It is a vital infrastructure improvement that enhances walking routes to and from Kennedy Academy, primarily through the installation of new ADA-compliant sidewalks and curb ramps. These upgrades will significantly benefit students by promoting safe walking and reducing traffic congestion during school drop-off and pick-up times. The project also supports broader community needs by improving accessibility for individuals with disabilities and the elderly, enhancing neighborhood connectivity and mobility. Drawing on our extensive experience, we are well- prepared to anticipate and address challenges that may arise when integrating new curb ramps and sidewalks into existing infrastructure. The project area is a predominantly residential neighborhood bounded by Lincoln Way West to the north, Birdsell Street to the east, Orange Street to the south, and Bendix Drive to the west. Key construction components include the removal and replacement of deteriorated sidewalks and curb ramps along major pedestrian routes, selective replacement of concrete driveways, full-depth HMA patching, and site restoration, all with the goal of improving safety and accessibility for Kennedy Academy students and the surrounding community. MAINTENANCE OF TRAFFIC While the majority of construction will occur outside the roadway, any necessary impacts to vehicular traffic will be managed through a well-coordinated Maintenance of Traffic (MOT) plan. This plan may include lane restrictions with the use of flaggers, as needed, to ensure safety and minimize disruptions. Maintaining safe and efficient ingress and egress for residents within the project limits is a priority. A pedes- trian detour may be implemented where necessary, supported by clearly placed and compliant signage to guide foot traffic safely around construction zones. We will closely monitor traffic patterns throughout the project to respond swiftly to any emerging issues. Additionally, we will collaborate closely with the contractor to adapt the traffic control plan to the contractor’s means and methods, ensuring that any modifications are implemented promptly and in accordance with all applicable traffic control standards and regulations. UTILITY COORDINATION Coordination with utilities may be necessary due to the construction limits for the replacement of the curb ramps at various intersections. Our experience has seen the need for either utility pole relocation or holding an existing pole. We will review utility work plans and coordinate early and often to maintain the schedule. Contract R-44776 is currently scheduled for an INDOT letting on August 6, 2025; however, per correspondence with the city, the letting date will be moved to November 2025 with construction in 2026. American Structurepoint has visited the site, and we are excited to have the opportunity to submit this proposal. DETAILED APPROACH We have also developed an approach specifically tailored for this project that includes: • Detailed preconstruction documentation of existing conditions, including photographs. • Constant communication with South Bend residents and businesses near the project site to resolve concerns and/or issues quickly. • Periodic stakeholder meetings throughout construction to verify all current information is available and questions/concerns are addressed. • Coordination and cooperation with local elected officials, South Bend Community School Corporation, and emergency service providers, as well as the postal service and solid waste removal companies. • Review of maintenance-of-traffic and construction plans to identify deficiencies and minimize impact. • Coordination with all community events in the area. • Taking the lead in any utility coordination efforts to resolve utility conflicts quickly to keep the project on schedule (knowing all the local utility company contacts allows us to quickly respond to any issues that arise). • Reviewing erosion and sediment control measures to verify all permits are being satisfied. • Continued effective coordination with the design engineering firm. Our process, in conjunction with regular construction progress meetings, facilitates the thorough planning of construction phasing, verifies that project plans and specifications are adhered to, discusses and mitigates the consequences of unforeseen circumstances, and addresses any unresolved issues. Minutes will be taken for all meetings, with action items and responsible parties identified. We will be vigilant in following up with all parties so that action items are addressed in a timely manner and results are communicated to the owner. MAKING THIS A COMMUNITY PROJECT A well-informed and engaged stakeholder is an asset and plays a key role in the overall success of a project. An early action item for our team will be to develop direct lines of communication with all stakeholders. Based on our previous knowledge and understanding concerning projects of this type, we will accomplish this through: • Personal introductions to adjacent property owners. • Weekly project activity reports. • Progress meetings every two weeks. • One-on-one meetings with interested parties to review plans and project parameters. • Open-door policy for our field office. • Cell phone numbers on business cards. • Meeting with community officials and support agencies to garner buy-in. • Presentations at community or public meetings (as requested). Keeping the community aware of vital construction activities that affect their day-to-day life is crucial. Our Project Supervisor (PS), Rick McVay, will work with all team members to secure the best public image of this project throughout construction. Our team has experience speaking directly with residents; leading public meetings; and creating websites, flyers, mailings, and news releases that enhance public awareness of projects like yours. Another way we’ve been able to gather community support is by holding a “project introduction” cookout. This lets us interact with residents, directly yet informally, and gives them a better understanding of the project and construction process. It also gives the community a close-up view and more positive opinion of our team and the new roadway we’re providing. Such cookouts have proven to be a strong first step toward helping any project run more smoothly. Another effective tool for communicating with the public will be to hold a public information meeting/ groundbreaking ceremony prior to the start of construction. This can be accomplished on site and allows the residents in the area to view the construction plans and meet and obtain contact numbers for the project team. To keep the coordination and communication with the community up to date, we are proposing to take our community involvement efforts to the next level by offering to implement any of the following items or to work with the City of South Bend Officials to develop new innovative outreach efforts. DOOR HANGERS WITH MAGNETS These will be handed out in conjunction with the normal notification letters and contain logos of all involved parties along with contact information. X UPDATES BY PROJECT MANAGER/ENGINEER Using an “X” account (formerly Twitter) established for the project, along with the existing “X” account for your community, we will work with the City of South Bend and the contractor to issue instant updates for short-term closures or accidents and post construction photos. To assist in getting followers to these “X” accounts, the project website can be configured to show both “X” feeds, along with the information and updates typically found on our project websites. Where available, we’ll use other social media channels, such as Facebook, for the same purposes. CUSTOMIZED PROJECT SIGNAGE Similar to signs used on private development projects, the signage for your project will show logos of all involved parties and provide the various website and “X” handles detailed above. DRONE PHOTOGRAPHY With this resource in house we are able to get high resolution site photos before during and post construction. Additionally, we can video the construction process at any point in time to show progress from beginning to end of the construction of a project. GOING ABOVE AND BEYOND In trying to provide the best solutions for the City of South Bend, we provide the following extra services that make a difference. PERSONALIZED PLAN SHEETS We regularly provide pertinent plan sheets with personalized notes that indicate specific features (property lines, old/new driveways, new pavement limits, etc.) for homeowners who have extensive questions. While many residents have likely seen this information prior to construction, this personal touch shows that we take their concerns seriously. “MOWABLE” SLOPES Concerned homeowners often have questions regarding 3:1 mowable slopes. We routinely work with homeowners so they understand what the slopes will look like upon completion of construction. We often assist residents by finding an existing slope in the area that matches the new slope to further illustrate the intentions of the plans. VALUE-ENGINEERED EROSION AND SEDIMENT CONTROL Intelligent implementation of erosion and sediment control (E&SC) measures often provides us with an early opportunity for value engineering. If implemented as per the plans, E&SC measures can often leave areas unprotected or simply be unnecessary. On projects where planned E&SC measures are found to be inadequate, we can make strategic adjustments that, in the end, will help minimize financial impact and make the project more environmentally friendly. SAFE ROUTES TO SCHOOL NEAR LASALLE INTERMEDIATE SOUTH BEND, INDIANA This project involved sidewalk improvements between Lasalle and Marquette School. The improvements consisted of removing and replacing sidewalks, curbs, approaches, curb ramps, sod, trees, pavement marking, and patching. WARRICK COUNTY SAFE ROUTES TO SCHOOL (SRTS) WARRICK COUNTY, INDIANA American Structurepoint provided construction inspection services for the Warrick County SRTS project (R-38918) in Indiana. The project included constructing approximately 1.2 miles of multi-use trail along Vann Road and Casey Road to connect local schools and neighborhoods. Additional improvements included a new trail at Castle North Middle School and 800 feet of sidewalk along State Road 261 to enhance pedestrian access to Castle High School. These enhancements support safer, more accessible routes for students and the community. ADA SIDEWALK AND RAMP CONSTRUCTION MONTICELLO, INDIANA As part of our current LaPorte District on-call contract, this project consisted of the reconstruction of 25 curb ramps at various locations throughout the Towns of North Judson and Argos. Existing curb ramps were removed, and new ADA compliant ramps were installed; components of the work consisted of concrete curb ramp, detectable warning surface, compacted aggregate base, pavement markings, and sod restoration.
