An Engineering traffic study indicated that the signal is no longer warranted, and the appropriate traffic control for this intersection is a 4-way stop. Traffic and Lighting bagged the signals, put up temporary stop signs, and installed signs indicating that the intersection is under study for removal on 1/27/2025. RE: Traffic Signal Warrant Analysis – W Washington Street & William Street This memorandum presents the evaluation summary and results of the traffic signal warrants analysis performed for the intersection of W Washington Street & William Street in South Bend, Indiana. American Structurepoint conducted the signal warrants evaluation for the subject intersection per guidelines presented in the Indiana Manual on Uniform Traffic Control Devices (IMUTCD). Section 4C.01 of the IMUTCD outlines the procedure for justifying traffic control signals and includes evaluation of the nine (9) signal warrants analyzed for the subject intersection. Background W Washington Street is a two-lane, local east/west street and William Street is a two- lane, local north/south street. Both have a posted speed limit of 25 miles per hour (mph). The intersection is located within the downtown (central business district) area of the City of South Bend. All four (4) approaches have exclusive left-turn lanes and a shared through-right lane. On-street parking is allowed on all legs of the intersection, except for the west (eastbound direction) approach. The primary land uses in the vicinity of the intersection consist of residential and office space. Traffic Data Collection Traffic data was collected on Tuesday October 1st, 2024 for 24 hours. The data included vehicle type classification and was presented in 15-minute intervals. Traffic data is presented in Attachment A. The procedure for justifying traffic control signals requires an engineering study of traffic conditions to be conducted. Data requirements for the engineering study include vehicular volumes entering the intersection during 12 hours of an average day. No. ANAIDN I DERETSIGER REENIGNE LANOISS EFORPSTATE OF RONNOC'O KCIRTAP 11600579 Signal Warrant Analysis The signal warrant analysis was performed using the guidelines provided in the current version of the Indiana Manual of Uniform Traffic Control Devices (IMUTCD 2011). The MUTCD’s procedure for consideration of a traffic signal is presented in Section 4C.01 Studies and Factors for Justifying Traffic Control Signals Standard. This section contains three (3) main stipulations: 01. An engineering study of traffic conditions, pedestrian characteristics, and physical characteristics of the location shall be performed to determine whether installation of a traffic control signal is justified at a particular location. 02. The investigation of the need for a traffic control signal shall include an analysis of factors related to the existing operation and safety at the study location and the potential to improve these conditions, and the applicable factors contained in the following traffic signal warrants: Warrant 1, Eight-Hour Vehicular Volume Warrant 2, Four-Hour Vehicular Volume Warrant 3, Peak Hour Warrant 4, Pedestrian Volume Warrant 5, School Crossing Warrant 6, Coordinated Signal System Warrant 7, Crash Experience Warrant 8, Roadway Network Warrant 9, Intersection Near a Grade Crossing 03. The satisfaction of a traffic signal warrant or warrants shall not in itself require the installation of a traffic control signal. Following this procedure, the evaluation summary of the nine (9) warrants is summarized in the following sections. The signal warrants analysis is presented in Attachment B. Warrant 1: Eight-Hour Vehicular Volume The Minimum Vehicular Volume, Condition A, is intended for application at locations where a large volume of intersecting traffic is the principal reason to consider installing a traffic control signal. The interruption of Continuous Traffic, Condition B, is intended for application at locations where Condition A is not satisfied and where the traffic volume on the major street is so heavy that traffic on the minor intersecting street suffers excessive delay or conflict in entering or crossing the major street. Either condition must be met to satisfy Warrant 1. The Combination of Conditions A and B is intended for application at locations where Condition A is not satisfied and Condition B is not satisfied and should be applied only after an adequate trial of other alternatives that could cause less delay and inconvenience to traffic has failed to solve the traffic problems. Traffic volume data collected indicates the major and minor streets do not meet the required thresholds (either under Condition A or B) for any eight (8) hours of the day, regardless of the right-turn volume reduction. Therefore, Warrant 1: Eight-hour vehicular volume conditions are not satisfied to justify the installation of a traffic signal at the subject intersection. Warrant 2: Four-Hour Vehicular Volume The 4-Hour Vehicular Volume signal warrant conditions are intended to be applied where the volume of intersecting traffic is the principal reason to consider installing a traffic control signal. This warrant is intended for use at locations that have very high peak hour volumes, such as driveways at large factories or industrial developments, where traffic peaks occur (and dissipate) over a short period. For any four (4) hours of an average day, the traffic volumes on both the major street and minor street approaches do not exceed the applicable thresholds under applicable conditions. As a result, a traffic signal is not warranted based on the four-hour vehicular volume (Warrant 2) criteria. Warrant 3: Peak Hour The Peak Hour signal warrant is intended for use at a location where traffic conditions are such that for a minimum of one (1) hour of an average day, the minor-street traffic suffers undue delay when entering or crossing the major street. Both conditions A (delay-based warrants), and B (volume-thresholds) were evaluated. During the peak hour (any four consecutive 15-minute periods), the total stopped-time delay on the minor street approach does not reach four (4) vehicle-hours for a one-lane approach, nor does the volume on the minor street exceed 100 vehicles per hour. Additionally, the total entering volume for the intersection remains below 800 vehicles per hour, indicating the plotted point on Figure 4C-3 representing volume on the major street and the corresponding volume on the minor street does not exceed its delimiting curve. Therefore, a traffic signal is not warranted based on the Warrant 3 Peak Hour criteria. Warrant 4: Pedestrian Volume The Pedestrian Volume signal warrant is intended for application where the traffic volume on a major street is so heavy that pedestrians experience excessive delay in crossing the major street. The number of pedestrians crossing the major street and the vehicle volume do not exceed the applicable thresholds for either the 4-hour period or the 1-hour period (any four consecutive 15-minute periods) as defined in Figure 4C-5. Therefore, a traffic signal is not warranted based on pedestrian volume warrant (Warrant 4). Warrant 5: School Crossing The School Crossing signal warrant is intended for application where the fact that school children cross the major street is the principal reason to consider installing a traffic control signal. No schools are in proximity of the study intersection where school children would frequently cross the street; hence, the school crossing warrant (Warrant 5) is not applicable. Warrant 6: Coordinated Signal System Progressive movement in a coordinated signal system sometimes necessitates installing traffic control signals at intersections where they would not otherwise be needed to maintain proper platooning of vehicles. There is no need for a traffic signal at the subject intersection to maintain vehicle platooning in a coordinated signal system, as the adjacent traffic control signals provide adequate traffic flow. Additionally, due to the surrounding environment and conditions, this intersection does not require maintaining coordination or provide additional platooning opportunities. Therefore, Warrant 6: Coordinated Signal System is not applicable. Warrant 7: Crash Experience The Crash Experience signal warrant conditions are intended for application where the severity and frequency of crashes are the principal reasons to consider installing a traffic control signal. Crash data for the study intersection was unavailable, hence, this warrant was not evaluated. Warrant 7: Crash Experience is not applicable at the subject intersection. Warrant 8: Roadway Network Warrant 8 provides a check for installing a traffic control signal at the intersection of two or more major routes to encourage concentration and organization of traffic flow on a roadway network. Neither Washington Street nor Williams Street are considered major routes, as both are local streets providing connectivity within downtown mostly for light commercial and some residential use. The intersection is not situated on a major route that serves as part of the principal roadway network for through traffic flow and does not experience the required entering volume of at least 1,000 vehicles per hour during the peak hour or over five hours of a non-normal business day to satisfy the warranting conditions. Therefore, the roadway network warrant (Warrant 8) is not applicable. Warrant 9: Intersection Near a Grade Crossing The intersection near a grade crossing signal warrant is intended for use at a location where none of the conditions described in the other eight traffic signal warrants are met, but the proximity to the intersection of a grade crossing on an intersection approach controlled by a STOP or YIELD sign is the principal reason to consider installing a traffic control signal. The study intersection of N. Bendix Drive & Westmoor Street is located outside of the 140-foot distance to the nearest at grade crossing described in the IMUTCD. Therefore, Warrant 9: intersection near a grade crossing is not applicable. Results and Conclusions Table 1 summarizes the result of the nine (9) signal warrants evaluated for the intersection of W Washington Street & Williams Street, following the IMUTCD procedure.
