The parcel is located south of Western Avenue between S. Taylor Street and S. S. Scott Street. The project generally includes the following items: 1. The parcel includes the Rabbi Shulman residential building located on the northern portion of the site. These residential building along with all associated site utilities, parking lot, curbs, walks, light poles, fencing, landscape, etc. shall be removed entirely. 2. The site shall be restored to a final grade, seeded, and shall be cleared of debris, utilities, foundations, etc. SCOPE OF SERVICES We have tailored our scope of services pursuant to our discussions with you and our understanding of the services generally necessary to complete a project scope such as this one. Our proposed services for the above -described project are outlined in the tasks as follows: Task #1 Topographic Survey (As -Built) ABONMARCHE will prepare a topographic survey update for the changes resulting from the demolition of the Monroe Circle Project. This will document the constructed basins in and around the Rabbi Shulman project site. The topographic survey will be utilized in the preparation of the civil engineering plans. The survey will include contours to 1-ft intervals at a 50-ft grid. The topographic survey shall be tied to existing control point and city, or state, benchmark system. Task #2 Completion of Construction Demolition Documents We will perform a walkthrough of the site to see if any components have changed since the project plans were put on hold in 2023. We will then begin to finalize the construction demolition documents that were previously developed, which includes a review of the current site plan set. This work includes adding additional notations, specifications, or sheet callouts to clearly identify limits of construction (or other related items) for the demolition of the Rabbi Shulman apartment building. Task #3 Bid Documents, Specifications & Pre- Construction Meeting Specification updates for a public bid process through the City of South Bend. Specification updates will include the solicitation request, general conditions for construction contracts, supplemental conditions, cost proposal form, contract agreement forms, and the contract documents and specifications. This task also includes our hosting of a pre -construction meeting. = [IO:\Proposals`Indiana\Governmental\Housing Authority of South Bend -Rabbi Shulman\Rabbi Shulman Demolition Proposal 04-15-25 South Bend Housing Authority Rabbi Shulman April 18, 2025 Page 3 of 4 Task #4 Construction Administration Services This work includes our assistance with construction administration, which could entain submittal reviews, answering general/technical questions, processing contractors pay applications for the services rendered (as compared to work performed on site), or other administrative tasks as requested. It is anticipated that pay applications will be processed on a monthly basis through the end of construction. It is assumed that construction administration will occur over a period of approximately 16 weeks. Any delays or additional time beyond the 16-week construction period will be billed on a T&M basis in accordance with hourly billing rates. Quantitative measurements will not be a part of the construction administration process. Task #5 Soil Erosion & Sedimentation Control (SESC) Permit Due to the anticipated land disturbance, a SESC permit is required for this project. This task includes preparing a new soil erosion plan, stormwater pollution prevention plan (SWPPP), construction details and schedules, and methods for controlling soil erosion in accordance with the Indiana Construction Stormwater General Permit (CSGP) and the City's MS4 program. These documents shall be submitted to the City for local approval and to IDEM prior to any earthwork activities, and upon receipt of MS4's technical review. Filing and advertisement fees shall be paid by the Owner. This task does not include monitoring or on -site evaluations. FEES FOR SERVICES ABONMARCHE shall receive as payment for the work performed under this contract the total lump sum amount for each task listed below and hourly rates where noted. All services below are open for one year. If not completed within one year, Abonmarche reserves the right to adjust all uncompleted items for cost -of -living increase. Please note the below costs do not include filing, permitting, and advertising fees. These fees shall be paid separately by the client.
