AN ORDINANCE APPROPRIATING $9,500.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE
SUPPORT OF AN OLDER ADULT CRIME VICTIM PROGRAM
ACTIVITY TO BE ADMINISTERED BY THE CITY OF
SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY
DEVELOPMENT AND THE REAL SERVICES AGENCY.
STATEMENT OF PURPOSE AND INTENT:
The government of the City of South Bend, in partnership with the
City's private sector and residents, is committed to the goal of providing
"a suitable living environment" in the City, its neighborhoods, and for
its residents. As a part of this task, it is essential that city residents
feel comfortable, at ease, and safe in their respective homes and surrounding
neighborhoods. The older adult community is a sector of the city population
with special needs as older citizens are often vulnerable targets for
robbery, assault, vandalism or other crimes and thereafter remain fearful
to move about freely within and outside of their homes. Therefore, Community
Development Block Grant Funds will be utilized by the REAL Services Agency
to operate an Older Adult Crime Victim Program for older adults in the
Community Development Neighborhood Strategy Areas.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana as follows:
SECTION I. The sum of $9,500.00 is hereby appropriated for the program
year starting July 7, 1980 from the Community Block Grant Fund (Program Year
1980). This appropriation is to be administered by the Division of Community
Development and the REAL Services Agency, as set forth below:

REAL Services has requested assistance from the City of South Bend
to continue its operation of the Older Adult Crime Victim Program. The Older
Adult Crime Victim Program is completing the third and final year of funding
under the Law Enforcement Assistance Agency. During that time the program has
assisted over 3,900 older victims in the South Bend Area who were referred to
REAL by the South Bend Police Dept. Sixty to sixty -seven percent of the crimes
committed against the elderly take place in community development neighborhood
strategy areas. The older adult victims of crime are for the most part older
adults who exist at low income, or at below the poverty level. They are in need
of a wide range of services, which are provided by the Crime Victim Counselor.
Counseling, family contact, transportation, emergency grants, and supportive
services from public and private areas are utilized to assist the victim to return
to life style at the same level, or in some cases, a better level than was their
situation before being victimized and subsequently contacted by the Older Adult
Crime Victim Program.
The Primary task is to assist older victims of burglary, robbery,
assault, rape, larceny, fraud, arson and vandalism. The second task is to
educate the older adults in ways to protect themselves. An active crime
prevention program is basic to the program design. All victims contacted are
instructed in methods of prevention. Crime prevention programs are presented
at all Nutrition Sites, to any church group, private or social clubs or functions
that request a program. A wide range of printed information is distributed and
radio and television public service time is utilized to re- inforce crime prevention
habits. Instructions in the formation of neighborhood watch groups, the use of
Emergency 911 and the South Bend Police Department's Dead Bolt Lock Program are
included in all presentations. Direct referral to the Lock Program is standard

when indicators are that a person will qualify under their guidelines. The
Dead Bolt Lock Program is funded by REAL Services and administered by the South
Bend Police Department.
Community Development is being asked to fund approximately $9,500, or
60 percent of the total project cost for one year of $15,700. A preliminary
budget is attached.
I request that you take favorable action on this appropriation. If
inner -city neighborhoods are to be revitalized, the fear of crime must be
diminished. If you have any questions about this appropriation, please call
