As such, we are lucky to have a full-time dedicated safety professional, Phil Yrjanson, that works with our Indiana team. Phil’s responsibility is to visit project sites and work with our teams on injury and accident prevention. He also leads our monthly targeted field safety training. In recent months he or our staff have noted several deficient items in the field and shared those lessons learned with the entire staff in order to raise awareness. Some examples include: • Alerted a contractor that their workers were performing hot welding while standing on a gas line attached to a bridge. • Noted several instances of inconsistent use of PPE and emphasizing to wear the same PPE as the worker performing the task or move to a safe location outside the work zone. • Alerted contractor to loose handrail that had an insufficient nail pattern. New ramps planned at Bertrand and Fremont City of South Bend » Safe Routes to School » Construction Inspection PROJECT APPROACH Coordinating traffic flow necessary on local streets, alleys and drives PROJECT UNDERSTANDING We have completed a recent site visit of the proposed project location and also reviewed the most recent set of design plans. In addition to the construction of 20 curb ramps at various intersections near Kennedy Academy, this Safe Routes to School project will also replace approximately 900 feet of deteriorated or substandard sidewalk. Existing alley approaches and residential driveways will be reconstructed within the project limits to further provide safe walking access throughout the corridor. A total of 29 residential drives and 21 alley approaches will be reconstructed. Olive Street Fremont Street 6City of South Bend » Safe Routes to School » Construction Inspection MAINTENANCE OF TRAFFIC Challenge In many locations sidewalk and ramps will be replaced on both sides of the street. Pedestrian detour routes will be changed frequently to accommodate ongoing construction as work often progresses one block at a time. Solution DLZ will request and review the contractor’s schedule early to verify construction is sequenced in accordance with the project plans and Contract Information Book. Our team will closely monitor pedestrian detours to confirm they are set up correctly, maintained during construction, and efficiently moved to the next location. Pedestrian traffic will be routed to one side while the opposite side is under construction SITE CONSIDERATIONS & CHALLENGES After a recent site visit, we have a thorough understanding of the requirements of this project and the City’s expectations. With a targeted November 2025 letting date, DLZ anticipates that construction activities will begin in the Spring of 2026 and should be complete prior to school beginning in August. Our experience on similar projects tells us that the “best laid plans often go awry.” Even with the most thorough project planning and scrutinized design, unknown conditions can arise and must be addressed. Identifying these risks early, being prepared to act, and having a direct link to design resources will allow us to quickly identify, evaluate, and implement and necessary field changes. SCHOOL DROP-OFF AND PICK-UP Challenge Construction near schools will always present challenges due to construction conditions and the curiosity of kids. Closely following the Maintenance of Traffic plans, providing clearly defined pedestrian detours, and maintaining a safe construction area will be important to the overall safety of everyone. Solution Though direct impacts to Kennedy Academy will be minor during construction, walking along the Goodland Avenue, Bertrand Street, Freemont Street and N. Johnson Street corridors will impact children walking to Kennedy Academy. Steve Menis will meet with school officials at Kennedy Academy to discuss areas that will be under construction and allow the school to address safety and staying away from the work areas with the students. Safe walking routes will be maintained for Kennedy Academy CITY OF SOUTH BEND PROJECT ENGINEER Steve Menis Schedule and facilitate meetings for all stakeholders, including progress meetings. Clearly communicate through meeting minutes/summaries and time-critical action items. Return phone calls and emails the same business day or within 24 hours. Establish and confirm expectations and goals early in the planning/design process. COMMUNICATION PLAN 7City of South Bend » Safe Routes to School » Construction Inspection Existing electric pole at the southeast corner of Bertand and Fremont FIELD ADJUSTMENTS WITHIN RIGHT-OF-WAY CONSTRAINTS Challenge The plans detail the proposed construction at multiple intersections along Goodland Avenue, Fremont Street, Bertrand Street, Longley Avenue, and N. Johnson Street. Based on existing locations of fire hydrants, power poles, storm drains, trees, etc., further details for the relocation or protection of facilities may be required. Minor field adjustments to sidewalk/ramps is often required to avoid unnecessarily removing trees that are in conflict. Solution Our team is experienced in the inspection of new sidewalk and trail systems, particularly in urban areas, that retrofit existing or are built adjacent to constrained elevations or permanent features. We understand that field changes are inevitable. We will work closely with the contractor, and our design group, to verify that any needed changes meet the intent of the plans, meet ADA regulations, and are evaluated with full consideration of any added costs.INDOT LAPORTE DISTRICT Steve Hauersperger COMMUNICATION WITH STAKEHOLDERS Challenge Construction of the SRTS project will affect Kennedy Academy and numerous adjacent property owners. School officials, parents, and adjacent property owners are concerned about issues such as immediate access, how they will reach their home or business, etc. Communicating logistical details daily and to all parties can quickly become a complex effort. Solution DLZ knows that the City is our most important stakeholder and we will coordinate with other stakeholders based on a plan that is approved by the City. But our overall goal is to be your least concern and work directly with the contractor and stakeholders to communicate the important messages seamlessly. Schedule DLZ will work tirelessly with the contractor to keep the project on schedule, but we will not sacrifice the quality of construction to maintain schedule. Team Compliance with ADA Experience DLZ has experience with the successful construction of various projects that accommodate ADA compliant facilities. Small tweaks to sidewalk, and ramp cross- slopes can push grades out of compliance. We have proven inspection techniques to help reduce these risks. Teamwork The DLZ Team will function as an extension of your staff, all working toward the common goal of a successful project. Cost Control The DLZ Team will be constantly vigilant for cost saving opportunities on the project. This can be accomplished through various avenues including value added opportunities, change order management, identifying potential issues prior to causing a delay, and managing inspection staffing levels. 9City of South Bend » Safe Routes to School » Construction Inspection Monroe Primary/Studebaker Elementary SRTS » South Bend, Indiana DLZ provided project management, construction inspection, and administration services to replace over 4,500 square yards of concrete sidewalk and curb ramps at approximately 100 intersections in the City of South Bend. This project included replacing selected sections of sidewalk and curb ramps within the general areas of Monroe Primary Center and Studebaker Elementary School. Significant field coordination was necessary to adjust the concrete removal limits to maximize the sidewalk replacement and control the project quantities. Grades and elevations of the newly constructed elements were monitored to confirm they met current ADA standards. Nearly 5,800 linear feet of curb was replaced throughout this project to allow for proper construction of the new curb ramps. Stellar Trail » North Liberty, Indiana Construction engineering services were provided for the construction of a new 4,600-foot asphalt trail that connects Tamarack Trail to School Trail. A 400-foot boardwalk was constructed along an existing wetland area just east of North Liberty School. The boardwalk consisted of helical piles, concrete end bents, and treated lumber. Construction of the project also included subgrade treatment, compacted aggregate, and seeding. Coordination for the project included maintenance of traffic, staging of construction, construction schedule, and material testing. EXPERIENCE Wrenwood Trail » North Liberty, Indiana DLZ provided construction engineering services for the construction of a new asphalt trail from North Liberty School to the Potato Creek Crossing Subdivision. A new 70’-2” Pre-Engineered Steel Truss Bridge was constructed over Potato Creek. The bridge consisted of steel piling, concrete end bents and reinforced concrete bridge approaches. Construction of the project also included subgrade treatment, compacted aggregate, curb ramp, and landscaping. Coordination for the project included maintenance of traffic, staging of construction, construction schedule, and material testing. LaSalle Trail, Phase III » St. Joseph County, Indiana DLZ provided construction engineering services for the extension of the LaSalle Trail shared use path from Auten Road to the Indiana/Michigan State Line. Work included construction of ADA compliant infrastructure with trail being 10 feet wide and hard- surfaced concrete pavement with 2-foot shoulders. The length of the path is 5,700 feet. The path follows the alignment on the existing former railroad bed and aligns with the trail from the previous phase, LaSalle Trail Phase II. Coordination was required to align the path from the south side of State Line Road to the north side with the existing IN-MI River Valley Trail. City of South Bend » Safe Routes to School » Construction Inspection 10 11City of South Bend » Safe Routes to School » Construction Inspection R-34699 Safe Routes to School Project » Mishawaka, Indiana INDOT Contract R-34699, was a Safe Routes to School project in Mishawaka, Indiana. Curb ramps and sidewalks along various streets near Battell Elementary School were upgraded per current ADA requirements. Several streets within the project limits had very steep grades, which required additional construction engineering and field adjustments to be made. Besides coordinating with local residents and businesses, additional coordination was performed so the project would not interfere with school. Tamarack Trail » North Liberty, Indiana DLZ provided construction administration services to construct a new 4,600-foot asphalt trail from Quinn Road to Wabash Avenue. The trail connects the North Liberty Community Center to the North Liberty Youth League Ballpark along the abandoned railroad corridor (formerly Indiana, Illinois, and Iowa Railroad). Approximately 2,200 feet of woods were cleared as part of the project. Construction of the project also included subgrade treatment, compacted aggregate, and seeding. Coordination for the project included maintenance of traffic, staging of construction, construction schedule, and material testing.
