Jason Pace will serve as the project manager and project engineer/supervisor (PE/S) for this
project. With extensive experience —including multiple INDOT and LPA-funded roadway, trail,
and intersection improvement projects —Jason brings a proven record of field leadership and
technical compliance. A Purdue Fort Wayne graduate in Construction Engineering, he is both an
INDOT Certified technician and tester.
Jason is also trained in INDOT's new project management system: AWP, which replaces
SiteManager on all projects let after May 2025.

Trail, Sidewalk & Pedestrian Bridge I Monroeville IN I Jason served as the PE/S for the inspection multi -use paths, trails,
sidewalks, z-channel crossings, mid -block crossings, and pedestrian railroad crossings along with a pedestrian bridge.
Trail & Sidewalk I Woodburn, IN I Jason served as the PE/S for a series of sidewalks and multi -use paths throughout the
town to improve connectivity. Part of the Stellar Grant funding, this project included federal funding.
Drake Rd. Corridor Overhaul I INDOT/LPA Project I Kendallville, IN I PE/S for a multiphase roadway overhaul that
included sidewalks, crossings, ADA compliance, crosswalks. He managed coordination with the railroad, city agencies, and
the community to navigate challenges in a dense residential area near East Noble Middle School (ENMS) and emergency
services. Pedestrian MOT was important for students attending ENMS. Also coordinated INDOT lighting standards
exemptions so that the City could have their signature style lighting.
Maplecrest Rd. Reconstruction, Phase II 1 Ft. Wayne, IN I Project engineer/supervisor for the second phase of roadway
reconstruction that included sidewalk and a multiuse path in addition to crossings at 4 intersections.

NATHAN STEVENS 1 3 YEARS OF EXPERIENCE
Nathan brings transportation experience from INDOT's LaPorte District, where he focused on construction
oversight for federally funded projects. Now based in A&Z's Valparaiso office, Nathan has been working as
an engineer on projects similar in scope to the SRTS in South Bend. Nathan is also positioned near the
Kennedy Academy site to provide consistent daily observation. He will document progress, verify
quantities and estimates, and ensure compliance with plans and specifications. Nathan's most notable
construction supervision experience includes the I-65 concrete patching and milling for the LaPorte
District.

upgrade —it is a community safety investment requiring careful oversight and proactive field coordination. Our
approach ensures the project is constructed according to INDOT/LPA requirements, ADA standards, and the City
of South Bend's expectations for quality, cost -efficiency, and communication.
Dedicated Daily Site Presence
• All field staff featured in this LOI are INDOT AWP trained and will
document daily work in accordance with LPA standards.
• With key staff working out of A&Z's Valparaiso office, we ensure
daily on -site inspection and immediate responsiveness to field
issues.
• Our inspection team will verify slopes, curb transitions, and ramp
dimensions using smart levels and other field tools to ensure ADA
compliance.
A&Z inspectors will:
• Track contractor progress and verify quantities in real-
time.
• Monitor workmanship and safety.
• Identify issues early —especially related to drainage, trip
hazards, and utility conflicts.
• Close coordination with the contractor and City Project
Representative helps keep work within scope and
minimizes unnecessary delays or rework.
ADA Compliance is Not Optional

requested, we'll coordinate with the school and City to
support communication during student arrival and
dismissal periods.
Community -Focused Communication
o This project is highly visible to nearby residents and
school families. To maintain trust and minimize
disruption, our team will support public outreach —
including clear signage, real-time updates, and, if
needed, assistance with digital or printed
communication. We've used similar strategies
successfully on past projects like Drake Road.
Urban Utility &Site Coordination
o Underground utilities, roadway constraints, and limited
working space mean field crews must remain alert
and responsive. A&Z inspectors are experienced in
coordinating with utility providers and adjusting
inspection efforts as conditions shift —keeping the
project moving on schedule and within scope.

Maintenance of Traffic (MOT) &
Pedestrian Safety
Should construction take place during the school year, ensuring the
safety of students, families, and neighborhood pedestrians will be
our top priority.
A&Z will actively review and enforce the contractor's Maintenance
of Traffic (MOT) plan to ensure:
• Safe, ADA-compliant pedestrian detours are in place and
well -marked.
• Sidewalk and crossing closures are clearly communicated
and minimized near Kennedy Academy during school
hours.
o Access routes remain open during student arrival and
dismissal times.
Community Outreach
Construction near a school requires more than technical oversight —it
demands proactive, accessible communication with those affected.
A&Z has successfully supported public outreach on projects like
Drake Road and is prepared to assist the City of South Bend with
clear, coordinated messaging throughout the Kennedy Academy
project.
Our team offers the following outreach tools if requested:

o We have the ability to develop and publish timely updates related to traffic shifts, sidewalk closures,
and construction milestones. Posts will be coordinated with City departments, school officials, and

TURNING QUESTIONS

Winona Lake Roundabout. A key component in ensuring
site safety and mitigating driver confusion was the use of
coordinated public messaging.

ultimately support —roundabout projects.

Schedule Management
Given the high public anticipation for this project's completion, an in-depth review of the
contractor's schedule will be conducted to ensure the project stays on time and within budget.
Special attention will be placed on intermediate completion and/or milestones if applicable to
keep the overall project on track. While A&Z cannot dictate the contractor's means and
methods, we will help identify inefficiencies or opportunities for concurrent operations
to improve overall project efficiency and fully reopen the roadway sooner. A&Z will
participate in progress meetings and verify that the contractor's 2-week lookaheads
align with field conditions and school calendar events.
Contract Compliance
A&Z will conduct a thorough review of contract documents, special provisions, and the
geotechnical report will be conducted. Analyzing the geotechnical report for anticipated soil
conditions will help identify potential constructability challenges early. A&Z will work closely
with the contractor to address any concerns proactively, ensuring project continuity.
Bid Calculations
To minimize risk of cost overruns, A&Z will request and review the designer's bid quantity
calculations at the start of the project. Jason will track quantities in the field and flag any
discrepancies early, helping prevent budget issues before they occur. This proactive review
supports accurate pay requests and protects the City's investment. It also allows for potential
adjustments if costs are exceeding planned amounts.
Quality Control & Documentation
• Our Project Engineer/Supervisor will:
• Review all pay applications and change orders
• Ensure all materials and quantities are supported by field logs and test results
• Maintain documentation in AWP to meet INDOT audit standards
• Internal QA/QC checks will be conducted regularly to uphold project integrity.
Utility Coordination Assistance
• A&Z inspectors are experienced in managing utility impacts during construction.
We will:
• Maintain utility coordination records and notes.
o Work with the City to resolve utility conflicts proactively and without delay.
Adjust field operations when needed to avoid unnecessary relocation costs or scope creep.
