in the town of Michiana Shores. This project posed significant challenges due to the extensive tree removal required, all of which had to be completed within a highly compressed timeline, requiring our inspection staff to be able to disseminate between multiple removal items. There were four trees that the contractor did not necessarily agree with. However, due to a strong desire to protect our client's best interest, we were able to work with the design team and determine that these items were indeed correct in the contract documents. Therefore, our client was not required to stand for an extremely large change order. I-69 FINISH LINE SJCA provided construction inspection personnel for the I-69 Finish Line project, which completed the final connection between Indianapolis and Evansville, Indiana via Interstate. This significant infrastructure project allowed our construction staff to enhance their skills across multiple aspects of construction inspection. The fast-paced nature of the project required our team to perform a wide variety of inspection tasks daily, while simultaneously maintaining meticulous records and upholding strong public relations. This experience further strengthened our team’s capability to deliver high-quality inspection services under challenging conditions.
