GAMMON 19 Clerk ORDINANCE NO. q `- AN ORDINANCE APPROPRIATING $39,958.00 TO HELP DEFRAY THE EXPENSES OF THE FIRST BANK CENTER PROJECT TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF ECONOMIC DEVELOPMENT AND REDEVELOPMENT. STATEMENT OF PURPOSE AND INTENT: The continued development and revitalization of South Bend's Central Business District is important to the quality of life of the total community and would be advantageous to the future economic growth and physical develop- ment of the city. The City of South Bend in a creative and affirmative partner- ship with the city residents, private enterprise, and the Federal Government, has embarked upon several development projects, one of these projects known as the First Bank Center. The City of South Bend will undertake certain activi- ties to complete construction and pay contractors for work completed on the First Bank Center. In order to accomplish these goals successfully, additional funds are needed, but not limited to, for the following: contractual costs for construction, professional and technical services directly related to the completion and implementation of the First Bank Center Project. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana as follows: SECTION I. The sum of $39,958.00 is hereby appropriated from program income, which is to be administered by the Department of Economic Development and Redevelopment and shall be administered as follows: PURPOSE First Bank Center Project PROGRAM - CD -81 -1002 AMOUNT $39,958.00 TOTAL $39,958.00 SECTION II. This ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. Auburn Member As you are aware, the First Bank and Trust Company purchased from the City of South Bend that piece of property commonly referred to as the "Triangle Park" located East of and immediately in front.of the Morris Civic Auditorium. This property was purchased by First Bank and Trust at the cost of $39,958.00 in the Spring of this year. This land was purchased by the First Bank and Trust Company and then deeded back to the City-with certain restrictions establishing that the park would remain a park into the future, thereby establishing a certain atmosphere at this location. I believe that these funds, which we treat as program income, should be used to offset costs associated with the development of the First Bank Center, The appropriation of these monies is requested at this time. I would also like to note that the handling of these funds in this particular manner is consistent with those conversations and commitments made by the previous Administration to the owners of the First Bank Project.
