As a South Bend-based firm, with sixty of our nearly two-hundred-and-fifty employees based out of our
downtown South Bend office, Abonmarche is poised and qualified to support the City in this Safe Routes to
School project. It is important to note that Abonmarche played a pivotal design role in the area several
blocks north of Kennedy School at the intersection of Lincolnway West and Olive Streets with respect to
intersection improvements, crosswalk safety, pedestrian improvements, and bike lanes.
As you know, all projects contain challenges and unknowns that must be managed through the construction
inspection process. How Safe Routes to School at Kennedy School is managed is key to controlling the project
construction timeline and budget, as well as ensuring that the projected overall life expectancy of the
improvements are met.
Abonmarche utilizes three key tenants to the process of construction inspection and oversight for our clients:

SENIOR PROJECT ENGINEER
CHAD KNIP, PE
Chad has over 26 years of experience in design and management of civil
engineering projects. He has been involved with several local and Federal Aid
LPA projects that include roadway design, streetscape improvements, water and
sewer design, multi-use paths, and recreational projects.
Chad has prepared various Categorical Exclusions in accordance with the
National Environmental Policy Act (NEPA) for the LPA projects. His involvement
with the document preparation includes evaluating the project and surroundings
and sending Early Coordination packets to the appropriate agencies. A Red Flag
Investigation has been performed for each of the Categorical Exclusions to
identify sensitive areas to investigate in more detail. Each potential alternative for
the projects are analyzed to determine a preferred alternative to investigate
further. The Categorical Exclusions that Chad has performed range for CE Level 1
to CE Level 4.

CONSTRUCTION SERVICES DIRECTOR
ROBERT NICHOLS II
Rob has over 18 years of combined experience serving both public and private
clients. Throughout his career, he has been responsible for the design and
construction administration of projects ranging from $25K to $25 million.
Rob’s specialties include the management of large and complex construction
projects. His experience allows him to provide effective conflict resolution, utility
coordination, schedule management, and oversight of the adherence to project
plans and specifications. In addition to construction, Rob’s experience allows him
to provide design oversight and management of roadway design and layout,
stormwater management, storm sewer, sanitary sewer, water main, traffic signals,
and other roadway safety improvement projects.

CONSTRUCTION MANAGER
JAMES (JD) MCPHAIL
James has over ten years of experience in field operations and construction
oversight. His responsibilities at Abonmarche include construction inspections,
progress meetings, pay estimates, schedule oversight, record keeping,
stakeholder communication, construction staking, utility as-builts, and
construction administration.

La Porte Sidewalk Project - La Porte, IN. James performed the role of primary
construction inspector for this $420,000 sidewalk project over seeing all aspects of
the construction. The project included replacement of over 20 sidewalk ramps and
over 6,500’ of sidewalk.
Fir and Brick Roundabout - Granger, IN. James performed the role of primary
construction inspector for this $880,000 project over seeing all aspects of the
construction and overseeing other inspectors. This project included the construction
of a roundabout at the busy intersection of Fir Road and Brick Road in northern St.
Joseph County to alleviate traffic back ups from the previous 4 way stop
intersection.
Bremen Highway Added-Travel Lanes Project Mishawaka, IN. James performed the
role of primary construction inspector for this $3.5 million project over seeing all
aspects of the construction and overseeing other inspectors.
Mishawaka Sidewalk Replacement Project. JD was the Construction Technician for
this $360,000 CDBG funded project that replaced 2,600 lft of sidewalks in an aging
neighborhood in Mishawaka. The project also included removal and replacement
of twenty (20) sidewalk ramps to comply with ADA standards and included
removing trees that were determined to cause sidewalk upheaval. JD worked with
the City of Mishawaka engineering staff to determine the limits of construction and
worked to save existing residential retaining walls in order to minimize the project
costs while maximizing the amount of sidewalk that was replaced. JD also observed
construction operations, measured and tracked project quantities, reviewed, and
processed pay estimates, processed change orders, led progress meetings, and
prepared final construction records.
Wild Cherry Ridge Roadway Improvements - Mishawaka, IN. James performed the
role of primary construction inspector for this $600,000 project.
CR 17 Improvements - Elkhart County, IN. James performed the role of primary
construction inspector for this $800,000 project that included new roadway
construction , earthwork, and associated improvements.
Southwood Sewer Separation - South Bend, IN. James performed the role of primary
construction inspector for this $2.500,000 project that included new storm sewer and
drainage improvements, utility coordination, and new roadway, curb and
sidewalks.
Mishawaka Traffic Safety Plan & West Vestibule - Mishawaka, IN James performed
the role of primary construction inspector for this $3.2 million project over seeing all
aspects of the construction. This project included the construction of multiple new
parking lots, drop off area, new grand entrance into the school. Ensuring ADA
accessibility and safe traffic routes for all school traffic.

CONSTRUCTION TECHNICIAN
CHAD MARTENSEN
Mr. Martensen has performed construction inspection services and material
testing with Abonmarche on municipal and MDOT roadway construction
projects. Inspection services include HMA paving projects and concrete
replacement. Chad completes paving inspection including depth and grade
checks on cold milling, completing In-Place Nuclear Density Testing during HMA
placement, verifying HMA yield calculations and temperature checks. During
concrete inspection, Mr. Martensen checks forms and elevations on curb and
gutter, sidewalk ramp construction, and performs concrete material testing
utilizing MDOT forms 1999 and 1174. Utilizing FieldBook software on his IDR’s, Chad
reports all HMA paving results, tracks and documents contract quantities and
tracks materials. After joining Abonmarche in 2018, Chad continues to gain
valuable experience that will allow him to contribute construction services for
numerous state and municipal clients.

TRANSPORTATION
US-12 Cold Milling and Resurfacing, City of Saline, Washtenaw County, MI
Mr. Martensen completed construction technician and paving inspection
services on 3.67 miles on US-12. The project included cold milling and HMA
resurfacing, centerline and shoulder corrugations. Mr. Martensen provided
contractor oversight, construction inspection, traffic and safety inspection
measuring and documenting pay items, and performed QA material testing.
HMA paving inspection included collecting HMA tickets and verified yields and
depth checks, laying out and witnessing QC coring sampling, a preparing and
submitting supporting documentation. Mr. Martensen assisted the primary senior
field engineer on this project working completing all project documentation and
testing in accordance with MDOT specifications using FieldBook software for his
IDR.
2018 & 2019 Local Streets Resurfacing Project, Portage, MI
Mr. Martensen is completing lead inspector duties for the City Portage Local
Streets Resurfacing project that combined two (2) fiscal years into one
construction season. The project included sidewalk ramp replacement, utility
replacement, retaining wall construction, and placement of 16,600 tons of HMA
resurfacing. Mr. Martensen completed in-place density Testing on HMA
placement utilized a Troxler density gauge, collected HMA tickets and verified
yields, performed concrete QA testing standard field tests and casting of
concrete cylinders. On full pavement replacement sections on the project, Mr.
Martensen performed in-place density tests to verify compaction efforts on
aggregate base materials met standards and specifications. He completed all
documentation and testing in accordance with MDOT specifications using
FieldBook software for his IDR.
M-51 Two-course Asphalt Resurfacing Project from Indiana State Line to Chestsnut
Lane, Berrien County, MI
Mr. Martensen assisted during HMA paving inspection on M-51 during the paving
operations. The project included cold-milling, two-course asphalt resurfacing,
concrete joint and crack repairs, isolated drainage structure repairs and
replacement, and sidewalk. Mr. Martensen provided inspection of coring and
sampling locations and provided density testing on asphalt paving.

PROJECT UNDERSTANDING
PROJECT UNDERSTANDING
Kennedy Primary Academy is a magnet school within the South Bend Community School
Corporation, with a dedicated focus on science, technology, engineering, arts, and
mathematics (STEAM). This academic emphasis reflects South Bend’s evolution from a
historic industrial hub to a modern center for innovation and technology.
The surrounding neighborhood—including LaSalle Park, the LaSalle area, and Lincoln
Manor—is well integrated into the regional infrastructure through the recently completed
Coal Line Trail. This multi-use trail follows a former rail spur once used to deliver coal to the
University of Notre Dame’s power plant and now connects the Lincolnway West (LWW)
corridor to the university. A dedicated bike lane and pedestrian path along Lincolnway
West further links this neighborhood with downtown South Bend and the South Bend
International Airport.
To the east, the renowned Riverside Trail offers extended pedestrian and cycling access,
running alongside the St. Joseph River from Niles, Michigan, through South Bend, and on to
Elkhart and beyond. These trail systems underscore the critical importance of safe,
accessible pedestrian infrastructure for students and residents throughout the area.
The proposed project will not only improve access to local schools and parks but also
provide residents with safe, ADA-compliant connections to South Bend’s broader regional
trail networks. These connections promote equitable mobility and community connectivity
across the city.
Abonmarche Consultants has a deep understanding of the City of South Bend’s
commitment to multimodal transportation. Our firm recently completed the design of the
Link Trail, which connects downtown South Bend with the University of Notre Dame.
Additionally, we led the design of the city’s first dedicated, separate bike and pedestrian
pathways along Lincolnway West—setting a new standard for safe, inclusive infrastructure in
South Bend.
PROJECT APPROACH
We have developed our scope of services to align with the specific requirements outlined in
the RFP, leveraging both our firsthand experience with the design and oversight of SRST
projects and our long-standing relationship with the City of South Bend and INDOT.
Abonmarche brings a creative, innovative, and highly experienced team to this effort—
particularly in the administration and inspection of INDOT construction projects.
Our Director of Construction Services, Rob Nichols, brings a unique and valuable
perspective to this project. Formerly a contractor on large-scale INDOT projects, Rob now
leads inspection services with a deep understanding of construction from both the
contractor and inspection viewpoints. His experience includes oversight of several major
projects in South Bend, including:

PROJECT INITIATION AND PRE-CONSTRUCTION
Before scheduling a formal kick-off meeting with the City of South Bend, our Project
Manager and INDOT-certified construction inspection staff will conduct a thorough review
of all contract documents, including plans and specifications. This review will be
accompanied by a detailed site visit to evaluate existing conditions and identify any
potential challenges or critical construction details.
Following our internal review, we will coordinate an inspection -specific kick-off meeting with
the City. This preliminary meeting provides an opportunity to discuss construction
expectations, logistics, and any emerging concerns. These items will be addressed and
resolved ahead of the formal pre-construction meeting, which will then be scheduled with
all required stakeholders. We anticipate holding the pre-construction meeting within two
weeks of the Notice to Proceed for the construction contract.
CONSTRUCTION PHASE
Once construction begins, Abonmarche—alongside our partner McCormick Engineering—
will provide full-time on-site inspection through a Resident Project Representative (RPR).
Based on the intensity and complexity of ongoing operations, we may supplement the
team with additional full-time inspectors as needed.
The RPR will serve as the primary point of contact in the field, ensuring contract compliance,
addressing questions or issues in real-time, and maintaining open communication with the
contractor and project stakeholders. Oversight and QA/QC responsibilities will be led by the
Construction Manager, who will ensure continuous inspection coverage and full
documentation of all construction activities in accordance with INDOT and FHWA
standards.

QUALIFICATIONS
Abonmarche worked with the City of South
Bend on this federally funded Safe Routes to
School project. This project included
replacement of over 550 sidewalk ramps along
with +1000’ of sidewalk near Monroe Primary
Center, Studebaker Elementary School and Riley
High School.
The work in this project included topographic survey, right-of-way engineering, an environmental categorical
exclusion, engineering and design and utility coordination. The $1,500,000 construction project provides
accessible sidewalk routes for students as well as residents.
SOUTH BEND, INDIANA
MONROE PRIMARY SAFE ROUTES TO SCHOOL
This Safe Routes to School project will provide
a safe pedestrian and bicycle trail away from
narrow roads with poor visibility and link the
DeMotte Christian School and DeMotte
Elementary School with the surrounding
neighborhoods, downtown business area, and
the little league baseball and soccer fields.
The project required a pedestrian crossing at
the signalized intersection of U.S. 231 and 9th
Street and working closely with the Town, businesses, and residents to determine the appropriate route for the
new mile-long path. In order to achieve this, Abonmarche prepared an environmental report, designed the
path and pedestrian bridge, led neighborhood meetings, and helped the Town acquire necessary right -of-
way. In addition, Abonmarche coordinated the work between the INDOT LPA process and a separate, new
water main project in the same area in order to maximize the benefit of the money spent on each project and
to fully benefit from the $250,000 Safe Routes to School Grant.
9TH STREET & BEGONIA STREET
DEMOTTE, INDIANA
Abonmarche provided construction engineering for this $600,000 LPA
sidewalk project in a residential area within the City of South Bend.
The project included replacement of numerous sidewalk ramps and
over 6,000’ of sidewalk and was constructed in the summer of 2017.
The project was a success and provided safe ADA compliant
pedestrian routes for residents in the City of South Bend around the
Perley Elementary School and added sidewalk ramps to assist those
with wheel chairs and strollers. We found the key to this project was
communicating with the residents and school prior to starting construction on their street and educating them
about the construction process. We assisted in finding sidewalk detour routes when existing sidewalks were
removed or under construction.
SRS PERLEY STREET SIDEWALK PROJECT

QUALIFICATIONS
Abonmarche provided Construction Engineering services for the City of
La Porte for this $420,000 sidewalk project in a residential area within the
City of La Porte. The project included replacement of over 20 sidewalk
ramps and over 6,500’ of sidewalk and was constructed in the summer
of 2017.
The project was a success and provided safe ADA compliant
pedestrian routes for residents in the City of La Porte and added
numerous sidewalk ramps to assist those with wheel chairs and strollers.
We found the key to this project was communicating with the residents
prior to starting construction on their street and educating them about the construction process. We assisted in
finding routes in and out of houses when the sidewalks were removed or fresh concrete was poured. It can be
tricky to find a good route to a front door with on street parking in front of homes. In order to save money for

LA PORTE SIDEWALK REPLACEMENT PROJECT
Abonmarche assisted the City of Mishawaka in upgrading the Borley-Lynn-
Maplehurst Neighborhood that was annexed to the City in the 1970’s and
infilling the vacant lots with new affordable houses under the First Time
Home Buyer Program through HUD Grants. Initially hired to do a study of
needed right of way improvements City water service and sanitary sewer
were provided along Lynn Street and Maplehurst Avenue but Borley
Avenue lacked both water service and sanitary sewer because of the
many undeveloped lots that fronted it. There were no sidewalks, curbing
or storm sewers within the neighborhood. The study was the financial
planning tool the City needed to construct the infrastructure
improvements phased over a period of four years. Borley Avenue was the
first street to be completely reconstructed in two phases with new sanitary sewer, water main, storm sewer,
concrete curbing, asphalt pavement and sidewalk to accommodate the new homes to be constructed as
part of the HUD Program. Maplehurst Avenue and Lynn Street followed each in its own phase.

This project was the final step in the creation of a trail from downtown
South Bend to Notre Dame’s campus. Abonmarche worked with the
South Bend engineering department and Community Investment staff
to improve the corridors along Hill Street, South Bend Avenue, and
Notre Dame Avenue. The corridors were completely reconstructed with
new asphalt pavement, curbs, sidewalks, and multiuse paths.
Pedestrian and bicycle safety and mobility were enhanced through
reducing lane widths, utilization of raised intersections and crosswalks,
and bumpouts to reduce crossing distances. Intersections were
realigned to provide better functionality and visibility for drivers. Landscape planting beds, trees, streetlights,
ornate brickwork, benches, bike racks, and wayfinding signage were included to enhance the aesthetics and
functionality of the corridors.
