ORDINANCE NO. _Lg, Q _y,0 AN ORDINANCE APPROPRIATING $4,357,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY OF SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE AGENCIES, FOR THE PROGRAM YEAR BEGINNING JULY 7, 1980 AND ENDING JULY 6, 1981, TO BE ADMINISTERED THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT. STATEMENT OF PURPOSE AND INTENT: The government of the City of South Bend, in partnership with the City's private sector and residents, is committed to the goal of improving the "quality of life" in the City, its neighborhoods, and for its residents. As part of this commitment to a comprehensive community development and improvement program, the City of South Bend through its Division of Community Development has applied for and received the approval of the United States Department of Housing and Urban Development to expend $4,357,000.00 in the execution of certain housing rehab assistance, code enforcement /demolition, public works, parks /open space/ recreational facility improvement, public service, economic development, and general administra- tion, planning /program development activities. In order to implement the afore- mentioned activities, funds are required. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $4,357,000.00 is hereby appropriated for the program year starting July 7, 1980, from the City of South Bend's Community Development Block Grant Fund (Program Year 1980). The appropriation shall be used as approved by the United States Department of Housing and Urban Develop- ment, under Title Twenty -Four (24), of the Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1980. No costs will be incurred or funds expended for any of the activities addressed in this ordinance prior to completion and subsequent certification of the Environmental Review Process specified in Sections 58.16, 58.17, and 58.30 of the Environmental Review Procedures for the Community Development Block Grant Program and an official release of funds received from the United States Department of Housing and Urban Development. SECTION III. This Ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. Bauer, Community Development Director _�j► SUBJECT: CDBG Appropriation Ordinance DATE: July 8, 1980 The Division of Community Development is submitting for your consideration, an appropriation bill totalling $4,357,000.00 to be used for thirty -five (35) activities as approved by the United States Department of Housing and Urban Development for the City of South Bend's 1980 Community Development Program. As you may recall, these activities were previously discussed with you in a Common Council Caucus meeting on the evening of February 18, 1980. At that time you received a handout entitled, Summary: Community Development Block Grant Application 1980. You may find pages 4 -17 a helpful reference for capsule descriptions of the project activities. A 1980 Annual Community Development Block Grant Application was also relayed to all Common Council Members on May 12, 1980. This document provides more detailed activity explanations in the section labeled, "Project Summary." I will be meeting with the Common Council Human Resources and Economic Development Subcommittee on Thursday, July 17, 1980 at 4:30 p.m. to fully discuss the attached ordinance.
